REGARDING THE GUIDELINES FOR RECIPIENTS AND CRITERIA FOR AWARDS IN THE FOLLOWING FORMS:

 AWARDS OF THE MINISTRY OF EDUCATION AND TRAINING, FLAGS OF MERIT OF THE MINISTRY OF EDUCATION AND TRAINING, FLAGS OF MERIT OF THE GOVERNMENT FOR THE EDUCATION SECTOR

TO IMPLEMENT ARTICLES 14, 15, 16, AND 17 OF DECREE NO. 56/1998/NĐ-CP DATED JULY 30, 1998 OF THE GOVERNMENT ON THE FORMS, RECIPIENTS, AND CRITERIA FOR AWARDS BY THE GOVERNMENT, MINISTRIES, GOVERNMENTAL AGENCIES AT THE MINISTERIAL LEVEL, GOVERNMENT AGENCIES, AND PEOPLE'S COMMITTEES AT ALL LEVELS; SPECIFYING THE CRITERIA FOR THE LABOR MEDAL, THE MINISTRY OF EDUCATION AND TRAINING GUIDES THE RECIPIENTS AND CRITERIA FOR AWARDS IN THE FOLLOWING FORMS: AWARDS OF THE MINISTRY OF EDUCATION AND TRAINING, FLAGS OF MERIT OF THE MINISTRY OF EDUCATION AND TRAINING, FLAGS OF MERIT OF THE GOVERNMENT FOR THE EDUCATION SECTOR AS FOLLOWS:

Part A:

 AWARDS OF THE MINISTRY OF EDUCATION AND TRAINING

I- RECIPIENTS OF AWARDS:

1. The Awards of the Ministry of Education and Training shall be awarded to:

- Individuals and collectives of officials, civil servants, teachers, lecturers within the education sector who are reviewed periodically at the end of each academic year.

- Collectives and individuals with outstanding achievements during the academic year; in the implementation of a specific task of the education sector when the Ministry of Education and Training conducts mid-term reviews, final assessments, or concludes competitions; in the process of building and developing schools, centers, units; with outstanding achievements.

2. The awarding of social forces, foreigners who have contributed to the education sector, and students shall be governed by separate regulations and are not within the scope of this Circular.

II- CRITERIA FOR AWARDS

1. For educational institutions, centers, educational management agencies, educational service facilities, and small collectives within the basic unit.

The unit will be considered for awards if it meets one of the following five criteria:

a) Achieving the title of Excellent Advanced School, Excellent Advanced Center, Excellent Labor Collective of the Ministry, Sector, Province, or Municipality (hereinafter referred to collectively as the Ministry, Province) for three consecutive academic years (the proposed award year and two preceding years).

b) In five consecutive academic years, achieving the title of Advanced School, Advanced Center, Excellent Labor Collective of the Ministry, Province for three years and the title of Excellent Advanced School, Excellent Advanced Center, Excellent Labor Collective of the Ministry, Province for two years.

c) Achieving outstanding results in implementing a specific task of the education sector when the Ministry of Education and Training conducts mid-term reviews, final assessments, or concludes competitions, and selected according to the award criteria specified for such reviews, assessments, and competitions.

d) Having many achievements in the process of building and developing schools, centers, units.

đ) Having outstanding achievements that have a positive impact and exemplary effect in the sector and locality.

2. For individuals.

An individual will be considered for awards if they meet one of the following five criteria:

a) Achieving the title of Outstanding Grassroots Striver, Excellent Primary Teacher, Excellent Lecturer at the grassroots level for three consecutive academic years (the proposed award year and two preceding years) with outstanding achievements.

b) Recognized as a National Excellent Teacher or twice consecutively recognized as an Excellent Teacher at the Ministry, Provincial level, or Excellent Lecturer at the Ministry, Provincial level.

c) Achieving outstanding results in implementing a specific task of the sector when the Ministry of Education and Training conducts mid-term reviews, final assessments, or concludes competitions, and selected according to the award criteria specified for such reviews, assessments, and competitions.

d) Having many contributions and achievements in the process of building and developing schools, centers, units, summarized and selected as outstanding by the unit and recommended for awards.

đ) Having outstanding achievements recognized for awards by educational management levels.

3. PRINCIPLES FOR CONSIDERING AND AWARDS OF AWARDS OF THE MINISTRY OF EDUCATION AND TRAINING.

a) Regarding recipients.

Emphasis should be placed on rewarding small collectives and individuals:

- In provinces, there should be a balance between teaching staff and those working at schools with administrative staff working at the Department of Education and Training, Provincial Department of Education and Training. Attention should be paid to selecting from all fields of study and educational levels.

- At the Ministry and Sector level, there should be a balance between teachers and lecturers with administrative staff in departments, sections, and leaders of vocational high schools, colleges, and universities.

b) Regarding quantity.

- Strictly select and choose outstanding and exemplary individuals and collectives among those meeting the criteria.

- Ensure a suitable proportion corresponding to the number of officials, civil servants, teachers, lecturers, and the actual performance of tasks by the unit.

- For schools, centers, units under provinces, the approval rate of the Education and Training Merit Review Committee of the province must be 90% or higher.

- For schools, centers, units under Ministries and Sectors, the approval rate of the Merit Review Committee of the unit must be 90% or higher.

III- PROCEDURES AND APPLICATION DOCUMENTS FOR PROPOSALS

1. Procedure.

a) For schools, centers, units under provinces, the Education and Training Merit Review Committee of the province will review, and the Director of the Provincial Department of Education and Training will propose the Ministry of Education and Training to present Awards.

b) For schools, units under the Ministry of Education and Training, the school principal or unit head will propose the Ministry of Education and Training to present Awards after the Merit Review Committee of the unit has reviewed.

c) For schools, units under Ministries and Sectors, the school principal or unit head will propose (after the Merit Review Committee of the unit has reviewed), the Ministry or Sector will review and propose the Ministry of Education and Training to present Awards.

2. Application Documents.

a) Proposal letter to the Ministry of Education and Training from the Provincial Department of Education and Training (for units under provinces) or from the Ministry or Sector (for units under Ministries or Sectors) accompanied by a list.

b) Summary of achievements of the individual or collective proposed for awards, confirmed by the unit head.

c) Deadline for submitting application documents:

- For units under provinces: Before July 30th each year.

- For units under Ministries or Sectors: Before October 15th each year.

Part B:

 COMPETITION FLAGS OF THE MINISTRY OF EDUCATION AND TRAINING

I- RECIPIENTS OF AWARDS

The competition flag of the Ministry of Education and Training shall be awarded to:

- Educational institutions under the education sector that have been conferred the title of Heroic Laborer by the State.

Schools, educational centers, Departments of Education and Training, production and business units directly under the education sector with outstanding achievements in a year or academic year will be considered for awarding once each year or academic year according to the following criteria:

1. Four flags will be awarded to four schools with outstanding achievements in the academic year in the preschool education sector.

2. Four flags will be awarded to four schools with outstanding achievements in the academic year in the primary school sector.

3. Three flags will be awarded to three schools with outstanding achievements in the academic year in the lower secondary school sector.

4. Three flags will be awarded to three schools with outstanding achievements in the academic year in the general upper secondary school sector.

5. Three flags will be awarded to three schools with outstanding achievements in the academic year in the vocational high school sector.

6. Three flags will be awarded to three schools with outstanding achievements in the academic year in the college sector.

7. Three flags will be awarded to three schools with outstanding achievements in the academic year in the university sector.

8. Two flags will be awarded to two centers with outstanding achievements in the academic year in the comprehensive technical training center - vocational guidance sector.

9. Two flags will be awarded to two centers with outstanding achievements in the academic year in the continuing education center sector.

10. Flags will be awarded to Departments of Education and Training with outstanding achievements in performing tasks in the academic year according to the work targets set by the Ministry of Education and Training, evaluated based on five regions.

11. Three flags will be awarded to three units with outstanding achievements in the production and business sector in a year.

According to the standards prescribed in Point 2 of Article 15 of Decree No. 56/1998/NĐ-CP, specifically:

1- For schools and centers: They must be outstanding advanced schools and centers with the most outstanding achievements among schools and centers in the province and the Ministry over the past academic year and the two preceding years, having been awarded Certificates of Merit by the provincial and central levels.

2. For Departments of Education and Training performing tasks according to the work targets set by the Ministry of Education and Training:

They must achieve 100% of the work targets assigned for the year and have the most outstanding achievements in their region.

3. For units in the production and business sector, they must meet the following three criteria:

a) Completing all assigned annual plans and tasks comprehensively, fulfilling all obligations to the State, and being recognized as an outstanding collective labor unit for three consecutive years at the provincial and central levels.

b) Achieving high productivity, quality, economic efficiency, and work effectiveness.

c) Having new factors for other units to emulate.

Practicing thrift, combating corruption, smuggling, and social evils effectively.

III- PROCEDURES AND DOCUMENTS FOR AWARD NOMINATION

1- Number of nominations:

Awards for educational institutions, educational centers, Departments of Education and Training, and production and business units under the education sector:

a) For provinces, select one unit from all preschool, primary, lower secondary, general upper secondary, vocational high, college, and university schools, comprehensive technical training centers - vocational guidance centers, continuing education centers, and production and business units. The Provincial Education and Training Competition and Award Council will examine and the Department of Education and Training Director will propose to the Ministry of Education and Training for consideration; only units receiving 100% approval votes from the Provincial Education and Training Competition and Award Council will be nominated.

b) For schools and units under the Ministry of Education and Training, the school principal will propose (after the unit's Competition and Award Council has examined and approved unanimously) for the Ministry of Education and Training to consider and award.

c) For Ministries and sectors, select one unit from all vocational high, college, and university schools. The school principal will propose (after the unit's Competition and Award Council has examined and approved unanimously), the main managing Ministry or sector will examine and propose to the Ministry of Education and Training; only units receiving 100% approval votes from the unit's Competition and Award Council will be nominated.

d) For Departments of Education and Training, the Ministry of Education and Training will select based on the evaluation criteria for the performance of tasks according to the work targets of the Departments of Education and Training.

2. Application dossier:

a) The proposal document to the Ministry of Education and Training from the Department of Education and Training (for units under the province), from the Ministry or sector (for units under the Ministry or sector).

b) The achievement report of the proposed award unit, confirmed by the management authority.

c) Time to submit nomination files to the Ministry of Education and Training:

* For units in preschool, primary, lower secondary, general upper secondary, comprehensive technical training centers - vocational guidance centers, continuing education centers: Before July 30th each year.

* For vocational high, college, and university schools: Before October 15th each year.

* For production and business units: Before November 30th each year.

Part C:

FLAGS OF MERIT FOR EDUCATIONAL INSTITUTIONS FROM THE GOVERNMENT

I- RECIPIENTS OF AWARDS

The Flag of Merit from the Government shall be awarded annually to units, schools, education centers, Departments of Education and Training, production and business units under the education sector that have outstanding achievements leading the nation for the year or academic year, with the following number of flags based on different groups:

1. One flag shall be awarded to the school with the best performance in the academic year within the preschool education group.

2. One flag shall be awarded to the school with the best performance in the academic year within the primary school group.

3. One flag shall be awarded to the school with the best performance in the academic year within the lower secondary school group.

4. One flag shall be awarded to the school with the best performance in the academic year within the general upper secondary school group.

5. One flag shall be awarded to the school with the best performance in the academic year within the vocational high school group.

6. One flag shall be awarded to the school with the best performance in the academic year within the college group.

7. One flag shall be awarded to the school with the best performance in the academic year within the university group.

8. One flag shall be awarded to the center with the best performance in the academic year within the group of regular education centers and comprehensive technical-vocational training centers.

9. One flag shall be awarded to the Department of Education and Training that has achieved the best results in implementing the academic year's tasks according to the Ministry of Education and Training's work targets among all Departments of Education and Training.

10. One flag shall be awarded to the unit with the best performance in the year within the production and business group.

II- CRITERIA FOR AWARDS

According to the criteria stipulated in Point 3 of Article 15 of Decree No. 56/1998/NĐ-CP, applied to the education sector specifically as follows:

1. For schools and education centers eligible for commendation, they must meet the following three criteria:

a) They are outstanding advanced schools or centers with leading achievements among schools and centers in their province or ministry for the academic year.

b) They have been continuously recognized as outstanding advanced schools or centers for four consecutive academic years.

c) In the five consecutive academic years prior to that, they have once received a Flag of Merit from the Ministry or province.

2. For Departments of Education and Training eligible for commendation in implementing the academic year's tasks according to the Ministry of Education and Training's work targets, they must meet the following two criteria:

a) They have been commended with a Flag of Merit from the Ministry of Education and Training for achieving the work targets of the academic year.

b) They are the Department of Education and Training with the best achievements in implementing the academic year's work targets of the Ministry of Education and Training, leading among all Departments of Education and Training.

3. For production and business units eligible for commendation, they must meet the following three criteria:

a) They have comprehensively exceeded all assigned plan and task indicators for the year, fully fulfilling state obligations, and have consecutively achieved the title of Outstanding Labor Collective for four years, leading in the education sector at the provincial and ministry levels.

b) They lead in productivity, quality, economic efficiency, and work effectiveness.

c) They have exemplary factors for other units in the education sector to learn from. They effectively practice thrift, anti-corruption, anti-smuggling, and combat social evils.

III- PROCEDURES AND DOCUMENTATION FOR NOMINATION

1- Number of nominations and procedures:

a) Commendation of educational institutions, education centers, and production and business units under the education sector:

- For provinces: Select and propose one unit meeting the prescribed criteria, reviewed by the Provincial Education and Training Department's Award and Commendation Council, proposed by the Department Director; only units receiving unanimous approval from the Provincial Education and Training Department's Award and Commendation Council can be nominated.

- For schools and units under the Ministry of Education and Training: The school principal proposes (after the unit's Award and Commendation Council reviews with unanimous approval); the Ministry of Education and Training reviews and commends.

- For ministries and sectors: Select and propose one unit meeting the prescribed criteria, proposed by the school principal (after the unit's Award and Commendation Council reviews); the supervising ministry reviews and proposes to the Ministry of Education and Training; only units receiving unanimous approval from the unit's Award and Commendation Council can be nominated.

b) Commendation of Departments of Education and Training: Selected and proposed by the Award and Commendation Council of the education sector.

c) The Award and Commendation Council of the education sector selects one unit with outstanding achievements in each group of schools, centers, production and business units, and Departments of Education and Training, proposing them for the Flag of Merit from the Government.

d) For schools and units in provinces, after the Award and Commendation Council of the education sector has selected, the Ministry of Education and Training proposes to the People's Committee of the province for concurrence.

e) The Minister of Education and Training submits to the Prime Minister through the National Award and Commendation Institute.

2. Application Documents.

1. The proposal document from the Department of Education and Training (for units in the province), from ministries and sectors (for units under ministries and sectors).

2. A report on the achievements of the proposed unit, confirmed by the management authority.

3. The agreement document from the People's Committee of the province according to the proposal of the Ministry of Education and Training.

4. Deadline for submitting nomination files: Before November 30 each year.

Part D:

IMPLEMENTATION

This Circular shall take effect fifteen days from the date of signature.

The Ministry of Education and Training requires provinces, cities, ministries, and sectors with schools to implement this Circular and guide educational institutions, education centers, and levels of educational management under their jurisdiction accordingly.

In the course of implementation, if there are any difficulties, it is requested that provinces, cities, ministries, sectors, educational institutions, education centers, and levels of educational management report them to the Ministry of Education and Training for timely revision and supplementation.
