CIRCULAR

Issuing the "System of Statistical Indicators for the Transport Industry"

Pursuant to the Statistics Law on June 26, 2003;

Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;

The Ministers of the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Transportation hereby issue this consolidated joint circular

Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister promulgating the National Statistical Indicators System;

At the proposal of the Director of the Planning and Investment Department,

The Minister of the Ministry of Transport issues this Circular issuing the "System of Statistical Indicators for the Transport Industry".

Article 1. Attached herewith is the "System of Statistical Indicators for the Transport Industry".

The System of Statistical Indicators for the Transport Industry is a collection of statistical indicators reflecting the situation and main results of the transport industry's activities, serving the work of directing and managing by state agencies; providing a basis for evaluating, forecasting the situation, formulating strategies and policies for developing the transport industry; meeting the needs for information exchange and cooperation with organizations and individuals.

Article 2. Based on the "System of Statistical Indicators for the Transport Industry," relevant agencies and units shall have the following responsibilities:

1. Agencies and units under the Ministry of Transport:

a) Departments and advisory bodies under the Ministry shall compile the statistical indicators assigned to them, provide them to the Planning and Investment Department for overall compilation and publication.

b) Vietnam Highway Administration and other departments under the Ministry of Transport shall be responsible for collecting and compiling statistical indicators according to their sectors and fields; provide them to the departments and advisory bodies under the Ministry for overall compilation.

2. Provincial Transport Departments shall be responsible for collecting and compiling statistical information within their jurisdictions; provide them to management agencies under the Ministry of Transport.

Article 3. This Circular takes effect from November 1, 2014, and replaces Decision No. 1504/QD-BGTVT dated June 4, 2013, of the Minister of the Ministry of Transport regarding the issuance of the System of Statistical Indicators for the Transport Industry.

Article 4. The Heads of the Office, Inspectorate, Department Directors, General Directors of Vietnam Highway Administration, Bureau Chiefs of bureaus under the Ministry, Directors of Provincial Transport Departments, Heads of related units, organizations, and individuals are responsible for implementing this Circular.

III. EXPLANATION OF THE SYSTEM OF STATISTICAL INDICATORS FOR THE TRANSPORT INDUSTRY

A. GROUP OF INDICATORS ON INFRASTRUCTURE STRUCTURE

01. Length of existing roads and additional road capacity

1. Concept, content, calculation method;

a. Length of existing roads: total length of all types of roads (national highways, expressways, provincial roads, district roads, inter-village roads, and rural roads) nationwide up to the reporting date.

- Includes:

+ Asphalt, concrete, gravel, stone, brick, earth roads;

+ Road bridges, tunnels, intersections, overpasses.

- Does not include dirt paths.

b. Additional road capacity: the total length of new roads constructed, upgraded, and completed for use during the reporting period, measured in kilometers; and the total length of new bridges constructed, upgraded, and completed for use during the reporting period, measured in meters.

2. Data source:

Vietnam Highway Administration, Departments of Transport, Vietnam Highways Investment and Development Corporation, Southern Transport Investment and Construction Joint Stock Company.

02. Length of existing railway and additional railway capacity

1. Concept, content, calculation method:

a. Existing railway length: the total length of the railway network currently in operation, calculated based on the length of rail tracks being used to run trains nationwide as of the reporting date.

- Includes:

+ National railways, urban railways, where national railways are divided into traditional railways, high-speed railways, double-track railways, electrified railways, and embedded railways;

+ Branch lines and stations;

+ Dedicated railways connected to national railways.

- Excluding dedicated railways (used for tourism, mine tunnels, forests, or other industrial and agricultural purposes) that are not used for public purposes.

b. Additional railway capacity: the total length of new mainline railways, branch lines, and station tracks; and the total length of new railway bridges and tunnels constructed, upgraded, and completed for use during the reporting period, measured in meters.

03. Length of inland waterways in operation; number and length of inland waterway ports and wharves; current and additional inland waterway throughput capacity

1. Concept, content, calculation method:

a. Length of inland waterways in operation: the total length of navigable channels within the national inland waterway network organized and operated throughout the year, including channels for vessels and boats on rivers, canals, creeks, lakes, lagoons, bays, coastal areas, from shore to islands, and connecting islands within national internal waters.

b. Number of inland waterway ports and wharves: the total number of ports and wharves primarily used for inland waterway transport, for vessels and boats to load and unload cargo, pick up and drop off passengers, and perform other transportation services.

c. Length of inland waterway ports and wharves: calculated based on the length of wharves and docks where vessels and boats dock to pick up and drop off passengers or load and unload cargo, measured in meters.

d. Additional inland waterway capacity: activities such as constructing, upgrading, and renovating ports and wharves, dredging inland waterway channels, etc., contributing to increased cargo and passenger throughput at ports during the year; calculated based on the additional number of passengers and volume of cargo handled at ports compared to before construction, renovation, and upgrading activities; the length of newly constructed, upgraded, and renovated wharves and docks, dredging, and kilometers of embankments completed during the reporting period.3 Directorate of Inland Waterways, Departments of Transport, port enterprises.

04. Number and length of sea ports and additional sea capacity

a. Number of sea ports: the total number of ports primarily used for domestic or international maritime transport.

b. Length of sea ports: calculated based on the length of wharves where vessels and boats dock to pick up and drop off passengers or load and unload cargo, measured in meters.

c. Additional sea capacity: activities such as constructing, upgrading, and renovating ports, dredging sea channels, etc., contributing to increased cargo and passenger throughput at ports during the year. Additional sea capacity is calculated based on the additional number of passengers and volume of cargo handled at ports compared to before construction, renovation, and upgrading activities; the length of newly constructed, upgraded, and renovated wharves, dredging, and kilometers of sea embankments completed during the reporting period.

2. Data sources:

a. Number of airports: the total number of international and domestic airports nationwide, determined as follows:

- An airport is a defined area including: airfields, terminals, and necessary equipment and facilities used for aircraft takeoff, landing, and air transport operations.

1. Concept, content, calculation method:

- An international airport serves both international and domestic air transport.

- A domestic airport serves only domestic air transport.

- Does not include airports exclusively used for military purposes.

b. Additional aviation capacity: activities such as constructing, upgrading, and renovating airport areas contributing to increased cargo and passenger throughput at airports; calculated based on the additional number of passengers and volume of cargo handled at airports compared to before construction, renovation, and upgrading activities; the length of newly constructed, upgraded, and renovated terminal buildings, aircraft parking aprons, runways, and taxiways completed during the reporting period.

B. GROUP OF MEASUREMENT INDICATORS2 06. Number of airlines

2. Data sources:

Number of airlines: the total number of businesses permitted to operate air transport.

An airline is a legal entity with a valid permit to operate commercial air transport flights. In cases of joint ventures or other contractual agreements, only the actual operating airline company is counted.

2. Data source:

1. Concept, content, calculation method:

Civil Aviation Authority of Vietnam, air transport enterprises.

07. Volume of goods transported and circulated

- Volume of goods transported: the total weight of goods transported during the period, regardless of the distance traveled, calculated based on the actual weight of the transported goods (including packaging if any), measured in tons (T). For bulky goods that cannot be directly weighed, it is estimated at 50% of the carrying capacity of the means of transport or agreed upon between the carrier and the shipper (but not less than 50% of the carrying capacity of the means of transport) to calculate the actual volume of goods. - Volume of goods circulated: the volume of goods calculated based on two factors: the volume of goods transported and the actual distance of transportation. The unit of measurement is Ton-Kilometer (T.Km).

Volume of goods circulated (T.Km) = Volume of goods transported (T) x Actual distance of transportation (Rm).

07. Volume of goods transported and circulated

1. Concept, content, calculation method:

- Volume of goods transported: the volume of goods that have been transported during the period, regardless of the length of the transportation route, is calculated based on the actual weight of the transported goods (including packaging if any), and expressed in units of Tonnes (T). For bulky goods that cannot be directly weighed, it is agreed to calculate at 50% of the carrying capacity tonnage of the means of transport or according to the agreement between the owner of the means of transport and the consignor (but not less than 50% of the carrying capacity tonnage of the means of transport) to determine the actual volume of goods.

- Volume of goods circulated: the volume of goods calculated based on two factors: the volume of goods transported and the actual distance of transportation. The unit of measurement is Tonnes-Kilometers (T.Km).

Volume of goods circulated (T.Km) = Volume of goods transported (T) x Actual distance of transportation (Rm).

2. Data sources:

The Vietnam Highway Administration, the Vietnam Inland Waterway Administration, the Vietnam Maritime Administration, the Vietnam Civil Aviation Administration, the Vietnam Railway Administration, the Vietnam Railway Corporation, transport enterprises.

08. Number of passengers transported and passenger-kilometers

1. Concept, content, calculation method:

- Number of passengers transported: the actual number of passengers transported during the period, regardless of the length of the transportation route. Unit of measurement is passenger (Pk).

- Number of passenger-kilometers: calculated based on both the number of trips and the actual distance traveled. Unit of measurement is Passenger-Kilometer (Pk.Km).

Number of passenger-kilometers (Pk.Km) = Number of passengers transported (Pk) x Actual distance traveled (Km).

Where:

- Actual distance traveled is the fare-paying distance as prescribed by the competent authority.

- For vehicles hired under a charter transport contract, each contract only counts once for the number of passengers transported based on the number of seats on the vehicle.

2. Data sources:

The Vietnam Highway Administration, the Vietnam Inland Waterway Administration, the Vietnam Civil Aviation Administration, the Vietnam Railway Administration, the Vietnam Railway Corporation, transport enterprises.

09. Number of international transit air passengers

1. Concept, content, calculation method:

Direct transit passengers are those who continue their journey on the same flight number as the flight they arrived at the airport.

Direct transit passengers are counted only once. Other types of transit passengers are counted twice, once for arrival and once for departure.

2. Data sources:

Volume of goods circulated (T.Km) = Volume of goods transported (T) x Actual distance of transportation (Rm).

10. Volume of cargo through ports

1. Concept, content, calculation method:

Volume of cargo through ports: the actual volume of goods exported or imported during the reporting period, including:

- Exported cargo volume: the tonnage of goods actually loaded onto sea, inland waterway, and air transport vessels and moved to other ports.

- Imported cargo volume: the tonnage of goods actually transported by sea, inland waterway, and air transport vessels from other ports to the port and unloaded from the vessel.

- Cargo volume through ports includes foreign transshipment cargo; it does not include cargo handled outside the port area, liquid cargo passing through the port for ship services such as fresh water and fuel, and cargo losses during handling at the port.

The Vietnam Maritime Administration, the Vietnam Inland Waterway Administration, the Vietnam Civil Aviation Administration, port enterprises.

11. Public bus passenger transport volume

1. Concept, content, calculation method:

Number of public bus passengers transported: the total number of passengers who have completed their journeys by public buses during the period.

2. Data source:

The Vietnam Highway Administration, provincial departments of transport, transport enterprises.

12. Number of air routes and flight distance

1. Concept, content, calculation method:

- Number of air routes: the number of regular air routes transporting passengers and cargo within a certain period, measured from the starting point (departure location) to the endpoint (arrival location) of the aviation transportation network.

- Flight distance: reflects the length of one or several consecutive flight segments (measured in kilometers) from the first airport where passengers, cargo, and baggage are picked up to the last airport where they are dropped off, including triangular flights.

2. Data sources:

Volume of goods circulated (T.Km) = Volume of goods transported (T) x Actual distance of transportation (Rm).

13. Revenue and volume of commercial aviation technical services

1. Concept, content, calculation method:

a. Revenue from commercial aviation technical services:

Net revenue: the total amount of money already and expected to be received from providing commercial aviation technical services to domestic and foreign airlines to serve flights after deducting taxes and allowable deductions during the reporting period. Net revenue includes net revenue from the following services:

- Airport service revenue: net revenue from providing services at airports to serve domestic, international, and transit flights of domestic and foreign airlines, including:

+ Landing/takeoff service revenue: net revenue from providing services for landing, takeoff, and aircraft parking.

+ Specialized equipment rental revenue: net revenue from renting specialized aviation equipment such as aircraft tugs, pushback tractors, boarding bridges, and passenger loading bridges to airlines.

+ Security screening service revenue: net revenue from providing security screening services for cargo, baggage, and passengers to ensure aviation safety for flights of domestic and foreign airlines.

+ Terminal space rental revenue: net revenue from renting terminal space for check-in counters, cabinets, and equipment to serve passengers boarding flights.

+ Advertising space rental revenue: net revenue from renting advertising spaces within the terminal area of the airport for placing advertisements.

+ Other public utility service revenue: net revenue from providing other public utility services such as cargo handling within the airport, baggage conveyor belts, and other services not mentioned above.

+ Other non-public utility service revenue: net revenue from other non-public utility services such as selling products, providing other services like leasing assets and equipment without operators, construction and installation services, financial activities (joint venture capital, economic cooperation income, interest income from deposits, loan interest income, investment activity income, foreign exchange gains, other financial income...), occasional activities (such as proceeds from asset liquidation, sale of fixed assets, penalties from customers for breach of contract, insurance compensation income, tax refunds and exemptions, other occasional income...), other non-public utility services provided by the airport.

- Air traffic management service revenue: net revenue from providing public and non-public utility services by the Vietnam Air Traffic Management Corporation, including:

+ Revenue from air traffic control: gross total revenue from providing air traffic control services for domestic and foreign airlines' flights to and from, overflight, and other types of flights, including the portion retained by airports for providing additional overflight air traffic control services.

+ Other revenues outside public utility such as installing air traffic control systems, constructing specialized information facilities for other entities, and revenue from advertising services for other entities.

b. Service volume:

- Passenger throughput at the airport: total number of passengers departing (including those with paid tickets and free-of-charge tickets) and arriving on domestic and international flights operated by Vietnamese and foreign airlines, excluding transit passengers.

- Number of takeoffs and landings: total number of takeoffs and landings of domestic and international flights operated by Vietnamese and foreign airlines.

- Number of air traffic controlled flights: total number of flights managed by Vietnam Civil Aviation Authority's air traffic control agency, including departure, arrival, overflight, and other types of flights corresponding to the gross revenue from air traffic control.

- Air traffic controlled flight distance: total distance flown managed by Vietnam Civil Aviation Authority's air traffic control agency, calculated by multiplying the number of air traffic controlled flights with the length of the respective flight segments.

2. Data sources;

Volume of goods circulated (T.Km) = Volume of goods transported (T) x Actual distance of transportation (Rm).

14. Value and volume of exported commercial aviation technical service exports

1. Concept, content, calculation method:

- The value of exported commercial aviation technical services includes the total amount already and will be received from abroad for completing the provision of commercial aviation technical services at airports and air navigation management units. The export value includes revenue from airport services and air traffic control services.

Foreign parties include: enterprises, organizations, individuals residing abroad; branches, subsidiaries of Vietnamese companies overseas; foreign embassies and consulates located in Vietnam.

Determining the value: the export value is determined based on market price, including the entire gross value of the service, even if the service transaction is settled with foreign parties according to net value on a set-off principle. In cases where the transaction value includes both goods and services or multiple types of services that cannot be separated, the entire transaction value is attributed to the main type of service.

If the transaction value mainly consists of goods, it is not included in statistics.

The export value includes revenue from the following services:

- Airport service revenue: the total amount already and will be received from providing services at airports to support domestic and international flights, overflights of foreign airlines, including:

+ Landing/takeoff service revenue and apron revenue: the total amount already and will be received from foreign airlines, whether or not they have representative offices in Vietnam but are permitted to land/take off and use aprons at Vietnamese airports to operate international flights to, from, or overflying;

+ Specialized equipment rental revenue: the total amount already and will be received from foreign airlines for renting specialized equipment at airports such as towing vehicles, passenger boarding bridges, baggage handling equipment, etc.;

+ Security screening service revenue: the total amount received from foreign airlines for providing security screening services for cargo, luggage, and passengers to ensure aviation safety for flights;

+ Terminal space rental revenue: the total amount received from foreign airlines for renting terminal space for check-in counters, cabinets, and equipment serving passenger procedures to board aircraft;

+ Advertising space rental revenue: the total amount already and will be received from renting advertising spaces within the terminal area of the airport for placing signs, models, or other promotional images.

- Air traffic control service revenue: the total amount already and will be received from foreign airlines for providing air traffic control services for their departure, arrival, overflight, and other types of flights through airports or airspace managed by Vietnam Civil Aviation Administration. This revenue includes the total direct revenue from foreign airlines collected by Vietnam Air Navigation Corporation, including the portion to be retained and transferred to airports (referred to as the revenue from providing additional overflight air traffic control services by airports).

- Exported service volume:

+ Number of takeoffs and landings: total number of takeoffs and landings of foreign airlines.

+ Number of air traffic controlled flights: total number of flights of foreign airlines managed by Vietnam Air Navigation Corporation, including departure, arrival, overflight, and other types of flights corresponding to the air traffic control revenue mentioned above.

+ Air traffic controlled flight distance: total distance flown by foreign airlines managed by Vietnam Air Navigation Corporation, calculated by multiplying the number of air traffic controlled flights with the length of the respective flight segments.

2. Data sources:

Volume of goods circulated (T.Km) = Volume of goods transported (T) x Actual distance of transportation (Rm).

15. Port service fee revenue

1. Concept, content, calculation method:

- Service fee revenue: total amount already and will be received from Vietnamese-flagged vessels and foreign-flagged vessels for maritime safety assurance services and port services equivalent to the service volume provided by units under the Vietnam Maritime Administration.

2. Data source:

Vietnam Maritime Administration, port enterprises.

16. Value of exported maritime services

1. Concept, content, calculation method:

- Export value: total amount already and will be received from foreign vessels for maritime safety assurance services and port services equivalent to the service volume provided by units under the Vietnam Maritime Administration. The export value is determined based on actual prices and does not include transactions that primarily consist of goods.

Contents of exported maritime services:

19. Number of aircraft

1. Concept, content, calculation method:

Number of aircraft: indicator reflecting the number of aircraft owned and leased (for a minimum of one year) by organizations and individuals in Vietnam, including those in operation, under repair, maintenance, awaiting dispatch, scrapping, unused, and stored but not yet put into service (excluding aircraft leased to foreign entities for more than one year).

2. Data sources:

Volume of goods circulated (T.Km) = Volume of goods transported (T) x Actual distance of transportation (Rm).

20. Number of inland waterway transport vehicles in operation

1. Concept, content, calculation method:

Number of inland waterway transport vehicles in operation: indicator reflecting the number of marine vessels and inland waterway vehicles with engines in operation as of the end of the reporting year. Excluding vehicles that have exceeded their service life or not been inspected.

1. Concept, content, calculation method:

Number of locomotives and railway cars: indicator reflecting the number of locomotives and railway cars in Vietnam, including various types of locomotives and cars (freight cars, passenger cars) in operation. Excluding vehicles that have exceeded their service life or not been inspected.

1. Concept, content, calculation method:

Vietnam Highway Administration General Department, specialized agencies, provincial Departments of Transport, Project Management Boards, enterprises under the Ministry of Transport, and other project sponsors.

23. Investment capital outside the state budget

1. Concept, content, calculation method:

Investment capital outside the state budget includes the owner's equity of investors, domestic and international commercial funds, and other sources raised without leading to public debt.

2. Data sources:

Vietnam Highway Administration General Department, specialized agencies, Project Management Boards involved in BOT and PPP projects, and investors.

24. Maintenance and repair capital for transportation infrastructure

1. Concept, content, calculation method:

Maintenance and repair capital for transportation infrastructure refers to expenses incurred to maintain the functionality of fixed assets to ensure normal use and operation without increasing asset value, including expenses for maintaining and repairing road, railway, inland waterway, maritime route, and airport infrastructure.

2. Data sources:

Vietnam Highway Administration General Department, specialized agencies, provincial Departments of Transport, transportation enterprises, and general companies.

25. Value of production

1. Concept, content, calculation method:

Value of production: the total value of material products and services produced within a specific period.

Depending on research purposes, the value of production can be calculated based on actual prices or comparable prices (base year prices).

Net revenue: total income from selling and providing material products and services, financial activities, and other income after deducting taxes and reductions in the reporting period.

1. Concept, content, calculation method:

- Quantity of major industrial products produced in the period: quantity of important industrial products, which constitute a significant proportion in the company's production activities, produced during the reporting period.

- Industrial products consumed: quantity of industrial products sold during the period, either paid for or unpaid.

- Industrial products in stock: quantity of industrial products in storage awaiting sale during the reporting period. Exclude products sold but not yet removed from inventory.

28. Value of industrial products consumed

1. Concept, content, calculation method:

- Value of industrial products consumed: total amount expected to be received from selling industrial products during the reporting period.

1. Concept, content, calculation method:

- Investment in scientific research and technological development: total expenditure on scientific research and technological development activities by the enterprise.

Scientific and technological activities include:

+ Basic, applied, and developmental research in natural sciences;

+ Basic, applied, and developmental research in social and human sciences.

- Environmental treatment and protection expenses: total expenditure on efforts to prevent and treat environmental pollution caused by the company's production and business activities.

30. Profit margin on owner's equity

1. Concept, content, calculation method:

- Profit margin on owner's equity: ratio comparing total pre-tax profit earned from production and business activities and other activities in the year by the enterprise with the average owner's equity during the period, reflecting how much profit is generated per unit of owner's equity.

Number of officials, civil servants, employees, and workers: number of people currently working in the unit hired according to state regulations and having a labor contract duration exceeding one year. Exclude those sent to work for another unit for more than one year without the unit having to pay wages.

Agencies and units under the Ministry of Transport.

32. Average income

1. Concept, content, calculation method:

Average income of a worker currently employed is the total actual income averaged per currently employed worker, typically calculated on a monthly or annual basis. Under the current reporting system, the income of state sector workers is only counted for their income within the scope of one main agency/organization/unit or enterprise, excluding income from other sources.
