THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 42/CP dated July 16, 1996 of the Prime Minister on the issuance of the Regulations on Investment and Construction Management, and Decree No. 92/CP dated August 23, 1997 of the Government supplementing Decree No. 42/CP dated July 16, 1996;

Pursuant to Decision No. 958/NN-ĐTXD-QĐ dated May 20, 1997 of the Minister of Agriculture and Rural Development approving the feasibility study report of the Hoc Mon - Bac Binh Chanh irrigation system in Ho Chi Minh City;

Considering the Report No. 121/NN-BQL dated January 23, 1999 of the Department of Agriculture and Rural Development of Ho Chi Minh City proposing the assignment of tasks to the Investment Construction Project Management Board for managing the sub-project Hoc Mon - Bac Binh Chanh Irrigation;

Considering the proposal of the Director of the Basic Investment Construction Department and the Director of the Cadre and Civil Servant Organization Department.

DECISION:

Article 1. Now, the task is assigned to the Investment Construction Project Management Board under the Department of Agriculture and Rural Development of Ho Chi Minh City to manage the investment capital entrusted by the Ministry of Agriculture and Rural Development to the People's Committee of Ho Chi Minh City for the sub-project Hoc Mon - Bac Binh Chanh Irrigation.

Article 2. The Director of the Investment Construction Project Management Board is tasked to closely coordinate with relevant agencies at central and municipal levels to implement the sub-project Hoc Mon - Bac Binh Chanh Irrigation effectively, ensuring timely progress, quality, international commitments, and efficient use of loan and counterpart funds.

Article 3. The Head of the Office of the Ministry, the Directors of the Departments of Cadre and Civil Servant Organization, Basic Investment Construction, Finance and Accounting, International Cooperation, Planning and Master Planning, the Director of the Department of Agriculture and Rural Development of Ho Chi Minh City, the Director of the Central Project Management Board for Irrigation (CPO), the Heads of related units under the Ministry, and the Director of the Investment Construction Project Management Board under the Department of Agriculture and Rural Development of Ho Chi Minh City are responsible for implementing this Decision./.
