Circular No. 42/2011/TT-BGDĐT promulgates regulations on common textbooks, organization of compilation and approval of common textbooks for intermediate vocational education.

 CIRCULAR

ISSUING REGULATIONS ON COMMON TEXTBOOKS, ORGANIZATION OF COMPOSITION AND APPROVAL OF COMMON TEXTBOOKS FOR VOCATIONAL COLLEGE LEVEL

BASED ON THE DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 OF THE GOVERNMENT PROVIDING DETAILED PROVISIONS AND GUIDELINES FOR IMPLEMENTATION OF CERTAIN ARTICLES OF THE EDUCATION LAW; THE DECREE NO. 31/2011/NĐ-CP OF MAY 11, 2011 OF THE GOVERNMENT AMENDING AND SUPPLEMENTING CERTAIN PROVISIONS OF THE DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006 OF THE GOVERNMENT PROVIDING DETAILED PROVISIONS AND GUIDELINES FOR IMPLEMENTATION OF CERTAIN ARTICLES OF THE EDUCATION LAW;

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

BASED ON THE DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 OF THE GOVERNMENT PROVIDING FUNCTIONALITY, TASKS, AUTHORITY AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL BODIES AT THE SAME LEVEL;

ISSUED HERETOGETHER WITH THIS CIRCULAR ARE THE REGULATIONS ON COMMON TEXTBOOKS, ORGANIZATION OF COMPOSITION AND APPROVAL OF COMMON TEXTBOOKS FOR VOCATIONAL COLLEGE LEVEL.

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the request of the Director of the Department of Vocational Education,

The Minister of Education and Training decides:

Article 1. THIS CIRCULAR SHALL TAKE EFFECT FROM NOVEMBER 11, 2011.

Article 2. THE HEAD OF THE OFFICE, DIRECTOR OF THE VOCATIONAL EDUCATION DEPARTMENT, HEADS OF THE RELATED UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING; MINISTERS OF MINISTRIES, HEADS OF GOVERNMENTAL BODIES AT THE SAME LEVEL, GOVERNMENTAL BODIES UNDER THE GOVERNMENT THAT HAVE EDUCATIONAL INSTITUTIONS PROVIDING VOCATIONAL COLLEGE LEVEL EDUCATION; CHAIRMEN OF THE PEOPLE'S COMMITTEES OF PROVINCES AND DIRECTLY-GOVERNED CITIES; DIRECTORS OF EDUCATION DEPARTMENTS, PRINCIPALS OF VOCATIONAL COLLEGES, HEADS OF EDUCATIONAL INSTITUTIONS PROVIDING VOCATIONAL COLLEGE LEVEL EDUCATION ARE RESPONSIBLE FOR ENFORCEMENT OF THIS CIRCULAR./.

Article 3. The Head of the Office, the Director of the Department of Vocational Education, the Heads of relevant units under the Ministry of Education and Training; the Ministers of the Ministries, the Heads of agencies at the ministerial level, and agencies under the Government that have vocational education institutions training intermediate vocational qualifications; the Chairpersons of the People's Committees of provinces and centrally governed cities; the Directors of Departments of Education and Training, the Principals of intermediate vocational schools, and the Heads of educational institutions training intermediate vocational qualifications shall be responsible for implementing this Circular./.
