CIRCULAR
Regulations on uniforms for officials, civil servants, and employees of the Vietnam Civil Aviation Authority

Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Based on Decision No. 94/2009/QĐ-TTg dated July 16, 2009 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Vietnam Civil Aviation Authority under the Ministry of Transport;
Based on Decision No. 12/2012/QĐ-TTg dated February 15, 2012 of the Prime Minister piloting certain special financial mechanisms of the Vietnam Civil Aviation Authority;
At the proposal of the Director of the Vietnam Civil Aviation Authority and the Head of the Legal Department,
The Minister of Transport issues this Circular to regulate the uniforms for officials, civil servants, and employees of the Vietnam Civil Aviation Authority.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates the uniforms for officials, civil servants, and employees of the Vietnam Civil Aviation Authority.
Article 2. Applicability
Officials, civil servants, and employees of the Vietnam Civil Aviation Authority include:
1. Director, Deputy Director.
2. Heads of the Office, Inspectorate, Heads of Departments, Deputy Heads of Departments, Deputy Heads of the Office, Deputy Heads of the Inspectorate, and equivalent positions.
3. Other officials, civil servants, and employees belonging to Departments, Offices, and the Inspectorate.
Article 3. General Principles
1. When performing duties, officials, civil servants, and employees of the Vietnam Civil Aviation Authority must wear the prescribed uniforms as set forth in this Circular.
2. Officials, civil servants, and employees of the Vietnam Civil Aviation Authority are responsible for maintaining and preserving the uniforms provided. In case of loss or damage, they must immediately report to their unit head in writing.
3. If the uniforms are still within their service life and are lost, damaged, or torn while performing duties or due to force majeure, they will be considered for replacement.
4. Upon transfer or resignation, they must return all uniforms still within their service life that have been provided.
5. It is strictly prohibited to lend or use the provided uniforms for other purposes.
Chapter II
This Circular takes effect from May 16, 2017.
Article 4. General provisions on uniforms
1. The uniforms for officials, civil servants, and employees of the Vietnam Civil Aviation Authority include: shirt, suit jacket, trousers, skirt, tie, shoes, socks, belt. The uniforms must be of good quality, durable, and attractive.
2. Color of uniforms
a) Shirt: white;
b) Trousers, skirt, suit jacket, tie, socks: black;
c) Leather shoes, leather belt: black;
Article 5. Detailed provisions on uniforms
1. Male uniform
a) Suit jacket: lined inside, standard collar with two buttons, two pockets with flaps (flap height 4.5 cm), four button cuffs, back vents on both sides, one chest pocket on the left side, with a clip on the left chest to attach the employee badge;
b) Trousers: straight legged, moderate width at the bottom, diagonal front pockets, with a pleat, one back pocket with a button, concealed button, with a belt loop, waistband 4 cm;
c) Long-sleeved shirt: stand-up collar, one cuff button, one chest pocket on the left side, with two pleats at the back measuring 1 cm each;
d) Short-sleeved shirt: stand-up collar, one chest pocket on the left side, sleeve length 3 cm from the elbow, with two pleats at the back measuring 1 cm each.
2. Female uniform
a) Suit jacket: lined inside, standard collar with two buttons, two pockets with flaps (flap height 3 cm), three button cuffs, without back vents, with a clip on the left chest to attach the employee badge;
b) Trousers: straight legged, moderate width at the bottom, concealed front pockets, with a belt loop, no back pocket, waistband 3 cm, no front pleat;
c) Skirt: hem length at or just below the knee, lined, with concealed side pockets, with a belt loop, waistband 3 cm;
d) Long-sleeved shirt: stand-up collar, one cuff button, no pocket, with plackets on both chest areas;
e) Short-sleeved shirt: stand-up collar, no pocket, with cuff plackets, sleeve length 2 cm from the elbow.
3. Accessories for male and female
a) Leather shoes: closed toe, not overly pointed, with or without laces;
b) Black leather belt with a white metal buckle.
4. The uniform models are specified in the Appendix attached to this Circular.
Article 6. Distribution System, Usage Period, and Uniform Funding
1. The distribution system and usage period for uniforms for officers, civil servants, and employees of the Vietnam Civil Aviation Authority are as follows:
a) For items to be used for two years
- Suit Jacket : 1 piece every two years (in the first year, 2 pieces will be provided);
b) For items to be used for one year
- Tie : 1 piece per year;
- Short-sleeved shirt : 1 piece per year (in the first year, 2 pieces will be provided);
- Long-sleeved shirt : 2 pieces per year;
- Trousers/skirt (for women) : 2 pieces per year;
- Socks : 2 pairs per year;
- Leather shoes : 1 pair per year (in the first year, 2 pairs will be provided);
- Leather belt : 1 piece per year.
2. Budget Level, Distribution Method, and Funding Source
a) The budget level and distribution method for uniforms shall be implemented according to current laws;
b) The funding for uniforms for officers, civil servants, and employees of the Vietnam Civil Aviation Authority shall be carried out in accordance with Decision No. 12/2012/QĐ-TTg dated February 15, 2012, of the Prime Minister on piloting certain special financial mechanisms for the Vietnam Civil Aviation Authority.
Chapter III
IMPLEMENTING PROVISIONS
Article 7. Effective Date
This Circular takes effect from November 15, 2012.
Article 8. Implementation Organization
1. The Director of the Ministry's Office, the Inspector General, the Heads of Departments, the Director of the Vietnam Civil Aviation Authority, relevant agencies, organizations, and individuals are responsible for implementing this Circular.
2. In case of difficulties during implementation, please report to the Ministry of Transport for consideration and decision.
3. The Head of the Legal Department is responsible for monitoring and urging the implementation of this Circular./.
