DIRECTIVE

Regarding the mid-term review of five years of implementation of Decree No. 15/2001/NĐ-CP on national defense education

 of the Government

To implement Directive No. 62-CT/TW dated February 12, 2001 of the Politburo on strengthening the work of comprehensive national defense education in the new situation, on May 1, 2001, the Government issued Decree No. 15/2001/NĐ-CP on national defense education. In recent years, the work of national defense education has achieved many important results, gradually becoming institutionalized; legal documents have been promulgated in a coordinated manner, creating a legal basis for units and localities to implement. Party committees and governments at all levels, from central to local, have raised their awareness, led, and directed the work of national defense education to achieve quality and effectiveness, contributing to consolidating and building a comprehensive national defense, maintaining political stability, and social order and safety.

To strengthen the work of national defense education throughout the Party, the people, and the military, meeting the requirements of tasks in building and defending the country in the new situation, the Prime Minister issues the following directive:

1. Ministries, ministerial-level agencies, government-affiliated agencies, People's Committees at all levels shall organize a mid-term review of five years of implementation of Decree No. 15/2001/NĐ-CP dated May 1, 2001 of the Government on national defense education:

a) Content of the mid-term review:

Assessing accurately the achievements made, the remaining problems and difficulties; identifying the causes, drawing lessons learned in the process of leading, directing, and organizing the implementation of national defense education over the past years; proposing policies and measures to innovate the content, organization, and methods of national defense education; supplementing and amending mechanisms and policies in line with reality; developing action plans closely aligned with specific solutions to lead, direct, and organize the implementation of national defense education to become institutionalized and more effective, contributing to successfully implementing the Resolution of the 8th Plenary Session of the Central Committee (9th tenure) on "Strategic Defense of the Homeland in the New Situation."

b) Timeframe for the mid-term review:

- For district level: complete before June 2005.

- For provincial level, military regions, and related ministries and sectors: complete before September 2005.

- The Government will organize a nationwide mid-term review conference in the fourth quarter of 2005.

c) Information and reporting system:

- Provincial People's Committees, Military Region Commandants, and related ministries and sectors shall report their mid-term review plans to the Central Steering Committee for National Defense Education Office (Civil Defense Bureau - General Staff Department - Ministry of National Defense) before December 20, 2004.

- District People's Committees shall report the results of the mid-term review to provincial People's Committees and military regions before July 20, 2005.

- Provincial People's Committees, Military Region Commandants, and related ministries and sectors shall report the results of the mid-term review to the Central Steering Committee for National Defense Education Office before October 20, 2005.

2. The Ministry of National Defense shall take the lead, in coordination with relevant agencies, to guide and inspect the implementation of this Directive, ensuring that the mid-term review is conducted economically and effectively, and to compile the results of the mid-term review, propose supplements and amendments to policies and mechanisms to continue to promote national defense education more sustainably and widely among the entire population, and report to the Prime Minister.

3. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairmen of provincial People's Committees directly under the central government are responsible for enforcing this Directive./.
