Pursuant to Decision No. 154/1998/QĐ-TTg dated August 25, 1998 of the Prime Minister on amending and supplementing the tasks and members of the Competition and Reward Councils at all levels;
Pursuant to Decision No. 4240/QĐ-BYT dated November 26, 2004 of the Minister of Health on the establishment of the Competition and Reward Council of the Ministry of Health;

Article 1. Attached herewith is the Regulation on the operations of the Competition and Reward Council of the Ministry of Health (attached herewith).
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Decision takes effect from the date of signature and issuance. All previous regulations that conflict with this Decision are hereby abolished.
Article 3. The Heads of the Office, Inspectorate, Legal Department, Department Directors, Bureau Chiefs of the Ministry of Health's agencies, Heads of subordinate units under the Ministry, and members of the Competition and Reward Council of the Ministry of Health are responsible for implementing this Decision.

REGULATIONS
OPERATIONS OF THE COMPETITION AND REWARD COUNCIL OF THE MINISTRY OF HEALTH
(Issued together with Decision No. 4296/QĐ-BYT dated December 2, 2004 of the Minister of Health)
I. RELATIONSHIP IN WORK OF THE COUNCIL
1. Relationship in work among Council members:
a) - The Chairman of the Council is the Minister of Health, responsible for leading and directing all activities of the Council.
b) - The Vice-Chairman of the Council is the Deputy Minister of Health, representing the Chairman when the Chairman is absent or authorized, responsible for chairing Council meetings; inspecting and urging the Council's work, competition movements, and reward work throughout the health sector.
c) - The Vice-Chairman of the Council is the Chairman of the Vietnam Medical Association, responsible for organizing and guiding the competition movement to implement work plans among health officials and staff; promptly identifying and promoting exemplary models and good deeds in the health sector.
d) - Council members are responsible for guiding and organizing the competition movement and reward work within their assigned fields according to the leadership's guidance and Council meeting minutes; regularly identifying, nurturing, and promoting exemplary models, summarizing experiences in innovating competition and reward work within their assigned fields; reporting the results of such work in Council meetings.
đ) - Standing Council members and Secretary Council members are responsible for compiling and standing in for the Council; advising and assisting the Council in guiding the competition movement and reward work throughout the sector.
2. Principles of operation of the Council:
a) - The Council operates based on the principles of transparency, democracy, and majority decision-making.
b) - When considering and evaluating rewards, it must be linked to the results of the competition movement. Therefore, places without, or with poor quality and low-efficiency competition movements, shall not be considered for rewards. It is necessary to ensure the systematic and continuous nature of competitions and rewards.
c) - The Council convenes meetings every three months. In exceptional cases, the Chairman decides to convene meetings. Council sessions are only valid if at least two-thirds of the total number of Council members attend.
d) - In cases where it is necessary but a meeting cannot be organized, the Chairman decides to seek opinions through written means instead of voting at the meeting.
Article 2. This Decision takes effect from the date of signature and issuance. All previous regulations that conflict with the provisions of this Decision are abolished.
II. PROCEDURE FOR CONSIDERING AWARDS OF THE COUNCIL
1. Consideration of Orders and Commendations of
a) - Guide units to prepare procedures for award files in accordance with the provisions of the Decree guiding the implementation of the Law on Competitions and Awards.
b) - Review the achievements of collectives and individuals proposed for awards.
c) - Solicit comments from Departments, Bureaus, the Inspectorate of the Ministry of Health, and the Vietnam Medical Association regarding the collectives and individuals proposed for awards.
d) - Compile achievements, trustworthiness certificates from the base, opinions of Departments, Bureaus, the Inspectorate of the Ministry of Health, and the Vietnam Medical Association, propose award levels, and submit them to Council members for research and consideration before the Council meeting. If there are issues requiring supplementation, explanation, or clarification, Council members must notify early so that the Legal Department can provide explanations, supplements, or additional preparations before presenting at the Council meeting.
đ) - Present to the Chairman of the Council to convene the meeting to consider awards. The Legal Department is responsible for presenting each case of proposed awards to the Council.
e) - Summarize and complete all procedures for submission to the Ministry's leadership for signature.
2. Consideration of Titles: Heroic Laborer, Model Worker at the Sectoral Level, National Level: The Standing Committee of the Competition and Award Council shall implement the following procedure:
a) - Guide units to strictly follow the procedures and file requirements for selecting and proposing the Heroic Laborer title in accordance with Circular No. 16/1999/TT-BYT dated August 9, 1999, issued by the Ministry of Health.
b) - Guide units to write achievement reports and summaries of the achievements of collectives and individuals proposed for the award.
c) - Review the achievements of collectives and individuals proposed for awards.
d) - Solicit opinions from relevant Departments, the Inspectorate of the Ministry of Health, and the Vietnam Medical Association regarding collectives and individuals proposed for the Heroic Laborer title.
đ) - Compile achievements, trustworthiness certificates from the base, opinions of relevant Departments, the Inspectorate of the Ministry of Health, and the Vietnam Medical Association regarding collectives and individuals proposed for awards, and submit them to Council members for review before convening the Ministry's Competition and Award Council meeting.
e) - After completing the above procedures, the Legal Department reports to the Ministry's Competition and Award Council and prepares full documentation according to regulations for submission to the Ministry's leadership for signature.
3. Consideration of the Annual Flag of Excellence from the Government and the Ministry of Health:
a) - Based on the number of Excellence Flags planned, the Legal Department allocates quotas and guides systems of work on procedures and file requirements for the Excellence Flag (in November each year).
b) - Systems of work: based on the number of Excellence Flags allocated by the Council, establish lists of units proposed to be awarded the Excellence Flag and submit them to the Legal Department (by the end of November each year); complete the procedures and files of units proposed to be awarded the Excellence Flag and submit them to the Legal Department (in December each year).
c) - Coordinate with the Vietnam Medical Association to organize inspections and reviews of units proposed for the Excellence Flag.
d) - Compile and report to the Council on the process of evaluation and review. Departments and Bureaus are responsible for defending the achievements of units they have proposed before the Council.
đ) - Compile results, complete procedures for submission to the Ministry's leadership for signature.
4. Consideration of the Commemorative Medal "For the People's Health": Implemented in accordance with the Regulations on Granting the Commemorative Medal "For the People's Health".
5. Consideration of Ministry Commendations and other forms of recognition:
a) - The Legal Department is responsible for compiling lists and checking the procedures and files of units proposing recognition in accordance with regulations.
b) - For the granting of Commendations to programs, projects, and special topics, opinions of relevant Departments and Bureaus must be obtained.
c) - After completing the procedures and files, the Legal Department submits to the Ministry's leadership for consideration and Decision.
6. Procedure for endorsement of awards:
a) - Collectives and individuals proposed by provincial and municipal People's Committees for the Ministry of Health's endorsement within the scope of work of a Department or Bureau should obtain comments from that Department or Bureau. If endorsing for the Provincial Health Department and its Director, then the comments of the Cadre and Personnel Organization Department should be obtained. All cases of proposed endorsements must obtain the opinion of the Inspectorate of the Ministry of Health.
b) - The Legal Department compiles and drafts the letter for submission to the Ministry's leadership for signature.
