Article 1: The Postal, Telecommunications, and Information Technology Administration Region III is an agency under the Ministry of Posts and Telecommunications responsible for managing state affairs related to postal services, telecommunications, information technology, electronics, Internet, signal transmission, radio frequency, and national information infrastructure (hereinafter referred to collectively as postal services, telecommunications, and information technology) within the territory of 12 provinces and cities including: Binh Dinh, Dak Lak, Gia Lai, Khanh Hoa, Kon Tum, Quang Nam, Quang Ngai, Quang Binh, Quang Tri, Phu Yen, Thua Thien Hue, and Da Nang City.
Article 2: The Postal, Telecommunications, and Information Technology Administration Region III has the following tasks and powers:
1. It is the representative body of the Ministry of Posts and Telecommunications implementing state management over postal services, telecommunications, and information technology in the provinces and centrally-administered cities under its jurisdiction, and coordinating with provincial people's committees and relevant agencies and units to guide and organize the implementation of legal regulations on postal services, telecommunications, and information technology in the provinces and centrally-administered cities under its jurisdiction.
2. Participating in drafting, revising, supplementing, and abolishing legal regulations on postal services, telecommunications, and information technology.
3. Participating in reviewing the postal services, telecommunications, and information technology components in the socio-economic development plans of the provinces and centrally-administered cities and regions under its jurisdiction.
4. Participating in guiding and organizing the implementation of strategies, planning, long-term, five-year, and annual plans on postal services, telecommunications, and information technology in the provinces and centrally-administered cities under its jurisdiction.
5. Organizing inspections and handling administrative violations concerning postal services, telecommunications, and information technology by organizations and individuals in the provinces and centrally-administered cities under its jurisdiction.
6. Receiving and resolving complaints and denunciations related to postal services, telecommunications, and information technology activities of organizations and individuals in the provinces and centrally-administered cities under its jurisdiction according to the provisions of the law.
7. Participating in resolving disputes between enterprises, receiving and resolving disputes between enterprises and users in the provision and use of postal services, telecommunications, and information technology services in the provinces and centrally-administered cities under its jurisdiction according to the provisions of the law.
8. Cooperating with departments and units under the Ministry to organize propaganda, education, and dissemination of laws on postal services, telecommunications, and information technology in the provinces and centrally-administered cities under its jurisdiction.
9. Participating in directing information work serving national defense, security, diplomacy; flood and disaster prevention and response information; rescue and emergency information in the provinces and centrally-administered cities under its jurisdiction.
10. Organizing supervision and urging the implementation of network safety and information security work in postal services, telecommunications, and information technology activities in the provinces and centrally-administered cities under its jurisdiction.
11. Submitting to the Minister for decision-making or deciding by delegation the issuance, temporary suspension, suspension, revocation of various licenses, certificates, and certifications on postal services, telecommunications, and information technology according to the provisions of the law and the classification of the Minister; researching proposals, organizing construction, and submitting to the Minister contents related to administrative reform in licensing management; studying and proposing, organizing the construction, and submitting to the Minister contents related to administrative reform in licensing management.
12. Collecting, managing, and using fees and charges on postal services, telecommunications, and information technology in the area under its jurisdiction according to the provisions of the law and the classification of the Minister.

14. Performing other tasks assigned by the Minister.
Article 3: The Postal, Telecommunications, and Information Technology Administration Region III is headed by the Director, assisted by Deputy Directors and supporting staff.
The Director of the Postal, Telecommunications, and Information Technology Administration Region III is responsible to the Minister of Posts and Telecommunications for the results of performing the functions, tasks, and powers stipulated in Article 1 and Article 2 of this Decision.
Deputy Directors assist the Director and are responsible to the Director for the tasks delegated to them.
Article 4: The organizational structure of the Postal, Telecommunications, and Information Technology Administration Region III includes:
1. Postal Services Division
2. Telecommunications Division
3. Information Technology Division
4. Organization and Administrative Division
5. Finance and Accounting Department
6. Inspectorate of the Postal, Telecommunications, and Information Technology Administration Region III (referred to as Inspectorate III)
The staffing of the Postal, Telecommunications, and Information Technology Administration Region III shall be established by the Director and submitted to the Minister of Posts and Telecommunications for decision.
The functions, tasks, powers, organizational structure, and working relationships among subordinate units of the Postal, Telecommunications, and Information Technology Administration Region III shall be defined by the Director and according to the classification of the Minister.
Article 5: The Postal, Telecommunications, and Information Technology Administration Region III has legal personality, its own seal and account, and its headquarters is located in Da Nang City.
Article 6: This Decision takes effect from the date of signing. Previous regulations contrary to this Decision are abolished.
