DIRECTIVE OF THE PRIME MINISTER
Regarding the transfer of state-owned housing
to provincial municipal people's committees under the central government
Pursuant to Resolution No. 06/2004/NQ-CP dated May 19, 2004 of the Government on certain measures for the healthy development of the real estate market, the Prime Minister requests that the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of provincial municipal people's committees under the central government strictly implement the following requirements:
1. All ministries, ministerial-level agencies, government-affiliated agencies, and units currently managing state-owned housing funds must complete the transfer of these housing funds to provincial municipal people's committees under the central government no later than the first quarter of 2005.
The transfer shall be carried out based on the principle of transferring the original status of housing area, land area, and lease contracts.
2. Provincial municipal people's committees under the central government are responsible for directing the receipt of transfers and implementing the sale of housing to tenants according to Decree No. 61/CP dated July 5, 1994 of the Government. The sale of this housing fund must be completed in 2005 in accordance with the spirit of Resolution No. 06/2004/NQ-CP dated May 19, 2004 of the Government.
3. For housing that cannot be sold or housing where tenants do not purchase, provincial municipal people's committees under the central government must develop planning and plans to begin relocation of households from 2006 to construct or renovate, ensuring the maintenance of quality and effective utilization of state-owned housing.
Every six months, provincial municipal people's committees under the central government with such housing funds must submit reports to the Ministry of Construction for consolidation and reporting to the Prime Minister on the results of implementing this Directive.
The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of provincial municipal people's committees under the central government are responsible for effectively implementing this Directive./.
