REGULATING THE LIST OF CERTIFICATES AND DOCUMENTSOF VIETNAMESE SEAGOING SHIPS, GOVERNMENT SHIPS, SUBMARINES, DIVE SHIPS, FLOATING STORAGE UNITS, AND MOBILE PLATFORMS

Pursuant to the Vietnam Maritime Code on November 25, 2015;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
BASED ON INTERNATIONAL TREATIES TO WHICH VIETNAM IS A PARTY;
At the proposal of the Director of the Legal Department, the Director of the Vietnam Maritime Administration, and the Director of the Vietnam Ship Survey Bureau;
THE MINISTER OF TRANSPORT ISSUES REGULATIONS ON THE LIST OF CERTIFICATES AND DOCUMENTS OF VIETNAMESE SEAGOING SHIPS, GOVERNMENT SHIPS, SUBMARINES, DIVE SHIPS, FLOATING STORAGE UNITS, AND MOBILE PLATFORMS Vietnam.
Article 1. Scope of Regulation
THIS CIRCULAR REGULATES THE LIST OF CERTIFICATES AND DOCUMENTS THAT VIETNAMESE SEAGOING SHIPS, GOVERNMENT SHIPS, SUBMARINES, DIVE SHIPS, FLOATING STORAGE UNITS, AND MOBILE PLATFORMS MUST CARRY DURING THEIR OPERATIONS WITHIN THE COUNTRY AND INTERNATIONALLY.
Article 2. Applicability
THIS CIRCULAR APPLIES TO DOMESTIC AND FOREIGN ORGANIZATIONS AND INDIVIDUALS RELATED TO THE CERTIFICATES AND DOCUMENTS THAT VIETNAMESE SEAGOING SHIPS, GOVERNMENT SHIPS, SUBMARINES, DIVE SHIPS, FLOATING STORAGE UNITS, AND MOBILE PLATFORMS MUST CARRY DURING THEIR OPERATIONS WITHIN THE COUNTRY AND INTERNATIONALLY.
Article 3. List of Certificates and Documents
1. THE LIST OF CERTIFICATES AND DOCUMENTS OF VIETNAMESE SEAGOING SHIPS, GOVERNMENT SHIPS, SUBMARINES, AND DIVE SHIPS IS SET OUT IN ANNEX I OF THIS CIRCULAR.
2. THE LIST OF CERTIFICATES AND DOCUMENTS OF VIETNAMESE FLOATING STORAGE UNITS AND MOBILE PLATFORMS IS SET OUT IN ANNEX II OF THIS CIRCULAR. AT EACH STAGE, THE MINISTRY OF TRANSPORT WILL REVIEW, AMEND, AND SUPPLEMENT THE LIST OF CERTIFICATES AND DOCUMENTS OF VIETNAMESE SEAGOING SHIPS, GOVERNMENT SHIPS, SUBMARINES, DIVE SHIPS, FLOATING STORAGE UNITS, AND MOBILE PLATFORMS IN ACCORDANCE WITH VIETNAMESE LEGAL PROVISIONS AND INTERNATIONAL TREATIES TO WHICH VIETNAM IS A PARTY.
Article 4. Implementation provisions
1. This Circular takes effect from July 1, 2017;
2. ABOLISH DECISION NO. 54/2005/QĐ-BGTVT OF OCTOBER 27, 2005 ISSUED BY THE MINISTER OF TRANSPORT REGARDING THE LIST OF CERTIFICATES AND DOCUMENTS OF VIETNAMESE SEAGOING SHIPS AND GOVERNMENT SHIPS.
3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTION DEPARTMENT, THE DIRECTORS OF THE DEPARTMENTS AND DIRECTORS OF THE VIETNAM MARITIME ADMINISTRATION AND VIETNAM MARINE INSPECTION CORPORATION, AND THE HEADS OF AUTHORITIES, ORGANIZATIONS, AND INDIVIDUALS INVOLVED ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.
