DIRECTIVE

Implementing inspection activities in the electricity sector and executing investment projects for agriculture and rural areas in 1995-1996 In the process of reform, over many years, the Party and State have always paid attention to allocating a large amount of capital and mobilizing all resources from the industry, localities, and the people; at the same time, new policies have been introduced and guidance has been provided to all levels and sectors to invest in development, particularly in the electricity sector, agricultural development projects, especially in difficult regions, remote areas, revolutionary bases, through various programs and projects with goals related to economics, culture, healthcare, education, etc. Therefore, the electricity sector and many rural areas have developed, and the living standards of the general public and farmers have significantly improved.

However, alongside these achievements, there are still instances of low-efficiency investments, waste, and even acts of corruption and negative behavior that affect the policies, credibility, and trust of the people in the Party and State.

To clarify the results as well as shortcomings and deficiencies in the implementation of the above tasks; to assist the Government and leaders at all levels and sectors in accurately assessing the actual situation of investment and development in various fields and regions, promptly encouraging positive aspects, correcting deviations, and promptly addressing violations; adjusting and supplementing policies and methods of guidance to be consistent with new requirements.

Based on the program and tasks of the inspection work in 1997 approved by the Prime Minister and the Standing Committee of the Central Committee at the National Inspection Conference from March 3-5, 1997.

The State Inspector General issues the following directive to provincial and municipal inspectors to implement the inspection tasks as follows:

1. Inspect investment construction and production and business operations, income distribution in the electricity sector in 1995-1996.

2. Inspect management, operation, and use of investment capital for economic and social development projects in agriculture and rural areas, especially in remote and revolutionary base areas in 1995-1996.

To ensure the desired outcomes of the inspections, provincial and municipal inspectors must guarantee that the cases assigned by local party committees and governments are thoroughly inspected, focusing resources, time, and leadership on these two inspections to achieve high quality and effectiveness.

The heads of provincial and municipal inspectors need to fully understand the requirements, contents, and methods of conducting inspections, organize training sessions for inspection staff to grasp policies and laws, tasks, and areas requiring inspection; they must select and assign inspection teams that are compact, composed of capable and virtuous personnel; during the inspection process, they must regularly check and promptly encourage teams and individuals performing well, correct deviations, and address unsatisfactory actions.

Select inspection points:

a) For the electricity sector, inspect construction and installation units, power supply units, implementation of pricing policies, financial results, and income distribution.

b) For investment projects in agriculture and rural areas, select villages, inter-village areas, or regions with numerous projects and significant capital; inspect all projects within the area.

Depending on their capacity, allocate the number of units to be inspected, with a minimum of 10 to 15 inspection sites in areas with many projects and substantial investment capital.

The Departments of the State Inspectorate will draft detailed plans, requirements, and contents of the inspections; provide guidance, supervision, and review of implementation, compile inspection results, and conduct inspections of key units based on reports from localities and directly involved units, summarizing major issues to report to the Prime Minister.

The State Inspector General assigns: The Economic Inspection Department I to lead the inspection of the electricity sector; the Internal Affairs and Social Inspection Department to lead the inspection of investment projects for agriculture and rural areas.

Provincial and municipal inspectors should carry out inspections of key units in their respective areas, regularly report progress, and upon completion, submit inspection results to the State Inspectorate according to specified content, formats, and deadlines.

The inspection period will be in the second and third quarters of 1997, with a summary and reporting of results to the State Inspectorate before October 30, 1997.

To effectively implement this policy and achieve results, the State Inspector General respectfully requests the Chairmen of the People's Committees of provinces and cities, heads of relevant levels and sectors to direct, coordinate, and create necessary conditions for provincial and sectoral inspectors to successfully complete the tasks outlined in this Directive.

The heads of provincial and municipal inspectors are responsible for organizing the implementation of these inspections; during the process, if encountering difficulties or obstacles, they should promptly report to the State Inspectorate for resolution.
