Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the proposal of the Minister of Planning and Investment in Circular No. 31/BKH-TMDV dated April 3, 2000; the Minister of Commerce in Circular No. 1198/TM-CSTNTN dated March 21, 2000; the Head of the Government Price Management Board in Circular No. 248/BVGCP-TLSX dated March 27, 2000; and the Minister of Finance in Circular No. 1099/TC-TCT dated March 27, 2000,
DECISION:
Article 1. As of April 6, 2000, the maximum retail price limit for gasoline and diesel products shall be applied as follows:
- Regular automobile gasoline: 4,600 VND/liter
- Diesel fuel 1%S: 3,800 VND/liter
- Kerosene: 3,800 VND/liter
- Mazut (wholesale price): 2,000 VND/kg.
The Government Price Management Board shall coordinate with the Ministry of Commerce to guide and organize the implementation of the aforementioned prices.
Article 2. The Ministry of Finance shall take the lead and coordinate with the Government Price Management Board and the Ministry of Commerce to immediately implement a reduction of 10% in actual circulation costs of gasoline and diesel.
Article 3. The Ministry of Commerce shall take the lead and coordinate with relevant ministries and agencies to direct enterprises engaged in importing and supplying gasoline and diesel to ensure sufficient quantities and types according to the schedule, meeting production and consumption needs; organize inspections, closely monitor inventory levels, and prevent artificial shortages that could disrupt the market; strictly punish under the law any speculative activities, price hikes on gasoline and diesel, and other goods for illicit profits.
Article 4. Heads of ministries, departments, and local authorities at all levels shall direct subordinate units to thoroughly implement measures to conserve gasoline and diesel in consumption, production, and business operations; direct production and business units to reduce product costs, minimizing negative impacts from this adjustment in gasoline and diesel prices.
Article 5. The State Bank of Vietnam shall coordinate with the Ministry of Finance to balance foreign currency to ensure adequate sources for commercial banks to meet the foreign currency needs of enterprises importing gasoline and diesel according to assigned targets.
Article 6. This Decision takes effect from the date of signature.
Ministers, heads of ministerial-level agencies, heads of agencies under the Government, and Chairpersons of provincial and municipal People's Committees directly under the central government are responsible for enforcing this Decision.
