Amending and supplementing Circular No. 17/2009/TT-BTTTT dated May 27, 2009
detailing the implementation of Decision No. 65/2008/QĐ-TTg dated May 22, 2008
of the Prime Minister on providing public postal services

MINISTER OF INFORMATION AND COMMUNICATIONS
Pursuant to the Post and Telecommunications Ordinance dated May 25, 2002;
Pursuant to Decree No. 157/2004/NĐ-CP dated August 18, 2004 of the Government detailing certain provisions of the Post and Telecommunications Ordinance regarding postal services;
Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;
Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 stipulating the functions, tasks, and powers of the Ministry of Information and Communications;
Pursuant to Decision No. 256/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating the Tendering, Ordering, and Allocation Plan for the Production and Supply of Public Goods and Services Regulation;
Pursuant to Decision No. 65/2008/QĐ-TTg dated May 22, 2008 of the Prime Minister on providing public postal services;
At the proposal of the Director of the Department of Planning and Finance,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. Amending and supplementing Clause 1, Article 1 of Circular No. 17/2009/TT-BTTTT as follows:
"1. Universal postal service includes basic mail services, including postcards, with a single-piece weight up to 02 kilograms (kg). In this circular, basic mail service refers to mail service excluding additional postal services as specified in Point 1.2, Clause 1 of Circular No. 01/2007/TT-BBCVT dated January 3, 2007 of the Ministry of Posts and Telecommunications guiding certain contents of postal services provided by Vietnam Post and regardless of the mode of transportation. The universal postal service includes:
Article 3. Public Utility Services in Newspaper Distribution Activities
b) Basic international mail service from Vietnam to other countries;
c) Basic international mail service from other countries to Vietnam."
Article 2. Effectiveness
This circular takes effect from February 15, 2010./.
