AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF THE CIRCULAR NO. Decision No. 25/2015/TT-BTTTT dated September 9, 2015 of the Minister of Information and Communications on the management and use of telecommunications number pools
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to Decree No. 25/2011/NĐ-CP dated April 6, 2011 of the Government detailing and guiding the implementation of certain provisions of the Law on Telecommunications; Decree No. 81/2016/NĐ-CP dated July 1, 2016 of the Government amending and supplementing certain articles of Decree No. 25/2011/NĐ-CP dated April 6, 2011 of the Government detailing and guiding the implementation of certain provisions of the Law on Telecommunications; Decree No. 49/2017/NĐ-CP dated April 24, 2017 of the Government amending and supplementing Article 15 of Decree No. 25/2011/NĐ-CP dated April 6, 2011 of the Government detailing and guiding the implementation of certain provisions of the Law on Telecommunications and Article 30 of Decree No. 174/2013/NĐ-CP dated November 13, 2013 of the Government on administrative penalties for violations in the postal, telecommunications, information technology, and radio frequency sectors;and information technology sector; and radio frequency;
Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Article 1. Amending and supplementing certain provisions of Circular number
"b) Mobile terrestrial network subscriber numbers allocated for telecommunications subscribers shall be allocated in blocks of 100,000 numbers or 1,000,000 numbers.1. Amending and supplementing Point b Clause 2 Article 10 as follows:
The minimum quantity is 100,000 numbers and the maximum quantity is 1,000,000 numbers per allocation (applicable to both initial allocations and subsequent allocations)." 3. Amending and supplementing Clause 2 Article 12 as follows:
"2. Allocation method: Provincial People's Committees set specific pricesFree call service numbers and high-cost call service numbers shall be allocated in blocks of 10 numbers, 100 numbers, or 1,000 numbers. Provincial People's Committees set specific pricesThe minimum quantity is 10 numbers and the maximum quantity is 1,000 numbers per allocation (applicable to both initial allocations and subsequent allocations)."
4. Amending and supplementing Point a Clause 1 Article 13 as follows:
"a) Short message service numbers allocated to agencies, organizations, and enterprises providing telecommunications application services on mobile terrestrial networks."
Article 2. Implementation
hJune 2024;The Director of the Office, the Director of the Telecommunications Department, the Heads of agencies and units under the Ministry, the Directors of Provincial Departments of Information and Communications, the General Directors, and the Directors of telecommunications enterprises, and other relevant agencies, organizations, and individuals are responsible for implementing this Circular.
Article 3. Effectiveness
1. This Circular takes effect from the date 30 of the Government stipulating the functions, tasks, powers, and organizational structure of1 in 2018.
2. In the course of implementation, if any difficulties arise, they should be reported promptly to the Ministry of Information and Communications (Telecommunications Department) for consideration, guidance, and resolution./.
