Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training; Government on tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;

Pursuant to the Education Law dated December 2 1998,

Pursuant to Decision No. 201/1999/QĐ-TTg dated October 12, 1999 of the Prime Minister on the separation of two Teacher Training Universities from two National Universities;

Pursuant to Decision No. 65/1998/QĐ-BGDĐT dated December 18, 1998 of the Minister of Education and Training on the issuance of the Examination Regulations for National Excellent Students in Grade 12 of Secondary General Education Schools; secondary general education;

Upon the proposal of the Director of the Department of Secondary General Education,

DECISION:

Article 1. Amend certain provisions in the Examination Regulations for National Excellent Students in Grade 12 of Secondary General Education Schools issued pursuant to Decision No. 65/1998/QĐ-BGDĐT dated December 18, 1998 as follows:

1. Points a and b Clause 1 Article 6: Replace the phrase "Teacher Training University (Hanoi National University)" with the phrase "Hanoi University of Education".

2. Article 10:

a) Clause 1 Appendix 3 is amended as shown in the model attached to this Decision (*).

b) Point b Clause 2 is amended as follows:

"b) The Rector of the University of Natural Sciences (Hanoi National University) shall issue examination cards for candidates belonging to the examination board of Hanoi National University. Fifteen days before the examination date, the University of Foreign Languages (Hanoi National University) shall send the list of the team along with photographs and student files to the University of Natural Sciences (Hanoi National University) for issuing examination cards and compiling the examination room list."(*) Not to be printed

3. Article 13 is amended as follows: "Article 13. Content and scope of the examination.

According to the current secondary general education curriculum (for Russian language: covering the entire seventh volume of the current seven-volume Russian textbook); taking into account the curriculum applied to specialized classes and guidance from the Ministry of Education and Training".

4. Article 15 is amended as follows:

"Article 15. Examination papers.

There will only be compulsory examination papers for all subjects (without a second option), including the official examination paper and the reserve examination paper. The reserve examination paper is prepared simultaneously with the official examination paper. Both papers have equivalent difficulty levels and are sent to localities before the official examination date, while they must be stored according to regulations set by the Ministry. Each candidate receives one copy of the official examination paper (in each envelope containing examination papers sent to localities, there is an additional copy stamped "original"). Each examination board receives one copy of the reserve examination paper. In case of emergencies, the Ministry decides and announces the location and schedule for the reserve examination, and guides the printing of the reserve examination paper".

5. Article 19 is amended as follows: "Article 19. Deployment of invigilators.

Sixty days before the examination date, the Ministry will issue a notice informing units that will be deployed for examination duties. Forty-five days before the examination date, the local Departments of Education and Training and Hanoi National University are responsible for notifying the dispatched unit (deployed by the Ministry to invigilate) about the subjects and number of examination rooms at each day of the examination board located in their locality so that the dispatched unit can decide on sending invigilators. The unit deployed for invigilation sends a delegation of invigilators (with sufficient quantity, meeting standards and composition as stipulated in Articles 18 and 20 of these Examination Regulations). The decision to deploy invigilators is sent to the local unit thirty days before the examination date".

The decision shall be accompanied by a list of invigilators sent to the local unit 30 days before the exam date".

6. Article 20.

a) Point b Clause 1 is amended as follows: "b) Hanoi National University organizes a joint examination board (located at the University of Natural Sciences) for the University of Natural Sciences and the University of Foreign Languages under Hanoi National University. The Director of Hanoi National University issues a decision to establish the examination board and assigns the preparatory work of the examination board to the University of Natural Sciences".

b) Point c Clause 1 is amended as follows: "c) Northern Vietnam High School, Hanoi University of Education, Vinh University of Education, Hue University, and Ho Chi Minh City National University conduct combined examinations at the provincial (city) examination board where their schools are located. These units do not need to send people to participate in invigilation at the provincial (city) examination board where their school is located but may be mobilized by the Ministry to invigilate at other examination boards".

c) The note in point b Clause 2 is amended as follows:

"* Note: In point b of Clause 2, "other universities" refer to universities not under Hanoi National University, which are mobilized to invigilate

- Members of the examination board are selected from Hanoi National University by the Director of Hanoi National University from the University of Natural Sciences and the University of Foreign Languages under Hanoi National University in accordance with Article 18 and point b Clause 2 of Article 20 of these Examination Regulations".

Hanoi shall choose from the University of Natural Sciences and the University of Foreign Languages of Hanoi National University to nominate participants in accordance with Article 18 and point b Clause 2 Article 20 of this Regulation".

7. Points b and c Clause 3 Article 24 are amended as follows:

"b) The Chairman of the Board hands over the correct number of examination papers to the Chief Invigilator based on the number of candidates present. Under the direction of the Chairman of the Board, the Chief Invigilator compares the original examination paper to correct any errors (if any) on the received examination papers.
c) The Chairman of the Board retains the original examination paper for monitoring. Unused envelopes, excess examination papers (if any) are sealed immediately and stored in the examination board's file cabinet".

Article 2. Replace the term "Secondary General Education (abbreviated as PTTH)" in the Examination Regulations for National Excellent Students with the term "General Secondary Education (THPT)".

Article 3. This Decision shall take effect fifteen days from the date of signature. All previous regulations that conflict with this Decision are hereby abolished.

Article 4. The Heads of the Office, Directors of the Department of Secondary General Education, Directors of relevant Departments, Directors of Provincial Departments of Education and Training, Directors of Hanoi National University, Directors of Ho Chi Minh City National University, Principals of universities with specialized high school classes, and Principals of boarding schools directly under the Ministry are responsible for implementing this Decision./.
