CIRCULAR
Issuing the "National Technical Regulation on Radio Access Equipment in the 6 GHz Band"

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006 and the Law Amending and Supplementing Certain Provisions of the Law on Standards and Technical Regulations dated June 14, 2025;
Pursuant to the Law on Product and Goods Quality dated June 18, 2025;
Pursuant to the Law on Telecommunications dated November 24, 2023;
Pursuant to the Law on Radio Frequency dated November 23, 2009 and the Law Amending and Supplementing Certain Provisions of the Law on Radio Frequency dated November 9, 2022;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Standards and Technical Regulations and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP;
Pursuant to Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
At the proposal of the Director of the Telecommunications Department;
The Minister of Science and Technology issues this Circular on the National Technical Regulation on Radio Access Equipment in the 6 GHz Band.
Article 1. Attached to this Circular is the National Technical Regulation on Radio Access Equipment in the 6 GHz Band (QCVN 136:2025/BKHCN).
Article 2. Effective Date
1. This Circular shall take effect from January 1, 2027.
2. Radio access equipment with HS code 8517.62.51 mentioned in Section 2.5 of Appendix I of Circular No. 29/2025/TT-BKHCN dated November 13, 2025 of the Minister of Science and Technology stipulating the list of products and goods potentially causing safety risks in the field of information technology and telecommunications under the management responsibility of the Ministry of Science and Technology shall apply QCVN 136:2025/BKHCN instead of QCVN 47:2015/BTTTT from the date this Circular takes effect.
Article 3. Implementation Organization
1. The Chairman of the National Standardization, Metrology and Quality Control Committee shall be responsible for organizing guidance and implementation of this Circular.
2. The Head of the Office, the Director of the Telecommunications Department, the Heads of agencies and units under the Ministry of Science and Technology, the Directors of Provincial Departments of Science and Technology, and organizations and individuals related to this matter shall be responsible for implementing this Circular.
3. In the course of implementation, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Science and Technology for guidance or research on amendments and supplements to ensure compliance./.
