Regarding the establishment of the Protocol Sub-committee under the National Committee for the Preparation and Organization of the Fifth Asia-Europe Meeting (ASEM 5)

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 44/2003/QĐ-TTg dated April 1, 2003 of the Prime Minister on the establishment of the National Committee for the Preparation and Organization of the Fifth Asia-Europe Meeting (ASEM 5);

Considering the proposal of the Minister of Foreign Affairs and the Chairman of the Government Office;

DECISION:

Article 1. Establishing the Protocol Sub-committee under the National Committee for the Preparation and Organization of the Fifth Asia-Europe Meeting (ASEM 5), including representatives from the following agencies: Ministry of Foreign Affairs, Government Office, Ministry of Public Security, Ministry of Culture and Information, People's Committee of Hanoi City; chaired by the Ministry of Foreign Affairs. The members of the Sub-committee include the following individuals:

1. Comrade Nguyen Trung Thanh, Assistant Minister of Foreign Affairs, Head of the Sub-committee.

2. Comrade Doan Xuan Hung, Director of the Protocol Department, Ministry of Foreign Affairs, Deputy Head of the Sub-committee in charge of day-to-day operations,

3. Comrade Dang Trong Huy, Deputy Commander, Guard Command, Ministry of Public Security,

4. Comrade Tran Hoai Nam, Deputy Director General of the Administration and Finance Department, Government Office,

5. Comrade Nguyen Quang Thu, Director of the Foreign Affairs Department, Hanoi City,

6. Comrade Tran Kim Thu, Deputy Director of the International Relations Department, Ministry of Culture and Information,

7. Comrade Nguyen Tien Minh, Deputy Secretary-General of ASEM 5, Ministry of Foreign Affairs,

8. Comrade Ngo Thai Duong, Deputy Director of the Protocol Department, Ministry of Foreign Affairs,

9. Comrade Nguyen Thanh Son, Deputy Director of the Protocol Department, Ministry of Foreign Affairs,

10. Comrade Tran Thanh Cong, Deputy Director of the Protocol Department, Ministry of Foreign Affairs,

11. Comrade To Anh Dung, Deputy Director of the Office, Ministry of Foreign Affairs,

12. Comrade Nguyen Qui Bao, Deputy Director, Administration and Finance Department, Ministry of Foreign Affairs,

14. Comrade Ta Van Thong, Deputy Director in charge of the Translation Section, Ministry of Foreign Affairs,

15. Comrade Le Manh Tuong, Director of V75 Auto Enterprise, Ministry of Foreign Affairs,

16. Comrade Mai Phuc Dung, Deputy Director, Protocol Department, Ministry of Foreign Affairs,

17. Comrade Tran Tat Thang, Deputy Director of the Protocol Section, Administration and Finance Department, Government Office.

Article 2. The Protocol Sub-committee shall have the following tasks:

Selecting venues, developing and implementing protocols related to opening and closing ceremonies, welcoming and seeing off delegations, meetings, receptions, and programs for spouses of heads of delegations; coordinating with the Material and Logistics Sub-committee to develop vehicle plans for delegations and gifts for delegates.

Registering delegates, arranging accommodations for delegations, and preparing all relevant materials for protocol work for ASEM participants attending the high-level meeting;

Printing materials related to protocol work (Programs, invitations, delegate handbooks...);

Other issues related to protocol at the ASEM 5 high-level meeting;

Regularly reporting and seeking direct guidance from the Chair of the National Committee for ASEM 5 during the preparation of protocol work for the ASEM 5 high-level meeting.

Article 3. The Protocol Sub-committee will operate on a part-time basis, utilizing the organizational structure and staff of the participating agencies. The Head of the Sub-committee will decide on the assignment of responsibilities to members, the operational rules of the Sub-committee, and coordination among members to ensure timely and effective handling of tasks.

The Secretariat of the Sub-committee is the Protocol Department of the Ministry of Foreign Affairs. The Protocol Sub-committee under the National Committee for ASEM 5 will dissolve itself upon completion of its tasks.

Article 4. The Protocol Sub-committee will closely coordinate with other Sub-committees under the National Committee for ASEM 5 to ensure the requirements for organizing the ASEM 5 high-level meeting.

Article 5. This Decision takes effect from the date of signature.

Ministers and Heads of Agencies mentioned in Article 1 and those named above are responsible for implementing this Decision.
