ISSUING NATIONAL ENVIRONMENTAL TECHNICAL REGULATIONS

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
The Prime Minister issues this Decision amending and supplementing certain provisions of the Regulation on Response Activities to Oil Spill Incidents issued together with Decision No. 02/2013/QĐ-TTg dated January 14, 2013 of the Prime Minister.
BASED ON Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations;
BASED ON Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE ENVIRONMENT ADMINISTRATION, THE DIRECTOR OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, AND THE DIRECTOR OF THE LEGAL DEPARTMENT,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. ATTACHED HERETO ARE THREE (03) NATIONAL ENVIRONMENT TECHNICAL STANDARDS FOR IMPORTED WASTE MATERIALS, INCLUDING:
1. NATIONAL ENVIRONMENT TECHNICAL STANDARD FOR IMPORTED IRON AND STEEL WASTE MATERIALS, CODE QCVN 31:2010/BTNMT.
2. NATIONAL ENVIRONMENT TECHNICAL STANDARD FOR IMPORTED PLASTIC WASTE MATERIALS, CODE QCVN 32:2010/BTNMT.
3. NATIONAL ENVIRONMENT TECHNICAL STANDARD FOR IMPORTED PAPER WASTE MATERIALS, CODE QCVN 33:2010/BTNMT.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM APRIL 1, 2011.
Article 3. THE DIRECTOR OF THE ENVIRONMENT ADMINISTRATION, HEADS OF UNITS UNDER THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT, DIRECTORS OF PROVINCE NATURAL RESOURCES AND ENVIRONMENT DEPARTMENTS, DIRECTORS OF CITY NATURAL RESOURCES AND ENVIRONMENT DEPARTMENTS UNDER THE CENTRAL GOVERNMENT, AND ASSOCIATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
