DIRECTIVE

Regarding the launch of the movement for excellence "Building friendly schools and proactive students" in secondary schools during the period from 2008 to 2013

Along with the campaigns "Saying no to negative practices in examinations and the disease of achievement in education" and "Each teacher is a model of morality, self-study, and creativity," to further strengthen and improve the effectiveness of comprehensive educational work for students, the Ministry of Education and Training launches the movement for excellence "Building friendly schools and proactive students" in secondary schools during the period from 2008 to 2013 with the following objectives, requirements, and contents:

1. Objectives

a. Mobilize the combined strength of forces inside and outside the school to build a safe, friendly, and effective educational environment that is suitable for local conditions and meets social needs.

b. Encourage the initiative, proactivity, and creativity of students in their studies and social activities in a suitable and effective manner.

2. Requirements

a. Focus resources to resolve weaknesses in infrastructure and equipment at schools, creating conditions for students to attend school safely, pleasantly, and happily.

b. Increase the enthusiastic participation of students in educational activities within the school and in the community, with a self-aware, proactive, and creative attitude.

c. Encourage the initiative and creativity of teachers to meet the requirements of reforming teaching methods under international integration conditions.

d. Mobilize and create conditions for diverse and rich participation of organizations and individuals in educating students about cultural values and revolutionary history.

đ) The movement must ensure self-awareness without causing excessive pressure on the workload of the school, closely aligned with the conditions at the grassroots level. The specific content of the movement is chosen by the grassroots level, appropriate to the conditions of the school, enhancing educational quality and leaving a strong imprint of the locality.

3. Content

a) Building green, clean, and beautiful schools

- Ensuring schools are safe, clean, with trees, airy, and increasingly beautiful, classrooms have sufficient light, desks and chairs suitable for the age of students.

- Organizing for students to plant trees at the beginning of spring and regularly care for them.

- Having sufficient toilets placed in appropriate locations, kept clean and hygienic.

- Students actively participate in protecting the environmental landscape, maintaining hygiene in public facilities, schools, classrooms, and personal spaces.

b) Effective teaching and learning, appropriate to the characteristics of each age group of students, helping them to be confident in their studies.

- Teachers actively innovate teaching methods to encourage diligence, initiative, proactivity, creativity, and the awareness of striving forward, cultivating the ability of self-study in students.

- Students are encouraged to propose initiatives and work with teachers to implement solutions to increase the effectiveness of teaching and learning.

c) Cultivating life skills for students

- Cultivating reasonable behavior in various situations in life, habits and skills of working and living in groups.

- Cultivating health and the awareness of protecting health, skills in preventing traffic accidents, drowning, and other injuries.

- Cultivating cultural behavior, peaceful coexistence, and prevention of violence and social evils.

d) Organizing joyful and healthy collective activities

- Organizing practical artistic and sports activities, encouraging active and self-aware participation of students.

- Organizing folk games and other positive recreational activities suitable for the age of students.

đ) Students participate in understanding, caring for, and promoting the value of historical, cultural, and revolutionary relics in their locality

- Each school takes responsibility for caring for a historical, cultural, or revolutionary relic in the locality, contributing to making the relic cleaner, more attractive; promoting and introducing local works and relics to friends.

- Each school has plans and organizes effective education on national cultural traditions and revolutionary spirit for all students; coordinating with local authorities, mass organizations, and residents to promote the value of historical, cultural, and revolutionary relics for the community's life and tourists.

4. Implementation organization

- The movement for excellence "Building friendly schools and proactive students" is implemented in conjunction with the annual plan of the sector and each school; at the end of each academic year, there is an evaluation, commendation, and dissemination of exemplary cases; summarizing the movement for excellence at the end of the 2012-2013 academic year.

- The Ministry of Education and Training coordinates with the Ministry of Culture, Sports and Tourism, the Central Committee of the Ho Chi Minh Communist Youth Union, and relevant ministries and sectors to organize the implementation of the movement for excellence "Building friendly schools and proactive students" in secondary schools in July 2008. On this basis, the Vietnam General Confederation of Labor, agencies, and units under the Ministry of Education and Training develop plans for implementation and organize guidance and supervision according to their functions and responsibilities. The Department of Student Affairs is the permanent agency of the Ministry of Education and Training in coordinating the organization and implementation.

- Departments of Education and Training report to the People's Committees of provinces and centrally-administered cities to unify the direction of implementation of the movement at the local level, attracting the active participation and support of the Association for Promoting Education, the Association of Retired Teachers, the Veterans' Association, the Women's Association, news agencies, businesses, families, and individuals to organize the movement for excellence.

This directive is disseminated and implemented in all provinces and centrally-administered cities and secondary education institutions.
