CIRCULAR

Regulations on uniforms for officers,

civil servants, public officials Vietnam Maritime Administration

Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Decision No. 46/2013/QĐ-TTg dated July 26, 2013 of the Prime Minister piloting the application of certain special allowances for the Vietnam Maritime Administration;

At the proposal of the Director of the Vietnam Maritime Administration and the Head of the Legal Department,

The Minister of Transport hereby promulgates this Circular stipulating the uniforms for officers, civil servants, and employees of the Vietnam Maritime Administration.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular stipulates the uniforms for officers, civil servants, and employees of the Vietnam Maritime Administration's agency, Haiphong Marine Branch, and Ho Chi Minh City Marine Branch.

2. This Circular does not apply to the Chief Inspector, Deputy Chief Inspector, and Inspectors of the Vietnam Maritime Administration's Inspectorate.

Article 2. General Principles

1. Officers, civil servants, and employees of the Vietnam Maritime Administration must wear the prescribed uniforms when performing their duties as specified in this Circular.

2. Officers, civil servants, and employees of the Vietnam Maritime Administration have the responsibility to maintain and preserve the uniforms provided to them. In cases where the uniforms are still within their service life but are lost, damaged, or torn, the officers, civil servants, and employees must replace them themselves, ensuring they conform to the models prescribed in this Circular.

3. It is strictly prohibited to lend out or use the provided uniforms for other purposes.

Chapter II

This Circular takes effect from May 16, 2017.

Article 3. Uniforms

1. The uniforms for officers, civil servants, and employees of the Vietnam Maritime Administration include: short-sleeved shirt, long-sleeved shirt, suit jacket, women's skirt, tie, shoes, belt, name badge (hereinafter referred to as uniforms). The uniforms must be of good quality, durable, and attractive.

There are two types of uniforms: male uniforms and female uniforms.

2. Male uniforms

a) Short-sleeved shirt: white color, standing collar, placket, two chest pockets with flaps, sleeve length three centimeters from the elbow, shoulder pads, buttons, and shoulder pad buttons made of white plastic;

b) Long-sleeved shirt: white color, standing collar, placket, one button at the cuff, two chest pockets with flaps, shoulder pads, buttons, and shoulder pad buttons made of white plastic;

c) Suit jacket: dark navy blue color, lined inside, standard collar, two buttons, two flap pockets below, rounded cuffs, three buttons at the cuff, back vent, one breast pocket on the left side;

d) Trousers: dark navy blue color, straight leg, moderate width, diagonal front pockets, two pleats, one back pocket with button, concealed zipper, waistband with belt loops;

đ) Tie: silk, dark blue color, wide end with the logo of the Vietnam Maritime Administration;

e) Shoes: leather, black color, closed toe, not too pointed, lace-up or slip-on;

g) Belt: black color, leather, metal buckle.

The model of male uniforms is specified in Appendix I attached to this Circular.

3. Female uniforms

a) Short-sleeved shirt: white color, standing collar, placket, two chest pockets with flaps, sleeve length three centimeters from the elbow, shoulder pads, buttons, and shoulder pad buttons made of white plastic;

b) Long-sleeved shirt: white color, standing collar, placket, one button at the cuff, two chest pockets with flaps, shoulder pads, buttons, and shoulder pad buttons made of white plastic;

c) Suit jacket: dark navy blue color, lined inside, two-button collar, two flap pockets below, rounded cuffs, two buttons at the cuff, back vent;; 

d) Trousers: dark navy blue color, straight leg, narrow fit, diagonal front pockets, no back pockets, concealed zipper, waistband with belt loops;

đ) Skirt: dark navy blue color, fitted style, lined, knee-length, diagonal front pockets, separate waistband with belt loops, back slit;

e) Tie: silk, dark blue color, wide end with the logo of the Vietnam Maritime Administration;

g) Shoes: leather, black color, closed toe, not too pointed;

h) Belt: black color, leather, metal buckle.

The model of female uniforms is specified in Appendix II attached to this Circular.

4. Name Badge

The name badge is made of metal coated with gold and covered with plastic on the surface, rectangular shape, text printed on the front, back with a pin to attach to the shirt; the front of the name badge: the top prints the logo and name of the Vietnam Maritime Administration; the bottom records the full name, position, and working unit.

The model of the name badge is specified in Appendix III attached to this Circular.

Article 4. Distribution System and Usage Period for Uniforms

1. For items to be used for two years or more

a) Vest: 01 piece every two years (initially issued with 02 pieces);

b) Belt: 01 piece every two years.

2. For items to be used for one year

a) Tie: 01 piece every one year;

b) Short-sleeved shirt: 02 pieces every one year;

c) Long-sleeved shirt: 02 pieces every one year;

d) Men's suit pants: 03 pieces every one year;

đ) Women's suit pants: 02 pieces every one year;

e) Skirt: 02 pieces every one year;

g) Shoes: 01 pair every one year (initially issued with 02 pairs).

3. Name badges are issued once and reissued when there is a change in position, rank, or workplace.

Article 5. Financial Provisions for Uniforms

1. The level of expenditure on uniforms shall be implemented according to the regulations of the Ministry of Finance.

2. The source of funds for uniforms will be allocated from the revenue retained from maritime port fees as stipulated.

Chapter III

IMPLEMENTING PROVISIONS

Article 6. Effectiveness

This Circular takes effect from December 30, 2013. The uniform regulations set forth in this Circular shall be applied starting from 2013.

Article 7. Implementation Organization

The Head of the Ministry’s Office, the Inspector General of the Ministry, the Heads of Departments under the Ministry, the Director of the Vietnam Maritime Administration, relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
