Circular No. 41/2018/TT-BYT promulgates national technical regulations on the quality of clean water for domestic purposes and detailed provisions on quality control and supervision of clean water by water supply units. This document shall take effect from June 15, 2019.

Article 1. Issuing Technical Standards
Attached to this Circular are the National Technical Regulations on the quality of clean water for domestic purposesđổdated May 2013;|||For power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.gfor daily use;
Article 2. Provisions on inspection and supervision of the quality of clean water used for domestic purposes
1. The results of testing the parameters of clean water quality specified in Clause 2 and 3 of Article 5 of the Technical Standards issued with this Circular must be publicly disclosed by the water supply unit within three days from the date of receipt of the test resultsdevelopment on the electronic information page of the water supply unit (in case there is no electronic information page, the water supply unit must)n l post public notices at prominent locationsof the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairsp water supply units (in cases where there is no electronic information page, the water supply unit must post public notices at prominent locations)đ) including the following contents:June 2024;a) The total number of water samples tested and the sampling locations., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPb) The specific parameters and test results of each water sample.inc) Measures and timeframes for rectifying non-compliant issues.
2. State agencies with competent authority shall inspect (external inspections) the implementation of regulations ensuring the quality of clean water by water supply units as follows:
a) Inspect the implementation of testing the parameters of clean water quality by water supply units as stipulated in Clause 2 and 3 of Article 5 of the Technical Standards issued with this Circular; monitoring and management records of clean water quality; public disclosure of clean water quality information as prescribed in Clause 1 of Article 2 of this Circular..
b) Collect samples and test the parameters of clean water quality as specified in Clause 2 and 3 of Article 5 of the Technical Standards issued with this Circular.No.c) Within five working days of conducting external inspections, the inspection agency shall notify in writing the inspected water supply unit; publish on its electronic information page; and inform the competent authority selecting the water supply unit and the supervising agency of the inspected water supply unit (if applicable) about the inspection results including the following information:
- Name of the inspected unit.shall- Inspection results of the contents prescribed in Clause 1 of Article 2 of this Circular.development3. External inspections of clean water quality
a) Each water supply unit must undergo external inspections once per year.tob) Unscheduled external inspections shall be conducted in the following situations:l* When there are concerns about the quality of finished water products through periodic quality reports,i unexpected incidents of water quality deterioration reported by the water supply unit.organize credit institutions, foreign bank branches are responsible for organizing the implementation of this Circular.periodi- When environmental accidents occur that may affect the quality of source water.ng- When inspection results or disease surveillance indicate a risk of water contamination.

3. Article 3. Effectiveness
2. Circular
No. 50/2015/TT-BYT dated December 11, 2015 of the Minister of Health prescribing the inspection of hygiene and water quality for drinking and domestic purposesconcerning the classification and determination of state management authority in the field of crop production shall cease to be effectivepolicies from the date this Circular takes effect.No.3. Circular No. 04/2009/TT-BYT dated June 17, 2009 of the Minister of Health promulgating the National Technical Regulation on Drinking Water Quality (QCVN 01:2009/BYT); Circulardevelopment No. 05/2009/TT-BYT dated June 17, 2009 of the Minister of Health promulgating the National Technical Regulation on Domestic Water Quality (
CVN 02:2009/BYT) shall continue to be effective for application to the objects specified in Clause 2, Article 4 of this Circularỹ until June 30, 2021 when the Local Technical Regulations on Clean Water Quality for Domestic Purposes are issued and take effect.Pursuant to Decree No. 24/2018/NĐ-CP dated February 27, 2018 of the Government on handling complaints and reports in the fields of labor, vocational education, dispatching Vietnamese workers abroad under contracts, employment, occupational safety and health;For provinces and centrally governed cities that have not issued Local Technical Regulations on Clean Water Quality for Domestic Purposes within the time limit stipulated in Clause 3, Article 3 of this Circular, water supply units may apply one of the following two options:policies1. Apply the National Technical Regulation on Clean Water Quality for Domestic Purposes issued together with this Circular but must test all parameters of clean water quality listed in Article 4 of the Standard.ỹ2. Article 4. Transitional Provisions
For provinces and centrally governed cities that have not issued local technical standards on the quality of potable water for domestic purposes within the time limit specified in Clause 3, Article 3 of this Circular, water supply units may apply one of the following two cases:
1. Apply the national technical standard on the quality of potable water for domestic purposes issued together with this Circular but must test all parameters of potable water quality listed in Article 4 of this Circular.THE4. Departments of Health of provinces and centrally governed cities shall be responsible for:
a) Taking the lead and coordinating with relevant units to implement this Circular in their jurisdictions.yb) Directing subordinate units to implement the dissemination of information on the number of households not yet identified, reporting the results of unscheduled inspections according to Form No. 01 attached to this Circular.ỹb) Developing annual plans and budgets for organizing the implementation of activities related to water quality testing and submitting them for approval by the competent authority.amendc) Reporting in writing quarterly, every six months, and annually to the Provincial Disease Control Center within five days from the end of March, June, September, and December respectively; the content of the report according to Form No. 04 attached to this Circular.17. Water Supply Units shall be responsible for:
Article 5. Responsibilities for Implementation

3. The specialized institutes under the Ministry of Health shall be responsible for:
a) Synthesizing, analyzing, and reporting on the quality status of clean water in the provinces within their jurisdiction and planning training programs, technical support for localities in implementing the Technical Regulations.ì Monitor the quality of potable water in the areas under their jurisdiction and provide technical guidance to localities in implementing the standards.shallb) Conducting external inspections of clean water quality when requested by the Ministry of Health; reporting the results of such inspections according to Form No. 01 attached to this Circular.ỹ conduct external inspections when requested by the Ministry of Health; report the results of external inspections according to Model 1
