Issuing the framework program for intermediate vocational education

in the following groups of fields: Business; Accounting - Auditing;

Financial Services - Banking - Insurance; Management

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending Point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating responsibilities for state management of education;

Pursuant to the Minutes of the Program Review Board dated September 14, 2011; September 22, 2011; September 23, 2011; September 30, 2011; September 29, 2011; September 15, 2011; September 27, 2011; October 4, 2011; October 3, 2011; September 18, 2011 established pursuant to Decision No. 2654/QĐ-BGDĐT date June 30, 2011 of the Minister of Education and Training;

At the proposal of the Director of the Department of Vocational Education,

The Minister of Education and Training issues this Circular on issuing the framework program for intermediate vocational education in the following groups of fields: Business; Accounting - Auditing; Financial Services - Banking - Insurance; Management.

Article 1. Attached to this Circular is the framework program for intermediate vocational education in the following groups of fields: Business; Accounting - Auditing; Financial Services - Banking - Insurance; Management, including:

1. Group of fields Business, including the following fields:

a) Marketing;

b) Trade and Service Business;

c) Oil and Gas Business;

d) Import and Export Business;

đ) Hotel and Restaurant Business Operations.

2. Group of fields Accounting - Auditing, including the following fields:

a) Production Enterprise Accounting;

b) Trading and Service Enterprise Accounting;

c) Administrative and Public Institution Accounting;

d) Taxation.

3. Group of fields Financial Services - Banking - Insurance, including the following fields:

a) Banking;

b) Corporate Finance;

c) Village, Ward, Town Finance.

4. Group of fields Management, including the following fields:

a) Administrative Office;

b) Office Secretary;

c) Production Enterprise Management;

d) Trading and Service Enterprise Management;

đ) Hotel and Restaurant Management.

Article 2. This Circular takes effect from January 20, 2015. The programs attached to this Circular shall be used in educational institutions assigned the task of training these fields at the intermediate vocational level.

Article 3. Based on the framework program stipulated in this Circular, educational institutions assigned the task of training the fields specified in Article 1 shall organize the development of specific school training programs; organize the compilation or selection; approve textbooks for use as teaching materials in schools based on the review of the Textbook Review Board established by the head of the educational institution.

Article 4. The Head of the Office, the Director of the Department of Vocational Education, the Heads of units related to the Ministry of Education and Training, the Heads of educational institutions assigned to train the fields at the intermediate vocational level specified in Article 1 are responsible for implementing this Circular.
