RESOLUTION

On questioning and answering questions at the fourth session,

The Thirteenth National Assembly

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;

Pursuant to the Law on the Supervision Activities of the National Assembly No. 05/2003/QH11; Resolution No. 07/2002/QH11 promulgating the Rules of Procedure of the National Assembly sessions;

Based on the results of questioning and answering questions at the fourth session, the Thirteenth National Assembly;

RESOLUTION:

I. The National Assembly notes that the questioning session was conducted democratically and transparently, receiving the attention and supervision of the people and voters nationwide. National Assembly deputies posed direct and constructive questions, focusing on major issues with rich and sharp content. Members of the Government concentrated their answers on the content of the questions, addressing almost all issues raised, proposing necessary solutions; while seriously acknowledging responsibility related to the areas under their administrative management.

II. The National Assembly acknowledges the positive measures committed by the Prime Minister and members of the Government before the National Assembly. The National Assembly requests:

1. The Minister of Industry and Trade continues to implement comprehensive measures to resolve difficulties, boost production, expand domestic and foreign markets; encourage consumption of domestically produced goods, strictly manage the import of goods, limit trade deficits, combat smuggling and counterfeit goods; resolve inventory issues, ensuring that inventory will gradually decrease according to industry structure by 2013; contributing to promoting production and business development, stimulating supply sources, economic growth, and improving the living standards of the people.

The Ministry of Industry and Trade coordinates with relevant ministries, sectors, and localities to continue reviewing the overall planning for hydropower projects to report to the National Assembly at the sixth session (October-November 2013), clearly identifying projects to be halted, adjusted, or continued; ensuring absolute safety of hydropower facilities, replanting forests. In 2013, the Government will issue special policies for people resettled due to hydropower projects; focus on resolving compensation and resettlement issues for hydropower projects, including existing problems and obstacles of the Hoa Binh and Son La hydropower projects.

2. The Minister of Construction focuses on resolving the stagnation of the real estate market, dealing with idle land, adjusting the market structure, balancing supply and demand, and handling bad debts; develop plans to address social housing, student housing, and housing for low-income workers; ensure significant progress in this area from now until the end of 2013.

The Ministry of Construction closely coordinates with relevant ministries, sectors, and localities to strengthen inspections and supervision of construction project quality, severely handle negative phenomena such as corruption, waste, and embezzlement in industrial, agricultural, transportation, and water conservancy construction; urgently draft and submit the Urban Management Law to the National Assembly for promulgation; plan a comprehensive review of national planning and management practices to make necessary adjustments.

From now until the end of 2013, complete the establishment, supplementation, and adjustment of economic and technical norms, investment unit prices, and construction unit prices to serve as a basis for timely, transparent, and fair decision-making on investments and settlement of accounts; create a healthy competitive mechanism to reduce product costs and enhance the competitiveness of the Vietnamese construction industry.

3. The Governor of the State Bank of Vietnam focuses on managing monetary policy. In 2013, achieve positive changes in the restructuring of the banking system, credit organizations, financial companies, and securities and financial markets, ensuring a sound banking system by 2015.

Article 1 ||| Direct the operation of the credit market to ensure the supply of capital for important industries and products, driving economic growth; at the same time, control inflation according to the targets set by the National Assembly; restructuring the banking system must be linked with improving the business quality of banks and financial companies, and addressing bad debts, reducing bad debts.

Strengthen inspection, supervision, and strictly handle negative practices in banking activities, the money market, and the gold market. Effectively manage the gold market; protect the interests of citizens; do not use gold as a means of payment in the economy.

4The Minister of Health shall implement comprehensive measures to improve the quality of medical examination and treatment services for the people from commune level to central level, promoting changes in medical ethics within the healthcare sector; address existing weaknesses and deficiencies in medical examination and treatment management, especially private medical services. In 2013, strengthen drug management, drug prices, and hospital fees to ensure reasonable costs, with a suitable roadmap that aligns with the conditions and income of the people.

The Ministry of Health shall lead and coordinate with relevant ministries, sectors, and localities to effectively manage food safety; from now until the end of 2013, significant progress must be made in preventing illegal food imports, low-quality foods of unknown origin, and unsanitary foods, contributing to improving the quality of food consumed by the people.

The health sector must make active and effective efforts to gradually reduce the imbalance in the sex ratio at birth.

III. The National Assembly highly commends the initial results in organizing and implementing the resolutions on questioning by the National Assembly during the second and third sessions of the Government and nine members of the Government. It is requested that the Government and its members continue to plan the implementation of the contents they have answered in previous sessions and this session, achieving results and reporting back to the National Assembly at the fifth session.

IV. The National Assembly assigns the Standing Committee of the National Assembly to review the necessary contents of concern to the National Assembly representatives to organize questioning and answering at the Standing Committee meetings. The National Ethnic Council and the Committees of the National Assembly shall organize meetings to explain issues by Ministers and Heads of Departments under their jurisdiction or those raised by voters and questioned by National Assembly representatives. National Assembly representatives shall allocate time to attend these questioning sessions, contributing to enhancing the quality and effectiveness of National Assembly operations.

The National Assembly requires the Government, the President of the Supreme People's Court, the Procurator-General of the Supreme People's Procuracy, relevant agencies of the National Assembly, and related organizations and agencies to promptly and seriously resolve and respond to 1,396 opinions and proposals from voters and the public submitted to the National Assembly at this session and those from the third session that have not yet been resolved or responded to.

V. The Government, the Prime Minister, the Minister of Industry and Trade, the Minister of Construction, the Minister of Health, the Governor of the State Bank of Vietnam, other Ministers and Heads of equivalent agencies; the Supreme People's Court, the Supreme People's Procuracy, relevant agencies and organizations, Provincial People's Councils, and City People's Councils directly under the Central Government within their respective duties and powers shall be responsible for implementing this Resolution.

The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, Delegations of National Assembly Representatives, and National Assembly representatives within their respective duties and powers shall be responsible for supervising the implementation of this Resolution.

This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the 13th term, fourth session, on November 23, 2012./.
