CIRCULAR
Guidelines on the collection rates for certain maritime fees applicable to
large tonnage vessels calling at Cai Mep - Thi Vai Port

Pursuant to Ordinance No. 38/2001/PL-UBTVQH10 dated August 28, 2001 on fees and charges; Pursuant to Decree No. 24/2006/NĐ-CP dated March 3, 2006 of the Government amending and supplementing certain articles of Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Implementing the opinion of the Deputy Prime Minister in Circular No. 2889/VPCP-QHQT dated May 5, 2010 of the Government Office regarding port fees for container vessels calling at Vietnamese ports;
Based on the proposal of the Ministry of Transport in Circular No. 499/BGTVT-TC dated January 20, 2012 regarding the continued application of Circular No. 164/2010/TT-BTC of the Ministry of Finance, the Ministry of Finance hereby issues guidelines on the collection rates for certain maritime fees applicable to large tonnage vessels calling at Cai Mep - Thi Vai Port as follows:
Article 1. Scope of Application:
This Circular applies to international maritime cargo vessels with a gross tonnage of 50,000 GT or more calling at Cai Mep - Thi Vai Port.
Article 2. Collection Rates for Certain Maritime Fees:
Vessels specified in Article 1 of this Circular must pay certain maritime fees according to the following collection rates:
Clause 1. Gross Tonnage Fee:
- Entering: 0.0192 USD/GT
- Departing: 0.0192 USD/GT
Clause 2. Marine Security Fee:
- Entering: 0.06 USD/GT
- Departing: 0.06 USD/GT

For collection rates of maritime fees and charges, principles of collecting maritime fees and charges, and other provisions not stipulated in this Circular, continue to be implemented in accordance with Decision No. 98/2008/QĐ-BTC dated November 4, 2008 of the Minister of Finance promulgating regulations on maritime fees and charges and the schedule of collection rates for maritime fees and charges.
Article 3. This Circular takes effect from May 1, 2012. During the period from January 1, 2012 to May 1, 2012, the collection rates for maritime fees shall be implemented in accordance with Circular No. 164/2010/TT-BTC of the Ministry of Finance. In the course of implementation, if there are any difficulties, please report them to the Ministry of Finance for consideration and resolution./.
Article 4. This Circular takes effect from May 1, 2012. During the period from January 1, 2012 to May 1, 2012, maritime fee collection shall be implemented according to the provisions set forth in Circular No. 164/2010/TT-BTC of the Ministry of Finance. In the course of implementation, if there are any difficulties, units are requested to report them to the Ministry of Finance for consideration and resolution./.
