CIRCULAR
Repealing certain Circulars issued by the Minister of Finance

Pursuant to the Price Law dated June 19, 2023;

Pursuant to the Law on Legislative Regulatory Documents issued on February 19, 2025;

Pursuant to Decree No. 146/2025/NĐ-CP dated June 12, 2025 of the Government on decentralization and delegation in the field of industry and trade;

Pursuant to Decree No. 44/2024/NĐ-CP dated April 24, 2024 of the Government on management, use, and exploitation of road transport infrastructure assets;

Pursuant to Decree No. 78/2024/NĐ-CP dated July 1, 2024 of the Government detailing certain provisions of the Price Law on valuation;

Pursuant to Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Price Law;

Pursuant to Decree No. 87/2024/NĐ-CP dated July 12, 2024 of the Government on administrative penalties for violations in price management;

Pursuant to the Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Price Management Department,

The Minister of Finance issues this Circular to repeal certain Circulars issued by the Minister of Finance.

Article 1. Abolish the entire Circular

Repeal the following Circulars entirely:

1. Circular No. 31/2014/TT-BTC dated March 7, 2014 of the Minister of Finance guiding administrative penalties for violations in price management under Decree No. 109/2013/NĐ-CP dated September 24, 2013 of the Government on administrative penalties for violations in price, fee, tax rate, and invoice management;

2. Circular No. 56/2014/TT-BTC dated April 28, 2014 of the Minister of Finance guiding the implementation of Decree No. 177/2013/NĐ-CP dated November 14, 2013 of the Government detailing and guiding the implementation of certain provisions of the Price Law;

3. Circular No. 142/2015/TT-BTC dated September 4, 2015 of the Minister of Finance on the National Price Database;

4. Circular No. 153/2016/TT-BTC dated October 20, 2016 of the Minister of Finance amending and supplementing certain articles of Circular No. 31/2014/TT-BTC dated March 7, 2014 of the Minister of Finance guiding administrative penalties for violations in price management under Decree No. 109/2013/NĐ-CP dated September 24, 2013 of the Government on administrative penalties for violations in price, fee, tax rate, and invoice management;

5. Circular No. 233/2016/TT-BTC dated November 11, 2016 of the Minister of Finance amending and supplementing certain articles of Circular No. 56/2014/TT-BTC dated April 28, 2014 of the Ministry of Finance guiding the implementation of Decree No. 177/2013/NĐ-CP dated November 14, 2013 of the Government detailing and guiding the implementation of certain provisions of the Price Law;

6. Circular No. 280/2016/TT-BTC dated November 14, 2016 of the Minister of Finance on the maximum price of public utility water products;

7. Circular No. 282/2016/TT-BTC dated November 14, 2016 of the Minister of Finance on the price range for drug testing services for plants;

8. Circular No. 283/2016/TT-BTC dated November 14, 2016 of the Minister of Finance on the price range for animal vaccination, disinfection, sterilization services, veterinary diagnosis, and drug testing services for animals;

9. Circular No. 45/2017/TT-BTC dated May 12, 2017 of the Minister of Finance on the price range for auction service fees according to the Auction Law;

10. Circular No. 77/2018/TT-BTC dated August 17, 2018 of the Minister of Finance on methods for investigating and determining production costs and calculating production costs for rice crops throughout the year;

11. Circular No. 113/2018/TT-BTC dated November 15, 2018 of the Minister of Finance on pricing in planning activities;

12. Circular No. 86/2019/TT-BTC dated December 3, 2019 of the Minister of Finance guiding the determination of starting prices for leasing and transferring rights to exploit road transport infrastructure assets invested in and managed by the State;

13. Circular No. 08/2020/TT-BTC dated February 18, 2020 of the Minister of Finance on the maximum price of public utility water products under the management of the People's Committee of Thanh Hoa Province;

14. Circular No. 09/2020/TT-BTC dated February 18, 2020 of the Minister of Finance on the price range for other water products and services;

15. Circular No. 108/2020/TT-BTC dated December 21, 2020 of the Minister of Finance amending and supplementing certain articles of Circular No. 45/2017/TT-BTC dated May 12, 2017 of the Minister of Finance on the price range for auction service fees according to the Auction Law;

16. Circular No. 102/2021/TT-BTC dated November 17, 2021 of the Minister of Finance on service prices in the securities sector applicable to securities trading organizations and commercial banks participating in the Vietnamese securities market.

Article 2. Implementation clause

1. This Circular takes effect from August 2, 2025.

2. The Director of the Price Management Department, heads of units under the Ministry of Finance, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
