Regarding the establishment of the Institute of Vietnamese Studies and Development Science under the Hanoi National University

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;
Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;
Considering the proposal of the Minister of Home Affairs at the report No. 3080/TTr-BNV dated December 31, 2003, and the Director of the Hanoi National University at the report No. 928/TCCB dated November 14, 2003,

Article 1. Establish the Institute of Vietnamese Studies and Development Science directly under the Hanoi National University based on the Center for Vietnamese Studies and Cultural Exchange under the Hanoi National University.
Article 2. The Institute of Vietnamese Studies and Development Science is a research institution directly under the Hanoi National University with the function of interdisciplinary scientific research, application of science, and postgraduate training in Vietnamese studies. affiliated with Hanoi National University shall have the function of conducting interdisciplinary scientific research, implementing the application of science, and postgraduate training in Vietnamese studies.
Article 3. Entrust the Director of the Hanoi National University to decide on the organizational structure, define specific functions and tasks, and establish the operational regulations of the Institute of Vietnamese Studies and Development Science.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and municipal People's Committees directly under the Central Government, and the Director of the Hanoi National University are responsible for implementing this Decision. The Government, the Chairpersons of the People's Committees of provinces and centrally governed cities, and the President of Hanoi National University are responsible for implementing this Decision.
