Pursuant to Decree No. 15/ dated October 20, 2015 of Pursuant to the Government's Decision No. 72/1994/NQ-CP dated October 28, 1994 on tasks, powers, and organizational structure of ministries;

Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government regarding the tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to the Education Law dated December 2, 1998;

At the proposal of the Director of the Political Work Department,

DECISION:

Article 1. Issued herewith is the Regulation on Assessing the Results of Training and Discipline for Students and Trainees at Universities, Colleges, and Vocational High Schools under Regular Programs.

Article 2This Decision shall take effect fifteen days from the date of signature and shall replace Decision No. 108/QD dated August 10, 1989 of the Ministry Ministry of Science and Technology of Higher Education, Vocational High School, and Vocational Training on the issuance of the Regulations on Classification and Ranking of Students at Universities and Colleges.

Article 3The Heads of the General Departments, Directors of the Political Work Department, and Heads of other relevant departments under the Ministry of Education and Training, Presidents of National Universities, Presidents of Thai Nguyen University, Hue University, Da Nang University, Deans of universities, colleges, and vocational high schools are responsible for implementing this Decision./.

REGULATION REGULATION

Assessing the results of training and discipline of students and trainees at universities, colleges, and vocational high schools under regular programs

(issued together with Decision No. 42/2002/QĐ-BGDĐT dated October 21, 2002 of the Ministry

PART I

GENERAL PROVISIONS

Article 1This Regulation stipulates the content of assessment, criteria for assessment, scale of points, point range, classification of results, and procedures for assessing the results of training and discipline of students and trainees at universities, colleges, and vocational high schools under regular programs (hereinafter referred to as the Training and Discipline Regulation).

Purpose and requirements.

Article 21. The assessment of the results of training and discipline of students and trainees at universities, colleges, and vocational high schools aims to contribute to achieving the educational goal of developing Vietnamese individuals comprehensively, with morality, knowledge, health, aesthetics, and profession, loyal to the ideals of national independence and socialism; forming and nurturing the personality, qualities, and capabilities of citizens to meet the requirements of building and defending the Homeland.

2. The assessment of the results of training and discipline of students and trainees is a regular activity in schools. The assessment process must ensure accuracy, fairness, transparency, and democracy. Content of assessment and scale of points.

1. Considering and assessing the results of training and discipline of students and trainees involves evaluating the political, moral, and lifestyle qualities of each student according to the points achieved in the following areas: study awareness.

Article 3awareness and results of compliance with school regulations.

awareness and results of participation in political-social, cultural, artistic, sports activities, and prevention of social evils.

a) Opinion d) Citizen qualities and community relations.

b)Opinion awareness and results of participating in managing student classes, youth organizations, and other organizations within the school.

c) Opinion Points for training and discipline are assessed on a scale of 100. The President of each school shall base on specific characteristics and conditions of their respective schools to establish detailed criteria and point levels that are consistent with the assessment content and do not exceed the point range specified in this Regulation.

CRITERIA FOR ASSESSING THE RESULTS OF TRAINING AND DISCIPLINE AND POINT RANGE

e) Opinion Assessment of study awareness.

1. Basis for determining points includes academic performance; spirit of overcoming difficulties in study; results of implementing the Regulations on Organizing Training, Testing, and Graduation Recognition for Regular Programs at Universities and Colleges and the Regulations on Testing, Promotion, and Graduation Recognition for Regular Programs at Vocational High Schools currently in force; level of commendation or disciplinary action related to studies; participation in scientific research or selection for outstanding student competitions at

various levels.

Article 42. Point range for assessment is from

30 to 100 points. Assessment of awareness and results of compliance with school regulations.

1. Basis for determining points includes awareness and results of compliance with other internal regulations of the school outside those specified in Article 4 of this Regulation. 0 Point range for assessment is from

Article 50 to 25 points.

Assessment of awareness and results of participation in political-social, cultural, artistic, sports activities, and prevention of social evils.

1. Basis for determining points includes awareness and results of compliance with other internal regulations of the school outside those specified in Article 4 of this Regulation. 0 1. Basis for determining points includes results of propaganda activities and participation in political-social, cultural, artistic, sports activities, and prevention of social evils.

Article 6Point range for assessment is from

0 to 20 points. Assessment of citizen qualities and community relations.

1. Basis for determining points includes awareness and results of compliance with other internal regulations of the school outside those specified in Article 4 of this Regulation. 0 1. Basis for determining points includes results of compliance with state policies and laws; achievements in social work and maintaining political security and social order; community relationships, spirit of helping friends, and caring for those in difficulty.

Basis for determining points includes awareness and results of compliance with other internal regulations of the school outside those specified in Article 4 of this Regulation. 0 Assessment of awareness and results of participation in managing student classes, youth organizations, and other organizations within the school.

Article 81. Basis for determining points includes awareness and degree of completion of management tasks for student classes, boards, Youth League, Student Union, and other organizations within the school.

Point range for assessment is from

1. Basis for determining points includes awareness and results of compliance with other internal regulations of the school outside those specified in Article 4 of this Regulation. 0 0 to 10 points.

Chapter III

CLASSIFICATION OF TRAINING AND DISCIPLINE RESULTS

Article 9Classification of training and discipline results.

1. Training and discipline results are classified into categories: excellent, good, satisfactory, fairly satisfactory, average, weak, and poor.

From 90 to 100 points: excellent category.

From 80 to 89 points: good category.

From 70 to 79 points: satisfactory category.

From 60 to 69 points: fairly satisfactory category.

From 50 to 59 points: average category.

From 30 to 49 points: weak category.

Below 30 points: poor category.

2. Students and trainees who have been disciplined with warnings or higher penalties will not be classified above the average category when assessing training and discipline results.

Article 10. Expanded overall average score.

The expanded overall average score is used for scholarship review and awarding according to current regulations and is calculated using the following formula:

EAVS = AVG + DRP + EAVS: is the expanded overall average score (if the expanded overall average score exceeds 10, it is counted as 10).

Where:

AVG: is the overall average academic score: For university and college students, it is determined according to the Regulations on Organizing Training, Testing, and Graduation Recognition for Regular Programs at Universities and Colleges currently in force. For vocational high school students, it is determined according to the Regulations on Testing, Promotion, and Graduation Recognition for Regular Programs at Vocational High Schools currently in force.

GPA: is the average academic score: For university and college students, it is determined according to the current Regulations on Organization, Training, Examination, Testing, and Graduation Recognition for Full-time Programs. For vocational high school students, it is determined according to the current Regulations on Examination, Testing, Promotion, and Graduation Recognition for Full-time Vocational High School Programs. The class meeting must include the class advisor (or study counselor), who will review and approve the scores of each student based on the agreement of more than half of the class members and must be accompanied by a record.

The converted training points (ĐRLqđ) are those training points converted from the training results according to the following levels: Excellent training result: converted training points are 1.0 point.

Good training result: converted training points are 0.8 point.

Fairly good training result: converted training points are 0.6 point..

Satisfactory training result: converted training points are 0.4 point.

Average training result: converted training points are 0.0 point..

Weak training result: converted training points are -0.5 point.

Poor training result: converted training points are -1.0 point.

Chapter IV

PROCEDURE FOR EVALUATING TRAINING RESULTS

Article 11Procedure for evaluating the training results of students.

1. Each student bases on their training results to self-assess according to the detailed point scale prescribed by the school.

2. The class organizes a meeting with the class teacher (or academic advisor, training advisor) participating, proceeding to review and approve the points of each student based on the agreement of more than half of the collective opinion of the class unit and must be accompanied by a record. If they are ranked as having poor discipline for two consecutive years, they will be required to withdraw from the program. Right to appeal.

3. The training points of each student are reviewed and confirmed by the Department Head and submitted to the President.

For schools with a large number of students, a Student Training Result Evaluation Council at the department level shall be established to assist the Department Head in reviewing before submitting to the President.

4. The President reviews and recognizes after approval by the Student Training Result Evaluation Council at the school level.

5. The evaluation and classification results of the students' training must be publicly announced and notified to the students.

Article 12. STUDENT TRAINING RESULT EVALUATION COUNCIL

1. The Student Training Result Evaluation Council at the school level is an advisory body assisting the President in reviewing and recognizing the training results of each student and is directly under the direction of the President.

a) The composition of the Board includes:

a1) Chairperson of the Council: The President or Vice-President authorized by the President.

a2) Standing members of the Council: The Head of the Political Work Department - Students and Trainees or the department responsible for political work - students and trainees decided by the President.

a3) Members: Representatives of relevant departments, Youth Union, and Student Association at the school level (if any).

b) Tasks of the Student Training Result Evaluation Council at the school level: Based on current regulations, upon the proposal of the Department Heads, it proceeds to review and evaluate the training results of each student, recommending recognition by the President.

2. The Student Training Result Evaluation Council at the department level (if any) assists the Department Head in reviewing and evaluating the training results of each student.

Composition of the Council includes:

a) Chairperson of the Council: The Department Head or Deputy Department Head authorized by the Department Head.

b) Members: Assistant to the Department Head overseeing student affairs, class teacher (or academic advisor, training advisor), representative of the Youth League Branch, Student Association Branch or Student Association Branch (if any).

Article 13TIME FOR EVALUATING TRAINING RESULTS

1. The evaluation of individual students' training results is conducted per semester, academic year, and throughout the entire course.

2. The total converted training points for the entire course of study of students is the average result of the converted training points of each academic year multiplied by the coefficient and calculated according to the following formula:

Where:

R is the total converted training points for the entire course.

F_{international} is the converted training points of the i-th academic year (as stipulated in Article 10 of this Regulation).

n_{international} is the coefficient of the i-th academic year determined by the President, with subsequent years using a higher coefficient than the preceding year.

N ||| is the total number of academic years.

If the total converted training points for the entire course exceed 1, they will be counted as 1 and classified as follows:

Total converted training points for the entire course from 0.9 to 1 point: classified as Excellent.

Total converted training points for the entire course from 0.8 to less than 0.9 point: classified as Good.

Total converted training points for the entire course from 0.6 to less than 0.8 point: classified as Fairly Good.

Total converted training points for the entire course from 0.4 to less than 0.6 point: classified as Satisfactory.

Total converted training points for the entire course from 0.0 to less than 0.4 point: classified as Average.

Total converted training points for the entire course from -0.5 to less than 0.0 point: classified as Weak.

Total converted training points for the entire course less than -0.5: classified as Poor.

Article 14USE OF TRAINING RESULTS

1. The classification of annual training results of each student is one of the criteria for considering continuation of studies, suspension of studies, and commendation.

The classification of overall training results of each student is one of the criteria for graduation, recorded in the student management file of the school, and entered into the transcript of academic and training results when graduating.

2. Students with high training results are considered for commendation and rewards by the school. Students classified as poor in training results for the entire academic year must stop studying in the next academic year, and if classified as poor for the second consecutive year, they will be forced to withdraw. for the following academic year, and if they are rated as having poor discipline for the second time in a year, they shall be required to withdraw.

Article 15Right to appeal.

STUDENTS HAVE THE RIGHT TO APPEAL regarding the school's assessment of their training results by submitting a complaint letter to the Department Head or the President of the school. Upon receiving the complaint, the school has the responsibility to resolve and respond to the complainant according to current regulations./.
