NUMBER 41 OCTOBER 3, 1945
CHAIRMAN OF THE PROVISIONAL GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
WHEREAS the Council of Ministers has agreed,
ENACTED
ARTICLE 1: All offices and agencies previously under the Indochinese General Government (large offices serving the entire Indochina region and those subordinate to the General Government) established in Hanoi, Saigon, Dalat, or other places within the regions of Northern, Central, and Southern Vietnam shall now be abolished.
The immovable and movable properties (residences, buildings, assets, furniture, goods, equipment, office supplies, etc.) of all aforementioned offices must remain intact and be transferred, along with their current staff, to the relevant Ministries of the Provisional Government of Vietnam according to the following distribution:

The Ministers of Foreign Affairs, Interior, Information and Propaganda, Defense, National Economy, Youth, Justice, Health, Public Works and Transportation, Labor, Finance, and National Education shall implement this decree according to their respective duties. Any person who does not comply with this Decree and destroys or embezzles movable or immovable property, or violates the instructions issued, shall be punished according to the Penal Code of the Government of Vietnam.
Article three: The Ministers of Foreign Affairs, Interior, Information and Propaganda, Defense, National Economy, Youth, Justice, Health, Public Works and Transport, Labor, Finance, National Education, shall implement this Decree according to their respective functions.
