CIRCULAR
HGUIDELINES ON THE POSTS OF PUBLIC SERVICE STAFF WITH SPECIALIZED TRANSPORTATION PROFESSIONAL SKILLS
IN ORGANIZATIONS UNDER THE TRANSPORT SECTOR
On the basis of Decree No. 62/2020/NĐ-CPJune 1, 2020 of the Government on job positions and civil servant staffing;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Transport issues this Circular to provide guidelines on the posts of public service staff with specialized transportation professional skills in organizations under the transport sector.
Article 1. Scope of Regulation
This Circular provides guidance on the list of posts, job descriptions, and competency frameworks for public service staff with specialized transportation professional skills in organizations under the transport sector.
Article 2. Applicability
This Circular applies to organizations under the transport sector, including:
1. Administrative agencies under Ministries (excluding the Ministry of National Defense and the Ministry of Public Security), and agencies at the level of ministries that assist the Ministers or Heads of agencies at the level of ministries in managing the state administration of the transport sector.
2. Specialized agencies performing advisory functions to assist provincial People's Committees in managing the state administration of the transport sector.
3. Specialized agencies performing advisory functions to assist district People's Committees in managing the state administration of the transport sector.
4. Relevant organizations and individuals.
Article 3. Principles and Basis for Determining Posts of Public Service Staff with Specialized Transportation Professional Skills
1. The principles for determining posts of public service staff with specialized transportation professional skills shall be implemented in accordance with Article 3 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on Posts and Civil Servant Complement.
2. The basis for determining posts of public service staff with specialized transportation professional skills shall be implemented in accordance with Clause 1 of Article 4 of Decree No. 62/2020/NĐ-CP dated June 1, 2020 of the Government on Posts and Civil Servant Complement.
Article 4. List, Job Descriptions, and Competency Frameworks for Posts of Public Service Staff with Specialized Transportation Professional Skills
1. The list and job descriptions for posts of public service staff with specialized transportation professional skills are specified in Appendix I attached hereto.
2. The competency framework for posts of public service staff with specialized transportation professional skills is specified in Appendix II attached hereto.
Article 5. Transitional Provisions
For civil servants currently holding a higher rank than the required rank for the post as stipulated in this Circular before the effective date of this Circular, they may continue to hold their current rank and salary grade until new regulations on salary systems are issued.
Article 6. Effectiveness
1. This Circular takes effect from March 1, 2023.
In cases where the referenced documents in this Circular are amended, supplemented, or replaced, implementation shall follow the amended, supplemented, or replacement documents.
Article 7. Implementation Organization
The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Heads of agencies, units, organizations, and individuals concerned shall be responsible for implementing this Circular./.
