THE MINISTER OF CULTURE, SPORTS AND TOURISM

Based on the Law on Publishing dated July 7, 1993;
Based on Decree No. 63/2003/NĐ-CP, dated June 11, 2003, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
At the proposal of the Director of the Publishing Department and the Head of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. Position and Functions

The Publishing Department is an agency under the Ministry of Culture and Information, with the function of assisting the Minister in performing state management tasks related to publishing (including publishing, printing, and distribution of publications); it is entrusted by the Minister with the responsibility of directing, guiding the development of the publishing industry according to the Party's guidelines and State laws.

The Publishing Department has its own seal and an account at the National Treasury

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Drafting normative legal documents on publishing for submission to the Minister;

2. Submitting to the Minister strategies, planning for the development, long-term plans, and annual plans for publishing, printing, and distribution activities in accordance with the law;

3. Issuing normative legal documents on publishing, printing, and distribution activities within its authority upon approval by the Minister;

4. Submitting to the Minister decisions to prohibit, recall, confiscate, and destroy publications that violate the law;

5. Implementing, guiding, and inspecting the implementation of normative legal documents and approved development plans; promoting and disseminating the Party's guidelines and State laws on publishing; providing information on state management work and professional activities, as well as scientific advancements worldwide in publishing, printing, and distribution;

6. Reviewing and submitting to the Minister decisions to grant, revoke permits for establishing publishing houses as prescribed by law;

7. Registering publication plans and inspecting the implementation of publication plans by publishing houses;

8. Issuing and revoking licenses in accordance with the law;

a) Licenses for non-commercial publications for Vietnamese organizations and foreign organizations based in Vietnam;

b) Operating licenses for printing establishments;

c) Import/export licenses for printing equipment and overseas printing services;

d) Import licenses for publications.

9. Managing submitted publications and reviewing publications when necessary;

10. Submitting to the Minister proposals for appointing, dismissing Directors, Deputy Directors, Chief Editors, and Deputy Chief Editors of publishing houses;

11. Regarding international relations:

a) Submitting to the Minister plans for cooperation, joint ventures, and collaborations with foreign countries and international organizations in publishing, printing, and distribution;

b) Guiding and inspecting the implementation of cooperation with foreign countries and international organizations in publishing, printing, and distribution in accordance with the law;

c) Organizing the implementation of external information dissemination on publishing as decided by the Minister.

12. Organizing national and international exhibitions and fairs on publishing, printing, and distribution as decided by the Minister;

13. Submitting to the Minister decisions and organizing the implementation of preventive measures against violations of the Law on Publishing; inspecting and coordinating with inspections on the implementation of the Law on Publishing; handling violations according to the law;

14. Resolving complaints and denunciations in accordance with the law;

15. Submitting to the Minister plans for financial support, ordering, subsidizing transportation costs, and pricing for publishing, printing, and distribution activities using state budget funds;

16. Reviewing investment programs and projects in publishing, printing, and distribution at the national level;

17. Developing training and capacity-building plans for cadres, civil servants, and employees in the publishing, printing, and distribution sector, and implementing them after approval;

18. Developing research plans, applying scientific and technological advancements in the publishing, printing, and distribution field, and collaborating with relevant sectors to establish job titles and qualifications for cadres, civil servants, and employees in the publishing, printing, and distribution sector;

19. State managing the content of publishing, printing, and distribution activities of Associations and non-governmental organizations;

20. Proposing rewards and disciplinary actions for units and individuals involved in publishing, printing, and distribution activities in accordance with the law;

21. Managing organizational structures and staffing; implementing policies and benefits for cadres, civil servants, and employees under the Department's jurisdiction;

22. Managing finances, assets, and other resources assigned, and organizing the collection of fees and charges as prescribed by law;

23. Performing other tasks assigned by the Minister.

Article 3. Organizational Structure of the Department

1. Director and Deputy Directors;

Deputy Directors assist the Director and are responsible before the Director and the law for the tasks assigned to them.

- Publishing Management Division;

- Printing Management Division;

- Publication Distribution Management Division;

- Administrative-Summary Division.

3. Affiliated Organizations

- Vietnam Publishing Magazine;

- The Department's Representative Office in Ho Chi Minh City

The Director of the Department of Publishing shall be responsible for arranging and assigning staff according to the organizational titles and professional standards; establishing the organizational regulations and operations of the Department of Publishing to submit for approval by the Minister.

Article 4. Effective date

This Decision takes effect fifteen days from the date of signature, replacing Decision No. 660/QD-TC dated July 27, 1994 of the Minister of Culture and Information on the functions, tasks, authorities, and organizational structure of the Department of Publishing.

Article 5. Responsibilities for Implementation

The Head of the General Office, Heads of the Cadre and Civil Servant Organization Department, Heads of the Planning-Finance Department, Director of the Department of Publishing, and heads of affiliated agencies and units under the Ministry shall be responsible for implementing this Decision./.
