Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Pursuant to the Government Decree No. 96/2022/NĐ-CP dated November 29, 2022, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; the Government Decree No. 105/2024/NĐ-CP dated August 1, 2024, amending and supplementing certain articles of the Government Decree No. 96/2022/NĐ-CP dated November 29, 2022, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, and the Government Decree No. 26/2018/NĐ-CP dated February 26, 2018, on the Charter of Organization and Operation of Vietnam Electricity Corporation;

Pursuant to the Government Decree No. 127/2007/NĐ-CP dated August 1, 2007, detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; the Government Decree No. 78/2018/NĐ-CP dated May 16, 2018, amending and supplementing certain articles of the Government Decree No. 127/2007/NĐ-CP dated August 1, 2007, detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to the Government Decree No. 132/2008/NĐ-CP dated December 31, 2008, detailing the implementation of certain provisions of the Law on Product Quality and Commodities; the Government Decree No. 74/2018/NĐ-CP dated May 15, 2018, amending and supplementing certain articles of the Government Decree No. 132/2008/NĐ-CP dated December 31, 2008, detailing the implementation of certain provisions of the Law on Product Quality and Commodities; the Government Decree No.154/2018/NĐ-CPdated November 9, 2018, amending, supplementing, and abolishing certain provisions regarding investment and business conditions in the field of state management by the Ministry of Science and Technology and certain provisions on specialized inspection;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular on the issuance of National Technical Regulations on safety for soft start explosion-proof equipment up to 6 kV used in underground mines.

Article 1. Issuance of the National Technical Regulation

Attached to this Circular are the National Technical Regulations on safety for soft start explosion-proof equipment up to 6 kV used in underground mines.

Code: QCVN 23:2024/BCT.

Article 2. Effectiveness and Implementation

1. This Circular takes effect from July 1, 2025.

2. The Director of the Ministry's Office, the Director of the Department of Safety and Environmental Protection, the Director of the Department of Science and Technology; the heads of relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
