Circular No. 41/2025/TT-BYT stipulates the code number and criteria for the occupational titles of doctors, preventive medicine doctors, and medical assistants issued by the Minister of Health.

 

CIRCULAR

REGULATIONS ON CODES AND STANDARDS FOR PROFESSIONAL TITLES OF DOCTORS, PREVENTIVE MEDICAL DOCTORS, AND ATTENDANTS

Pursuant to Government Decree No. 115/2020/NĐ-CP dated September 25, 2020, Pursuant to the Government's Decree on recruitment, utilization, and management of civil servants; Decree No. 85/2023/NĐ-CP dated December 7, 2023, amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants;

Pursuant to Decree No. 96/2023/NĐ-CP dated December 30, 2023 of the Government detailing certain provisions of the Law on Medical Examination and Treatment;

Pursuant to Decree No. 42/2025/NĐ-CP dated February 27, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Health issues this Circular regulating codes and standards for professional titles of doctors, preventive medical doctors, and attendants.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates codes and standards for professional titles of doctors, preventive medical doctors, and attendants.

Article 2. Codes for Professional Titles of Doctors, Preventive Medical Doctors, and Attendants

1. The group of doctor titles includes:

a) Senior Doctor (Class I), code: V.08.01.01;

b) Principal Doctor (Class II), code: V.08.01.02;

c) Doctor (Class III), code: V.08.01.03.

2. The group of preventive medical doctor titles includes:

a) Senior Preventive Medical Doctor (Class I), code: V.08.02.04;

b) Principal Preventive Medical Doctor (Class II), code: V.08.02.05;

c) Preventive Medical Doctor (Class III), code: V.08.02.06.

3. Attendant title Class IV, code: V.08.03.07.

Article 3. Ethical Standards for Professional Conduct

1. Devotedly serving the cause of caring for, protecting, and improving people's health.

2. Understanding and properly implementing the rules of conduct for civil servants in the healthcare sector.

3. Practicing the profession in accordance with regulations, procedures, and other legal provisions.

4. Continuously studying to enhance political and professional competence.

5. Being honest, objective, fair, responsible, cooperative, and respectful towards colleagues in performing assigned duties.

Chapter II
DOCTOR TITLES

Article 4. Senior Doctor (Class I) - Code: V.08.01.01

1. Duties:

a) Medical examination and treatment:

- Leading and organizing the implementation of medical examinations and treatments for individuals practicing the doctor profession within the scope of their assigned professional activities;

- Leading the organization of emergency services at healthcare facilities and out-of-hospital emergencies according to legal regulations;

- Leading specialized professional consultations within the assigned field;

- Leading supervision, inspection, evaluation, and improvement of the quality of medical examinations and treatments within the assigned professional scope;

- Establishing a system for detecting and reporting technical errors within the assigned professional scope.

b) Information, communication, and health education:

- Leading the planning, implementation, evaluation, and adjustment of counseling, communication, and health education plans based on actual goals and needs;

- Compiling and leading the compilation of information, communication, and health education content.

c) Leading the provision of advice to patients or patient families on selecting appropriate healthcare services;

d) Participating in medical forensic evaluations, forensic pathology evaluations, forensic psychiatric evaluations, or related fields as prescribed by law;

đ) Leading the implementation of professional guidance, technology deployment, and disease prevention and control activities when assigned;

e) Leading the management, operation, detection, and reporting of medical equipment incidents for diagnosis, intervention, treatment, and emergency care within the assigned professional scope;

g) Training and scientific research:

- Leading the compilation of professional materials; establishing technical procedures within the assigned field; solutions to improve the quality of medical examinations and treatments nationwide;

- Leading and organizing training and capacity building, and being responsible for the professional content and techniques suitable for the level and scope of the civil servant's work; participating in guiding, training, or enhancing the professional level and techniques of learners when required;

- Leading and participating in national-level, ministry-level, and provincial-level scientific research;

- Researching and proposing or participating in the development of strategies, policies, and plans for the development of healthcare work for the population, sector, and locality.

2. Qualifications regarding education and training:

a) Graduated from a Master's degree in a medical specialty or a Doctorate in Medicine (excluding preventive medicine and epidemiology specialties); Doctorate in Dentistry;

b) Holding a certificate for professional title training standards for doctors or a license (certificate) for medical examination and treatment practice.

3. Competence and professional standards:

a) Understanding the Party's viewpoints, policies, and the State's laws on healthcare protection, care, and enhancement; grasping the direction of domestic and international professional technical development;

b) Possessing knowledge and the ability to apply advanced methods and high technologies in diagnosis, treatment, and patient care within the specialty field;

c) Having the ability to evaluate professional processes and techniques and propose solutions; evaluating intervention results based on evidence;

d) Having the ability to research, summarize practical experiences, and propose solutions or participate in developing strategies, policies, and plans for sectoral development;

đ) Having the ability to lead the implementation of professional technical procedures for medical examinations and treatments for individuals practicing the doctor profession;

e) Having the ability to lead and participate in scientific and technological tasks;

g) Having basic computer skills and proficiency in a foreign language (or proficiency in ethnic minority languages for civil servants working in ethnic minority areas) as required by the job position.

4. Civil servants who are candidates for promotion from the title of Principal Doctor (Class II) to Senior Doctor (Class I) must have held the title of Principal Doctor (Class II) or equivalent for a minimum of six years. In cases where they have held equivalent professional titles, they must have held the title of Principal Doctor (Class II) for at least one year (12 months) up to the deadline for submitting registration applications for promotion evaluation.

Article 5. Senior Doctor (Class II) - Code: V.08.01.02

1. Duties:

a) Medical examination and treatment:

- Organize the implementation of medical examination and treatment activities for practitioners within the scope of their assigned professional activities;

- Organize emergency activities at medical examination and treatment facilities and out-of-hospital emergency services in accordance with the provisions of the law;

- Identify and report technical errors within the scope of their assigned professional activities;

- Supervise, inspect, evaluate, and improve the quality of medical examination and treatment within the scope of their assigned professional activities.

b) Information, communication, and health education:

- Organize planning, implementation, evaluation, and adjustment of counseling, communication, and health education programs based on objectives and actual needs;

- Propose health management measures within the scope of their assigned responsibilities.

c) Organize and implement counseling for patients or their families to choose appropriate healthcare services;

d) Organize the management, operation, detection, and reporting of medical equipment incidents for diagnosis, intervention, treatment, and emergency care within the scope of their assigned responsibilities;

đ) Participate in medical forensic examinations, forensic pathology examinations, forensic psychiatric examinations, or related fields as prescribed by law;

e) Organize professional guidance and technical training on medical examination and treatment; implement disease prevention and control measures when assigned;

g) Training and scientific research:

- Organize the compilation of professional materials; establish rules and technical procedures within the assigned field; propose solutions to enhance the quality of medical examination and treatment;

- Organize training and capacity building, and be responsible for the professional content and techniques suitable to the level and scope of their assigned professional activities for civil servants and students;

- Lead or participate in national, ministry-level, provincial, and grassroots scientific research;

- Participate in research and provide evidence for the development of policies and plans to improve public health care and protection in the sector, field, and locality;

2. Qualifications regarding education and training:

a) Hold a Bachelor's degree in a specialized field of Medicine (excluding Preventive Medicine and Epidemiology) or a Master's degree in Dentistry;

b) Holding a certificate for professional title training standards for doctors or a license (certificate) for medical examination and treatment practice.

3. Competence and professional standards:

a) Understand the Party's viewpoints, policies, and the State's laws regarding public health care, protection, and improvement; grasp the direction of professional technical development in the specialty;

b) Possess diagnostic, treatment, monitoring, and emergency care skills in the specialized field;

c) Organize and implement health counseling, care, protection, and improvement for the public;

d) Have the ability to mobilize resources to perform tasks;

đ) Have the ability to lead or participate in implementing scientific and technological tasks at various levels;

e) Possess basic information technology skills and proficiency in a foreign language (or proficiency in ethnic minority languages for civil servants working in ethnic minority areas) as required by the job position.

4. Civil servants who are candidates for promotion from the title of Doctor (Class III) to the title of Senior Doctor (Class II) must have held the title of Doctor (Class III) or an equivalent position for a minimum of nine years if they hold a Bachelor's degree in a specialized field of Medicine (excluding Preventive Medicine and Epidemiology) or a Master's degree in Dentistry; six years if they hold a Master's degree in a specialized field of Medicine (excluding Preventive Medicine) or a Doctorate in Dentistry, or a Bachelor's degree in Internal Medicine; or one year (at least twelve months) holding the title of Doctor (Class III) up to the deadline for submitting registration applications for promotion.

Article 6. Doctor (Class III) - Code: V.08.01.03

1. Duties:

a) Medical examination and treatment:

- Perform tasks related to medical examination and treatment in accordance with the scope of specialized activities assigned;

- Provide emergency treatment at medical examination and treatment facilities and out-of-hospital emergencies in accordance with the provisions of the law;

- Participate in specialized consultations;

- Manage and improve the quality of medical examinations and treatments: identify and report technical errors, participate in monitoring, inspecting, and evaluating the quality of medical examinations and treatments within the assigned scope of specialization;

b) Information, communication, and health education:

- Determine needs and contents for health education guidance;

- Conduct counseling, communication, and health education; evaluate counseling, communication, and health education activities;

- Propose management measures for health within the assigned scope;

c) Advise patients or their families on selecting appropriate healthcare services;

d) Operate, use, and report incidents involving medical equipment for diagnosis, intervention, treatment, and emergency care within the assigned scope;

đ) Participate in medical forensic examinations, forensic pathology examinations, forensic psychiatric examinations, or related fields as prescribed by law;

e) Participate in providing professional guidance, techniques, and implementing disease prevention and control when assigned;

g) Training and scientific research:

- Participate in compiling professional materials; participate in establishing regulations and technical procedures within the assigned field; propose solutions to enhance the quality of medical examinations and treatments;

- Participate in training and upgrading skills in the assigned field suitable to the level and scope of specialization for civil servants and students;

- Lead or participate in scientific research at the ministry, provincial, and institutional levels;

2. Qualifications regarding education and training:

a) Graduated from a medical doctor program in the Medical field (excluding preventive medicine); dental doctor;

b) Hold a certificate for professional development according to the standards of the doctor's occupational title or have a license (certificate) for practicing medical examination and treatment;

c) In cases where graduates hold a bachelor's degree in medicine issued by foreign educational institutions recognized as a university degree by the Ministry of Education and Training, they must obtain a license (certificate) for practicing medical examination and treatment or be recognized as equivalent to a medical doctor;

3. Qualifications regarding professional expertise and skills:

a) Understand the viewpoints, policies, and guidelines of the Party and the State's policies and laws regarding the protection, care, and improvement of people's health; grasp the direction of professional and technical development in the specialty;

b) Possess diagnostic, treatment, follow-up, and emergency skills;

c) Be able to perform health counseling and education for the public;

d) Have communication and collaboration skills with service recipients and colleagues;

đ) Have basic information technology usage skills and be able to use a foreign language (or use ethnic minority languages for civil servants working in ethnic minority areas) as required by the job position;

Chapter III
TITLE OF PREVENTIVE MEDICINE DOCTOR

Article 7. Senior Preventive Medicine Doctor (Class I) - Code: V.08.02.04

1. Duties:

a) Lead the implementation of preventive tasks, specifically:

- Develop plans to organize and implement specialized activities for disease prevention, health program management, health education and communication, labor health, occupational diseases, and accidents;

- Lead the implementation of activities to prevent and control infectious diseases: surveillance, detection, vaccination, control, and containment of outbreaks caused by infectious agents, especially newly emerging diseases;

- Lead the implementation of activities to prevent non-communicable diseases: prevention of risk factors, early screening, management, and monitoring of individuals with non-communicable diseases and chronic conditions;

- Lead the implementation of evaluations of community health status, risk factors, and health care needs;

- Lead the implementation of environmental and occupational health activities: ensuring water quality, preventing occupational diseases, and managing medical waste;

b) Implement primary medical examinations, treatments, emergency responses, and disaster relief related to human health within the assigned scope of specialized activities;

c) Lead the compilation of content and planning for health information, education, and communication activities; propose health management measures at the community level;

d) Lead the development and implementation of initial health care programs;

đ) Lead the analysis, evaluation, and conclusion of complex issues related to community health within the assigned work scope and industry when requested;

e) Training and scientific research:

- Lead the compilation of specialized programs and materials for disease prevention and community health care; establish regulations and technical procedures for disease prevention; propose solutions to improve disease prevention quality nationwide;

- Lead the organization of training and upgrading skills in disease prevention suitable to the level and scope of specialization for civil servants and students;

- Lead and participate in national, ministry, and provincial-level scientific research projects, programs, and initiatives;

- Research and propose or participate in developing strategies, policies, and plans for disease prevention in the industry, field, and locality;

2. Qualifications regarding education and training:

a) Graduated from a second-level specialist doctor program in preventive medicine or epidemiology; doctoral degree in preventive medicine or epidemiology;

b) Hold a certificate for professional development according to the standards of the preventive medicine doctor's occupational title or have a license (certificate) for practicing preventive medicine;

3. Competence and professional standards:

a) Understand the viewpoints, policies, and guidelines of the Party and the State's policies and laws regarding the protection, care, and improvement of people's health; grasp the direction of professional development both domestically and internationally;

b) Possess the ability to determine the impact of natural, social, and occupational environments on people's health, propose interventions and preventive measures against health risks affecting the community;

c) Possess the ability to develop strategic plans, assess policies, systems, and administrative structures in the field of disease prevention;

d) Possess the ability to integrate, mobilize, and coordinate inter-sectoral efforts to fulfill tasks;

đ) Possess the ability to conduct scientific research and direct the implementation of scientific research at various levels;

e) Possess basic information technology skills and proficiency in a foreign language (or proficiency in ethnic minority languages for civil servants working in ethnic minority areas) as required by the job position.

4. A civil servant applying for promotion from the title of Senior Preventive Medicine Doctor (Class II) to the title of Senior Preventive Medicine Doctor (Class I) must have held the title of Senior Preventive Medicine Doctor (Class II) or an equivalent position for at least six years. In cases where they have held an equivalent professional title, they must have held the title of Senior Preventive Medicine Doctor (Class II) for at least one year (twelve months) up to the deadline for submitting registration applications for the promotion examination.

Article 8. Senior Preventive Medicine Doctor (Class II) - Code: V.08.02.05

1. Duties:

a) Organizing the implementation of disease prevention tasks, specifically:

- Develop plans to organize and implement specialized activities for disease prevention, health program management, health education and communication, labor health, occupational diseases, and accidents;

- Organizing activities to prevent and control infectious diseases: monitoring, detecting epidemics, vaccinating against diseases, controlling, handling, and suppressing epidemics and diseases, especially newly emerging diseases;

- Organizing activities to prevent and control non-communicable diseases: preventing risk factors, screening, early detection, managing, and monitoring people with non-communicable diseases and chronic illnesses;

- Organizing the implementation of health status assessments, risk factors, and community health care needs;

- Organizing environmental health and occupational health activities: ensuring the quality of drinking water, preventing occupational diseases, and accidents, managing medical waste;

b) Conducting initial medical examinations and treatments, emergency responses, and mitigating the consequences of natural disasters and catastrophes related to human health within the scope of their professional duties;

c) Organizing the compilation of content and planning guidance on information, education, and communication about health protection, care, and improvement; proposing management measures for community health;

d) Implementing primary health care programs;

đ) Participating in analyzing, evaluating, and concluding specialized issues regarding disease prevention when required;

e) Training and scientific research:

- Organizing the compilation of programs and technical materials; establishing regulations and procedures for specialized preventive medicine techniques; implementing solutions to improve the quality of preventive work;

- Organizing training and capacity building in the field of disease prevention appropriate to the level and scope of professional duties for civil servants and students;

- Leading or participating in national, ministerial, or provincial-level scientific research projects;

- Leading or participating in research to provide evidence for policy and plan development in preventive health work for sectors, fields, and localities;

2. Qualifications regarding education and training:

a) Graduated with a Master's degree in Preventive Medicine or Epidemiology, or a Specialist Degree in Preventive Medicine;

b) Hold a certificate for professional development according to the standards of the preventive medicine doctor's occupational title or have a license (certificate) for practicing preventive medicine;

3. Competence and professional standards:

a) Understand the viewpoints, policies, and guidelines of the Party and the State's policies and laws regarding the protection, care, and improvement of people's health; grasp the direction of professional development both domestically and internationally;

b) Possess the ability to identify environmental, social, and occupational factors affecting human health;

c) Possess the ability to propose intervention measures, develop comprehensive and continuous health care, protection, and enhancement plans for individuals, families, communities, and environmental protection;

d) Possess the ability to organize and evaluate primary health care content, national target programs in healthcare, occupational health management, accident prevention, and safe community construction;

đ) Possess the ability to monitor and assess environmental impacts and propose solutions to prevent environmental pollution;

e) Possess the ability to detect disease outbreaks early, participate in epidemic prevention, and identify nutrition and food safety issues in the community, proposing suitable solutions;

g) Possess the ability to integrate, mobilize, and coordinate inter-departmental efforts in task execution;

h) Possess the ability to lead or participate in scientific and technological tasks at various levels;

i) Possess basic information technology skills and be able to use foreign languages (or ethnic minority languages for civil servants working in ethnic minority areas) as required by job positions;

4. A civil servant applying for promotion from the title of Preventive Medicine Doctor (Class III) to the title of Senior Preventive Medicine Doctor (Class II) must have held the title of Preventive Medicine Doctor (Class III) or an equivalent position for at least nine years if they hold a Specialist Degree in Preventive Medicine or a Master's degree in Preventive Medicine; at least six years if they hold a Specialist Degree in Preventive Medicine Class II or a Doctorate in Preventive Medicine or Epidemiology. In cases where they have held an equivalent professional title, they must have held the title of Preventive Medicine Doctor (Class III) for at least one year (twelve months) up to the deadline for submitting registration applications for the promotion examination.

Article 9. Preventive Medicine Doctor (Class III) - Code: V.08.02.06

1. Duties:

a) Perform preventive tasks, specifically:

- Develop or participate in developing plans for professional activities on disease prevention, managing health programs within the assigned field and area;

- Carry out activities to prevent and control infectious diseases: monitor, detect epidemics, vaccinate against diseases, control, handle and contain epidemics and diseases, especially newly emerging epidemics;

- Carry out activities to prevent and control non-communicable diseases: prevent risk factors, screen and early detect, manage and monitor people with non-communicable diseases and chronic diseases;

- Conduct health status assessments, risk factors, and health care needs of the community;

- Implement environmental health activities, technical errors: ensure the quality of drinking water, prevent occupational diseases, and prevent accidents and injuries, manage medical waste.

b) Conducting initial medical examinations and treatments, emergency responses, and mitigating the consequences of natural disasters and catastrophes related to human health within the scope of their professional duties;

c) Provide information, communication, and education on health protection, care, and improvement; manage health and propose measures to manage health at the community level;

d) Guide professional techniques and primary health care contents;

đ) Training and scientific research:

- Participate in compiling programs, professional materials; establish regulations and procedures for professional techniques on disease prevention; solutions to improve the quality of preventive work;

- Participate in training and upgrading in the field of disease prevention suitable to the level and scope of professional expertise for civil servants and students;

- Lead and participate in research topics, programs, projects at the ministry, provincial, and grassroots levels.

2. Qualifications regarding education and training:

a) Graduated from a medical doctor program in the Medical Group (excluding Traditional Medicine);

b) Hold a certificate for professional development according to the standards of the preventive medicine doctor's occupational title or have a license (certificate) for practicing preventive medicine;

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's viewpoints, policies, and the State's laws on health protection, care, and improvement for the people;

b) Possess the ability to identify environmental, social, and occupational factors affecting human health;

c) Have the ability to propose appropriate measures, plan comprehensive and continuous health care, protection, and improvement for individuals, families, communities, and environmental protection;

d) Have the ability to organize and evaluate primary health care contents, national target programs on health, occupational health management, accident and injury prevention, and safe community building;

đ) Have the ability to early detect epidemic sources, nutrition issues, food safety problems in the community and participate in epidemic prevention;

e) Have the ability to participate in scientific research;

g) Have skills in effectively cooperating and coordinating with relevant departments, organizations, and international organizations to perform tasks;

h) Have basic computer skills and be able to use foreign languages (or ethnic minority languages for civil servants working in ethnic minority areas) according to job requirements.

Chapter IV
MEDICAL TITLES

Article 10. Medical Assistant Class IV - Code: V.08.03.07

1. Duties:

a) Perform examination and treatment tasks of a Medical Assistant in accordance with the assigned professional scope;

b) Promote and implement professional measures for maternal and child health care and family planning;

c) Participate in initial first aid, examine and treat patients at the health station and manage community health in the responsible area;

d) Develop activity plans and select priority programs in the professional scope of responsibility;

đ) Establish a medicine cabinet, guide safe and rational drug use, have a plan to manage drug sources; develop traditional medicine and integrate traditional medicine applications in disease prevention and treatment;

e) Detect and report promptly outbreaks, pathogens, and risk factors affecting community health;

g) Participate in organizing epidemic and disease prevention, measures to prevent risks to community health;

h) Manage health indicators, manage pregnant women, manage chronic patients in the community, and provide timely and accurate reports and information according to the law;

i) Train professional knowledge and skills for village health workers, community health volunteers, and population workers in the community;

k) Advise local authorities in managing and implementing primary health care contents and organizing specialized activities under the key health programs at the local level;

l) Participate in managing, preserving, and reporting the status of medical equipment at the grassroots level;

m) Participate in grassroots-level scientific research.

2. Qualifications regarding education and training:

a) Graduated from a multi-disciplinary medical assistant college or a traditional medical assistant college;

b) Hold a medical assistant license (certificate) in multi-disciplinary or traditional medicine or have a certificate for upgrading to meet the medical assistant job title standards.

3. Qualifications regarding professional expertise and skills:

a) Understand the Party's viewpoints, policies, and the State's laws on health care and improvement for the people;

b) Identify pathological conditions and factors affecting community health;

c) Detect, intervene, and prevent factors affecting community health;

d) Have skills to organize and follow up on primary health care contents and health management, occupational health management;

đ) Have skills to organize and evaluate activities under the national target program on health;

e) Have skills in cooperation and teamwork, coordinate with related agencies in performing tasks.

Chapter V
IMPLEMENTING PROVISIONS

Article 11. Effective Date

1. This Circular takes effect from December 18, 2025.

2. Circular Jointly Issued No. 10/2015/TTLT-BYT-BNV dated May 27, 2015, of the Minister of Health and the Minister of Home Affairs stipulating the code, criteria for the job title of doctors, preventive medicine doctors, and medical assistants shall cease to be effective from the date this Circular takes effect.

3. Abolish Article 1 of Circular No. 03/2022/TT-BYT dated April 26, 2022, of the Minister of Health amending and supplementing some provisions on the criteria for the job title of health sector civil servants from the date this Circular takes effect.

Article 12. Transitional Provisions

1. Civil servants newly recruited to the position of medical assistant from the date this Circular takes effect shall be subject to the salary scale for type A0 civil servants (with salary coefficients ranging from 2.10 to 4.89) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the wage system for cadres, public officials, civil servants, and armed forces personnel.

2. Civil servants who have been appointed and assigned the salary grade of medical assistant level IV, if they hold a college degree or higher, shall be transferred to the salary grade for type A0 civil servants as stipulated in Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government, and the salary assignment shall be carried out according to the guidelines set forth in Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding the assignment of salaries when upgrading, transferring grades, or changing types of civil servants.

3. Civil servants who have been appointed and assigned the salary grade for the medical assistant profession level IV but do not yet have a medical assistant college diploma shall continue to apply the salary coefficient for type B civil servants (with salary coefficients ranging from 1.86 to 2.06).

4. Civil servants who have been appointed to the positions of doctor, preventive medicine doctor, or medical assistant in accordance with the law before the effective date of this Circular shall be deemed to meet the requirements regarding professional standards and expertise for the positions of doctor, preventive medicine doctor, or medical assistant corresponding to the professional positions they have been appointed to without having to complete the requirements set forth in this Circular.

Article 13. Reference Provisions

In cases where the legal regulatory documents cited in this Circular are amended, supplemented, or replaced, the amended, supplemented, or replacement documents shall apply.

1. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of provincial People's Committees under the central government, and related agencies, units, and individuals are responsible for implementing this Circular.

Heads of units under the Ministry of Health, Directors of Health Departments of provinces and centrally governed cities, heads of public service organizations under the health sector; relevant agencies and organizations are responsible for implementing this Circular.

During the implementation process, if there are any difficulties, please reflect them to the Ministry of Health (Department of Organization and Cadre) for guidance or consideration and resolution.
