DIRECTIVE

On Strengthening Material and Technical Foundations to Ensure Requirements for Combat Operations for Police Forces in Mountainous Areas and Islands

To strengthen security and political stability and social order and safety in mountainous areas and islands under new circumstances, in accordance with the spirit of Resolution No. 22-NQ/TW dated November 2, 1989 of the Politburo, Decision No. 72-HĐBT dated March 13, 1990 of the Council of Ministers (now the Government), and the Resolution of the National Assembly, Session 9, Meeting 8 on economic and social development in mountainous regions and tasks for 1996, the Prime Minister issues the following directive:

1. The Ministry of Home Affairs shall promptly complete the project to strengthen material and technical foundations for police forces in mountainous county-level areas and islands from now until 2000, submitting it to the Prime Minister for approval regarding planning models for office buildings, camps, temporary detention facilities, transportation equipment, and communication devices. In the years 1996 and 1997, priority shall be given to constructing police headquarters in critical and extremely difficult mountainous areas that currently lack permanent structures, ensuring necessary transportation equipment, and establishing communication networks to connect police headquarters in mountainous areas and islands, initially focusing on counties with urgent information needs for political security and social order and safety, ensuring smooth communication between police units at the county level, between county-level police and provincial police, and among other county-level police units.

2. The Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Construction, the Committee for Ethnic Minorities and Mountainous Regions, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, the General Post Office, and People's Committees of provinces in mountainous areas and island provinces shall, within their respective functions, coordinate and facilitate the implementation of the project to strengthen material and technical foundations for police forces in mountainous county-level areas and islands by the Ministry of Home Affairs. The Ministry of Home Affairs shall prepare the budget for implementing the project in annual and long-term state budget plans in accordance with the State Budget Law.

3. The Ministry of Home Affairs shall cooperate with the Ministries of Labor, Invalids and Social Affairs, Agriculture and Rural Development, Finance, the Committee for Ethnic Minorities and Mountainous Regions, and People's Committees of mountainous provinces to study and propose policies for police officers working in mountainous areas and islands, policies for ethnic minority police officers working in mountainous areas, and incentives for police officers from lowland areas to work in mountainous areas and islands.

For police officers working in mountainous areas and islands, if their families accompany them to settle in these areas, they shall enjoy the same policies as those relocating to new economic zones and other current policies applicable to mountainous, highland, and island regions.

People's Committees of mountainous and highland provinces have the responsibility to direct People's Committees at all levels to arrange for families accompanying police officers to settle in mountainous, highland, and island areas to quickly stabilize their lives and engage in long-term business activities, creating conditions for police officers working in these areas to focus on their duties and perform them well.

4. The Ministry of Home Affairs, relevant ministries, sectors, and local People's Committees shall strictly implement this Directive. The Ministry of Home Affairs shall be responsible for supervising and urging ministries, sectors, and provincial People's Committees directly under the Central Government to implement this Directive.
