CIRCULAR

REGULATIONS ON THE MECHANISM AND POLICY FOR MANAGING THE PRICE OF VEHICLE INSPECTION SERVICES AND THE FIRST-TIME EXEMPTION FROM INSPECTION FOR MOTOR VEHICLES AND SPECIAL-PURPOSE MOTORCYCLES

On the basis of Law on Prices dated June 19, 2023;

On the basis of Law on Road Traffic Order and Safety dated June 27, 2024;

Decree No. Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Law on Prices;

Decree No. Decree No. 166/2024/NĐ-CP dated December 26, 2024 of the Government on conditions for operating vehicle inspection services; organization of activities of inspection stations; service life of motor vehicles;

Decree No. Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Department of Planning and Finance and the Director of the Vietnam Inspection Agency;

The Minister of Construction issues this Circular to regulate the mechanism and policy for managing the price of vehicle inspection services and the first-time exemption from inspection for motor vehicles (excluding motorcycles and motorbikes) and special-purpose motorcycles.

Article 1. Scope of Regulation

This Circular regulates the mechanism and policy for managing the price of vehicle inspection services and the first-time exemption from inspection for motor vehicles (excluding motorcycles and motorbikes) and special-purpose motorcycles.

Article 2. Applicability

1. This Circular applies to organizations and individuals related to vehicle inspection services and the first-time exemption from inspection for motor vehicles (excluding motorcycles and motorbikes) and special-purpose motorcycles.

2. This Circular does not apply to organizations and individuals related to vehicle inspection services and the first-time exemption from inspection for motor vehicles (excluding motorcycles and motorbikes) and special-purpose motorcycles under the management of the Ministry of National Defense and the Ministry of Public Security.

Article 3. Mechanism and Policy for Managing Service Prices

1. Specific prices for vehicle inspection services and the first-time exemption from inspection for motor vehicles and special-purpose motorcycles shall be set by the inspection station at a level not exceeding the maximum price of such services as decided by the Minister of Construction.

2. The maximum price and specific price for vehicle inspection services and the first-time exemption from inspection for motor vehicles and special-purpose motorcycles do not include: value-added tax; fee for issuing the inspection certificate; accommodation, travel, communication, equipment transportation, parking lot rental, equipment installation and removal costs, overtime pay, and holiday work pay for inspectors and technical staff according to current laws to perform inspection services upon customer request.

3. In cases where customers request vehicle inspection services for motor vehicles and special-purpose motorcycles outside the inspection station, the customer must pay the inspection station additional costs including: accommodation, travel, communication, equipment transportation, parking lot rental, and equipment installation and removal costs. These costs are determined based on the actual incurred costs of the inspection station, in accordance with current regulations.

4. Value-added tax and fees for issuing the inspection certificate are collected according to current laws.

5. For passenger cars with the same wheelbase but produced or modified into different types regarding the number of passengers allowed, the service price for the type with the highest number of passengers permitted, certified by the competent authority, shall be applied.

6. The maximum price and specific price for vehicle inspection services for motor vehicles and special-purpose motorcycles do not include the price for inspection services for loading and unloading equipment and pressure equipment installed on motor vehicles and special-purpose motorcycles.

7. In cases where customers request vehicle inspection and first-time exemption from inspection services for motor vehicles and special-purpose motorcycles outside the working hours of the inspection station or on holidays as stipulated by labor laws, customers must pay additional wages for the time worked beyond regular hours confirmed by the customer to cover the labor costs for performing inspections.

8. Motor vehicles and special-purpose motorcycles that fail the safety and environmental protection technical inspection must undergo re-inspection. The service price for each re-inspection is calculated as follows:

a) In cases where motor vehicles and special-purpose motorcycles are re-inspected on the same day: the maximum service price for each re-inspection is 50% of the specific price for the initial inspection service of the inspection station.

b) In cases where motor vehicles and special-purpose motorcycles are re-inspected on another day or by another inspection station, the service price for the re-inspection is 100% of the specific price for the initial inspection service of the inspection station.

9. In cases where vehicle inspection services for motor vehicles and special-purpose motorcycles are provided outside the inspection station, if the inspector has arrived at the inspection location and the customer cancels the service request, the customer must pay the costs as stipulated in Clause 3 of this Article.

Article 4. Responsibilities for Implementation

1. The Vietnam Inspection Agency is responsible for:

a) Implementing this Circular.

b) Receiving price declaration documents in accordance with Clause 5 of Article 28 of the Law on Prices.

2. Inspection stations providing inspection services are responsible for declaring, posting, and publicly disclosing information about inspection service prices in accordance with current pricing laws.

Article 5. Effective Date

This Circular takes effect from January 20, 2026.
