Issuing the List of Products, Goods, and Services Required to Register Standardized Contracts and General Trading Conditions

Pursuant to the Government Organization Law on February 18, 2025;
Pursuant to the Law on Legislative Documents promulgation dated February 19, 2025; 19 February 2025;
Pursuant to the Consumer Protection Law dated June 20, 2023;
Pursuant to Decree No. 40/2025/NĐ-CP dated February 26, 2025, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 146/2025/NĐ-CP dated June 12, 2025 of the Government on decentralization and delegation in the field of industry and trade;
Pursuant to Decree No. 146/2025/NĐ-CP dated June 12, 2025 of the Government on decentralization and delegation of authority in the fields of industry and trade;
At the proposal of the Chairman of the National Competition Commission;
The Minister of Industry and Trade issues this Circular on the List of Products, Goods, and Services Required to Register Standardized Contracts and General Trading Conditions.
Article 1. Scope of Regulation and Applicability
1. This Circular promulgates the List of Products, Goods, and Services Required to Register Standardized Contracts and General Trading Conditions as stipulated in Clause 1, Article 28 of the Consumer Protection Law for nationwide application.
2. The applicability of this Circular includes:
a) National Competition Commission;
b) People's Committees of provinces and centrally governed cities;
c) Other relevant organizations and individuals.
Article 2. List of Products, Goods, and Services Required to Register Standardized Contracts and General Trading Conditions
This Circular hereby promulgates the List of Products, Goods, and Services Required to Register Standardized Contracts and General Trading Conditions as stipulated in Clause 1, Article 28 of the Consumer Protection Law.
Article 3. Effectiveness
This Circular takes effect from July 1, 2025./.
