CIRCULAR

REGULATIONS ON ECONOMIC AND TECHNICAL CHARACTERISTICS OF PREVENTIVE HEALTH SERVICES IN THE FIELD OF HIV/AIDS CONTROL AT PUBLIC HEALTH FACILITIES

REGARDING THE FIELD OF HIV/AIDS PREVENTION AND CONTROL AT PUBLIC HEALTH FACILITIES

Pursuant to the Price Law dated June 19, 2023;

Pursuant to Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Price Law;

Pursuant to Decree No. 95/2022/NĐ-CP dated November 15, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to the proposal of the Director of the HIV/AIDS Prevention and Control Department;

The Minister of Health issues this Circular stipulating the economic and technical characteristics of preventive health services in the field of HIV/AIDS prevention and control at public health facilities.

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates the economic and technical characteristics of preventive health services in the field of HIV/AIDS prevention and control at public health facilities.

Article 2. This Circular applies to public health facilities providing preventive health services in the field of HIV/AIDS prevention and control, and related agencies, organizations, and individuals.

Article 2. The economic and technical characteristics of preventive health services in the field of HIV/AIDS prevention and control include 95 services, specifically:

Point 1. The counseling service group for HIV/AIDS prevention and control includes 18 services specified in Appendix I attached hereto.

Point 2. The examination and treatment service group for HIV/AIDS and determination of drug addiction status includes 15 services specified in Appendix II attached hereto.

Point 3. The clinical diagnostic and treatment service group for HIV/AIDS and determination of drug addiction status includes 62 services specified in Appendix III attached hereto.

Article 3. Effectiveness

This Circular takes effect from January 8, 2025.

Article 4. Responsibilities for Implementation

The Director of the HIV/AIDS Prevention and Control Department, the Head of the Planning and Finance Department, and the Heads of units under and affiliated with the Ministry of Health; the Directors of Provincial Health Services under central cities and relevant agencies, organizations, and individuals are responsible for implementing this Circular.

During the process of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to promptly report to the Ministry of Health (HIV/AIDS Prevention and Control Department) for consideration and resolution./.
