Regulations on the functions, tasks, and organizational structure of the National Agricultural and Fisheries Extension Center

   MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Government Decree No. 56/2005/NĐ-CP dated April 26, 2005 on agricultural and fisheries extension;

At the proposal of the Director of the Cadre and Civil Servant Department,

DECISION:

Article 1. Position and Functions

The National Agricultural and Fisheries Extension Center (hereinafter referred to as the Center) is a public service unit under the Ministry of Agriculture and Rural Development, with the function of serving the state management of the Ministry and implementing agricultural and fisheries extension activities in the fields of agriculture, forestry, salt industry, aquaculture, processing and preservation of agricultural, forestry, and aquatic products, and rural development (hereinafter collectively referred to as agricultural and fisheries extension) throughout the country within the scope of state management of the Ministry.

The Center is a different public service unit, having legal personality, operating funds, its own seal, and separate bank accounts; it operates under the mechanism of self-management and self-responsibility for public service units as prescribed by law.

The headquarters of the Center is located in Hanoi City.

Article 2. Tasks

1. Participate in building policies, long-term, five-year, and annual plans, programs, and projects on agricultural and fisheries extension.

2. Implement plans, programs, and projects on agricultural and fisheries extension after approval by the Ministry.

a) Develop and submit to the Ministry annual budget allocation plans for programs and projects on agricultural and fisheries extension, and organize their implementation after approval by the Ministry;

b) Sign agricultural and fisheries extension contracts with organizations and individuals both domestically and internationally;

c) Directly implement key programs and model projects on agricultural and fisheries extension according to the approval of the Ministry.

3. Guide the content and methods of agricultural and fisheries extension activities for agencies and units participating in such activities; coordinate with relevant Departments and Services under the Ministry and localities to organize inspections and evaluations of programs and projects on agricultural and fisheries extension.

4. Lead the development of extension programs and instructional materials; organize technical and vocational training for extension officers and cooperators at all levels and farmers.

5. Lead and coordinate with mass media agencies to organize propaganda on Party and State policies, scientific and technological information, market information, advanced models in production and business, cooperative models, and new rural models.

6. Organize and participate in organizing contests, seminars, exhibitions, fairs, forums, study tours, and experience exchanges related to agricultural activities and rural development.

7. Provide consulting and services for agricultural and fisheries extension activities in accordance with assigned functions and tasks and in compliance with legal regulations.

8. International cooperation in agricultural and fisheries extension in accordance with legal provisions.

9. Report on the results of implementing programs and projects on agricultural and fisheries extension.

10. Implement administrative reform and innovation in working methods, modernization of offices, and application of information technology to serve agricultural and fisheries extension work.

11. Manage and use effectively assets, finances, materials, funds, labor, and other resources allocated in accordance with regulations.

12. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure

1. Leadership:

a) The Center shall have a Director and Deputy Directors appointed by the Minister.

b) The Director of the Center shall manage the operations of the Center and be responsible to the Minister and the law for the activities of the Center.

c) The Deputy Directors of the Center shall assist the Director of the Center, and be responsible to the Director and the law for the performance of their assigned tasks.

2. Organizational Structure of the Center:

a) Planning and Integration Department;

b) Financial Department;

c) Information and Propaganda Department;

d) Training and Instruction Department;

đ) Crop Promotion Department;

e) Livestock Promotion Department;

g) Fisheries Promotion Department;

h) Forestry Promotion Department;

i) Industry Promotion Department (Cooperative Economic Development and Rural Industries);

k) Permanent Office in Ho Chi Minh City.

3. Subordinate Units of the Center: The subordinate units of the Center shall be established and operate according to separate proposals submitted for approval by the Ministry. The Director of the Center shall define tasks and allocate staff in accordance with current regulations based on expertise and profession; establish and submit for approval by the Ministry the operational rules of the Center.

Article 4. Effective date

This Decision shall take effect fifteen days from the date of publication in the Official Gazette. Decisions No. 118/2003/QĐ-BNN dated November 3, 2003 of the Minister of Agriculture and Rural Development regarding the functions, tasks, and organizational structure of the National Agricultural Extension Center and Decision No. 18/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries regarding the functions, tasks, and organizational structure of the National Fisheries Extension Center are hereby repealed.

Article 5. Responsibilities for Implementation

The Director of the National Agricultural and Fisheries Extension Center, the Head of the Ministry's Office, the Heads of Departments, the Heads of Bureaus, the Inspector General of the Ministry, and the Heads of related agencies and units are responsible for implementing this Decision./.
