DECISION OF THE PRIME MINISTER
Approving the supplementary proposal for the overall planning scheme
of economic-military zones under new circumstances
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 135/1998/QĐ-TTg dated July 31, 1998 of the Government approving the socio-economic program for particularly difficult mountainous communes and remote areas;
Pursuant to the Investment and Construction Management Regulations issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 and Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government;
Considering the proposals of the Ministry of National Defense (document No. 3859/BQP dated December 7, 2001), the Ministry of Planning and Investment (document No. 201 BKH/QPAN dated January 10, 2002), and the Ministry of Finance (document No. 1063 TC/ĐT dated January 31, 2002) regarding the approval of the supplementary proposal for the overall planning scheme of economic-military zones under new circumstances,
DECISION:
Article 1. Approves the supplementary proposal for the overall planning scheme of economic-military zones under new circumstances, with the main contents as follows:
1. Name of the Proposal: the overall planning scheme of economic-military zones under new circumstances.
2. Objectives: developing the economy and society in project regions to improve and gradually enhance the material and spiritual life of the people, combining with ensuring national defense and security in strategic areas and border regions based on resettling residents according to production planning and long-term national defense and security objectives, forming clusters of border villages, creating a border belt in the people's war defense posture to protect the country.
3. Tasks :
a) Building infrastructure and organizing resident resettlement :
- Construct essential infrastructure: roads, electricity, irrigation, clean water, schools, health clinics, markets...;
- Settling nomadic residents in fixed locations, preparing for relocation due to the Son La Hydropower Project;
- Stabilizing the lives of local residents, including spontaneous migrants who have settled in the area. Establishing a strong region in terms of national defense, security, and economy-society;
- Creating conditions for residents from the plains to move to project regions to achieve dual goals of poverty reduction and national defense security, changing the demographic structure of the project regions.
b) Creating initial factors for the development of commodity economy :
- Promoting agriculture, forestry, and fisheries;
- Organizing two-end services to create a commodity economy based on cooperative economies;
- Transferring technology directly to individuals;
- Creating model examples and organizing training sessions;
- Creating conditions for local residents to participate in construction projects to earn income and interact with technology;
- In places with large-scale production potential where residents lack the ability to invest in commodity production (such as the Central Highlands, Southwest, Northwest), the military will directly organize production to attract households of ethnic minorities and other residents into state economic organizations.
c) Improving the material and cultural living standards of the people :
- Propaganda and mobilization to ensure that the people understand and implement well the policies of the Party and State, opposing enemy subversion and illegal proselytism;
- Bringing radio, television, culture, and healthcare to village communities;
- Creating conditions for children of ethnic minorities to attend school, participating in universal primary education and literacy programs;
- Providing medical care and treating illnesses for the people;
- Training and developing cadres for localities;
- On the basis of improved living standards, restoring and developing traditional cultures of ethnic minorities.
4. Scale:
a) Continuing investment in 12 economic-military zones as per Decision No. 277/QĐ-TTg dated March 31, 2000 of the Prime Minister.
b) Supplementing new investments in five economic-military zone projects:
1- Economic-Military Zone Song Ma, covering two provinces of Son La and Lai Chau, Military Region II;
2- Economic-Military Zone Xin Man, Ha Giang Province, Military Region II;
3- Economic-Military Zone Bat Xat, Lao Cai Province, Military Region II;
4- Economic-Military Zone Ky Son, Nghe An Province, Military Region IV;
5- Economic-Military Zone Tan Hong, Dong Thap Province, Military Region IX.
c) Supplementing expanded investments in two economic-military zones:
1- Expanding the Economic-Military Zone Dak Lak - Binh Phuoc, Binh Duan 16, adding Easup District, Dak Lak Province.
2- Expanding the Economic-Military Zone Muong Cha, Lai Chau Province, adding three communes Sin Thau, Chung Chai, Muong Ne District, Ta Tong, Muong Te District, Lai Chau Province, Military Region II.
The Ministry of National Defense shall direct the project sponsors to develop specific investment projects and submit them to competent authorities for approval in accordance with current regulations on investment and construction.
5. Capital sources and investment mechanisms :
a) Budget capital : annually, the State allocates budget funds for the construction of essential infrastructure such as transportation, irrigation, electricity, potable water supply, health clinics, schools, central markets; seedling and livestock breeding centers serving cluster and regional needs; science and technology transfer facilities; agricultural, forestry, and fishery promotion training; language courses for ethnic minority communication; purchasing small-capacity equipment for economic-military teams to assist residents in small-scale water conservancy projects, inter-village roads, land reclamation...; constructing barracks for economic-military teams according to approved projects.
Annually, based on the new economic program plan, the Ministry of Planning and Investment and the Ministry of Finance will coordinate with the Ministry of National Defense to allocate additional appropriate funds to invest in specific projects and works in accordance with priorities, giving priority to projects and works in critical and key areas.
b) Credit capital:
- Implementing state investment credit in accordance with current state investment credit regulations;
- For project areas or special works requiring state support, the Ministry of Planning and Investment will submit specific cases to the Prime Minister for decision.
c) Adopting appropriate policies to attract investment capital from all types of organizations and individuals to participate in projects or works in this region.
d) Coordinating with localities to integrate and effectively utilize project funds and national target program funds in the region.
đ) Due to the urgent demands of the poverty alleviation mission, preparing resettlement for the Son La Hydropower Project, and the pressing requirements of national defense and security tasks, projects need to be implemented simultaneously across various areas according to their annual investment budget capacity, with priority capital allocation for certain key projects determined by the Minister of National Defense.
e) Investment projects must be carried out in accordance with current regulations on investment management and construction.
g) The Ministry of Finance shall provide guidance on the mechanism for allocating state budget funds in a manner appropriate to the specific characteristics of these types of projects, ensuring smooth project implementation and strict capital management.

Article 3. The Ministers of National Defense, Planning and Investment, Foreign Affairs, Finance, Agriculture and Rural Development, Labor, Invalids and Social Affairs, Science and Technology, Environment, Committee for Ethnic Minorities and Mountainous Areas, Governor of the State Bank of Vietnam, Director General of the Land Administration General Department, Chairpersons of People's Committees in provinces within the project area, Heads of relevant agencies are responsible for enforcing this Decision./.
