Regarding the establishment of the National Tourism Steering Committee
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 34/2007/QĐ-TTg dated March 12, 2007 of the Government Chairman on the issuance of the Regulation on the establishment, organization, and operation of inter-ministerial coordination organizations;
Considering the proposal of the Minister of Culture, Sports and Tourism and the Minister of Home Affairs,
DECISION:
Article 1. To establish the National Tourism Steering Committee (hereinafter referred to as the Steering Committee).
Article 2. The National Tourism Steering Committee shall have the function of assisting the Prime Minister in directing tourism activities throughout the country.
Article 3. Duties and powers:
1. Assist the Prime Minister:
a) Directing the coordination of activities among relevant ministries, sectors, and localities in the development and implementation of national programs for tourism development in each period, in accordance with the country's economic and social development goals.
b) Studying and proposing solutions, mechanisms, and policies for tourism development to the Prime Minister.
c) Resolving issues related to state policies and laws on tourism that exceed the authority of ministries, sectors, and localities.
d) Directing, inspecting, and urging ministries, sectors, and localities to develop and implement specific plans and programs for tourism development consistent with the national economic and social development plan.
đ) Directing ministries, sectors, localities, and mass media agencies to carry out propaganda and dissemination of the state's policies and laws on tourism development.
2. Regularly reporting to the Prime Minister on the implementation of national programs and plans for tourism development as prescribed and performing other tasks related to tourism assigned by the Prime Minister.
Article 4. The National Tourism Steering Committee consists of the following members:
1. Chairperson of the Steering Committee: Deputy Prime Minister Nguyen Thien Nhan.
2. Vice-Chairperson: Minister of Culture, Sports and Tourism.
3. Members include:
a) Standing member: Director General of the Vietnam National Administration of Tourism, concurrently serving as the Secretary of the Steering Committee.
b) Members: Deputy Minister of Public Security; Deputy Minister of Industry and Trade; Deputy Minister of Education and Training; Deputy Minister of Transport; Deputy Minister of Planning and Investment; Deputy Minister of Foreign Affairs; Deputy Minister of Agriculture and Rural Development; Deputy Minister of Defense; Deputy Minister of Finance; Deputy Minister of Natural Resources and Environment; Deputy Head of the Government Office.
Members of the Steering Committee shall serve on a part-time basis.
Article 5. The Chairperson of the Steering Committee shall issue the Regulation on the operation of the Steering Committee and the assignment of responsibilities of its members.
Article 6. The Chairperson of the Steering Committee shall use the seal of the Prime Minister; the Vice-Chairperson and the standing member concurrently serving as the Secretary of the Steering Committee shall use the seal of the Ministry of Culture, Sports and Tourism.
Article 7. The Minister of Culture, Sports and Tourism shall decide to establish the Secretariat of the Steering Committee located at the Ministry of Culture, Sports and Tourism to assist the Steering Committee.
Article 8. The operating budget of the National Tourism Steering Committee shall be allocated from the state budget annually and consolidated into the budget of the Ministry of Culture, Sports and Tourism.
Article 9. This Decision shall take effect 15 days from the date of publication in the Official Gazette and shall replace Decision No. 23/1999/QĐ-TTg dated February 13, 1999 of the Government Chairman on the establishment of the National Tourism Steering Committee.
Article 10. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the central government, and members specified in Article 4 are responsible for implementing this Decision./.
