AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF THE CIRCULAR NO. 16/2015/TT-BTTTT DATED JUNE 17, 2015 ISSUED BY THE MINISTER OF INFORMATION AND COMMUNICATIONS ON DETAILING IMPLEMENTATION OF THE GOVERNMENT DECREE NO. 187/2013/NĐ-CP DATED NOVEMBER 20, 2013 ON EXPORT AND IMPORT OF GOODS IN THE PRINTING AND PUBLISHING INDUSTRY SECTOR
Pursuant to the Law on Publishing dated November 20, 2012;
Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to the Government Decree No. 187/2013/NĐ-CP dated November 20, 2013 detailing implementation of the Law on Trade regarding international trade activities and agency buying, selling, processing, and transiting goods with foreign countries;
Pursuant to Decree No. 195/2013/NĐ-CP of November 21, 2013 of the Government providing guidelines for implementation of certain provisions of the Publication Law;
Based on Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities;
Pursuant to Decision No. 41/2005/QĐ-TTg dated March 2, 2005 of the Prime Minister promulgating the Import Permit Issuance Regulation;
Upon the proposal of the Director of the Publishing, Printing, and Distribution Department;
The Minister of Information and Communications issues this Circular amending and supplementing certain provisions of the Circular No. 16/2015/TT-BTTTT dated June 17, 2015 issued by the Minister of Information and Communications detailing implementation of the Government Decree No. 187/2013/NĐ-CP dated November 20, 2013 on export and import of goods in the printing and publishing industry sector.
Article 1. Amending and supplementing certain provisions of Circular number
16/2015/TT-BTTTT dated June 17, 2015 issued by the Minister of Information and Communications detailing implementation of the Government Decree No. 187/2013/NĐ-CP dated November 20, 2013 on export and import of goods in the printing and publishing industry sector1. Clause 2 shall be amended and supplemented as follows:
“Article 2. Goods in the printing and publishing industry sector according to HS code
1. Goods in the printing sector:
Goods in the printing sector include equipment, parts, and accessories described and classified under HS codes within the specialized management scope of the Ministry of Information and Communications, belonging to the following groups:
a) 84.40;
b) 84.41;
c) 84.42;
d) 84.43.
2. Goods in the publishing sector:
Goods in the publishing sector have forms prescribed in Clause 4, Article 4 of the Law on Publishing and are classified under HS codes within the specialized management scope of the Ministry of Information and Communications, belonging to the following groups:
a) 49.01;
b) 4903.00.00;
c) 49.05;
d) 4910.00.00;
đ) 49.11.”
a) A customs declaration form for imported goods according to the information criteria specified in Model No. 01 - Declaration Form for Imported Goods attached as Appendix I to Circular No. 39/2018/TT-BTC dated April 20, 2018, issued by the Minister of Finance.
“Article 5. Imported goods in the printing sector
Goods specified in Clause 1, Article 2 of this Circular are detailed described and must comply with regulations set forth in Appendix I attached to this Circular when imported.”
Article 2. Issuing appendices
This Circular attaches two appendices to replace Appendix I and Appendix II issued together with Circular No. 16/2015/TT-BTTTT dated June 17, 2015 issued by the Minister of Information and Communications detailing implementation of the Government Decree No. 187/2013/NĐ-CP dated November 20, 2013 on export and import of goods in the printing and publishing industry sector:
1. Appendix I: List, import procedures, and requirements for imported goods in the printing sector;
2. Appendix II: List, import procedures for imported goods in the publishing sector.
Article 3. Effectiveness
This Circular takes effect from March 1, 2017.
The Director of the Office, the Director of the Publishing, Printing and Distribution Department, heads of units under the Ministry, and related organizations and individuals are responsible for implementing this Circular./.
