GOVERNOR OF THE STATE BANK OF VIETNAM
Pursuant to the State Enterprise Law dated April 20, 1945;
Pursuant to the State Bank of Vietnam Ordinance, Banking Ordinance, Credit Cooperative Ordinance, and Financial Company Ordinance promulgated by Decree No. 37-LCT/HĐNN8 and Decree No. 38-LTC/HĐNN8 dated May 24, 1990 of the Chairman of the State Council;
Pursuant to the Governmental Decree No. 15-CP dated March 2, 1993 on the tasks, authorities, and responsibilities for state management of Ministries and agencies at the ministerial level;
Pursuant to the Prime Minister's Decision No. 769-TTg dated September 18, 1997 on the establishment of the Mekong Delta Development Bank;
Pursuant to the Prime Minister's Decision No. 796-TTg dated September 24, 1997 on the appointment of members of the Board of Directors of the Mekong Delta Development Bank;
Considering the proposal of the Chairman of the Board of Directors of the Mekong Delta Development Bank and the Director of the Department of Financial Institutions of the State Bank;

Article 1.
Approves the Charter on organization and operation of the Mekong Delta Development Bank consisting of 10 chapters and 46 articles attached hereto.
Article 2.
This Decision shall take effect fifteen days from the date of signature.
Article 3.
The Chairman of the Board of Directors, General Director of the Mekong Delta Development Bank, Director of the Department of Financial Institutions, Head of the Governor's Office, Inspector, Heads of units under the Central State Bank, Governors of Provincial and Municipal State Banks directly under the Central Government are responsible for implementing this Decision./.
