Supporting and advising on resolving social work issues for patients and their families during medical examination and treatment (hereinafter referred to collectively as patients), including:Provincial-level People's Inspection Office; a) Welcoming, guiding, providing information, and introducing hospital medical examination and treatment services to patients from the moment they enter the outpatient department or examination room;Event Based Surveillance b) Organizing inquiries with patients and their families to gather information about their health status and difficult circumstances, determining the level of support needed and implementing psychological, social support measures;.

The Minister of the Ministry of Science and Technology issues this Circular on the issuance of National Technical Regulations on Radioactive Waste Containing Naturally Occurring Radioactive Materials.Article 2. Social work tasks of hospitals c) Providing emergency social work activities for patients who are victims of domestic violence, gender-based violence, accidents, disasters to ensure patient safety: psychological, social support, legal counseling, forensic medical and psychiatric evaluations, and other appropriate services;, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP d) Advising patients on their rights, legitimate interests, and obligations, as well as social programs and policies related to health insurance and social assistance during medical examination and treatment; Decree đ) Providing information and advice to patients with referrals to other healthcare facilities or discharge; Assisting with discharge procedures and referring patients to community support locations (if available);thereof e) Coordinating and guiding organizations and volunteers interested in supporting hospital social work activities;

2. The staff member receiving the application shall compare the information in the citizen's application file with the information in the National Population Database and the Citizen Identification Card Database and handle as follows:2. Information dissemination and legal education:

a) Implementing spokesperson duties and providing information to the press;

b) Developing communication and health education plans for patients and implementing these plans after approval;

c) Preparing content and materials to introduce and promote the image, services, and activities of the hospital to patients and the community through organizing events, programs, conferences, seminars;

d) Updating and disseminating relevant state policies and laws concerning medical examination and treatment and hospital operations to healthcare staff, patients, and their families;

đ) Implementing hospital conduct rules and suggestion boxes;

e) Organizing cultural, artistic, physical, and sports activities suitable for healthcare staff and patients.

3. Fundraising:

Conducting charitable activities and fundraising for financial and material resources to support patients in difficult circumstances.

4. Supporting healthcare staff:

a) Providing patient information to healthcare staff when necessary to support treatment;

b) Encouraging and sharing with healthcare staff when encountering difficulties with patients during treatment.

5. Training and Capacity Building:

a) Participating in training practical social work skills for students from social work training institutions;

b) Providing capacity building and training on social work knowledge for healthcare staff and hospital employees; coordinating in training and capacity building on basic healthcare knowledge for those working in social work.

6. Organizing a team of volunteers for social work at the hospital.

7. Organizing charitable and social work activities of the hospital in the community (if applicable).

3. Fundraising for donations:

Conduct charitable activities and fundraising for financial and material resources to support patients in difficult circumstances.

4. Support healthcare staff:

a) Provide information about patients to healthcare staff when necessary to assist with treatment.

b) Encourage and share with healthcare staff when they encounter difficulties with patients during the treatment process.

5. Training and Capacity Building:

a) Participate in guiding practical social work training for students at vocational social work training institutions;

b) Train and provide knowledge on social work for healthcare staff and hospital employees; coordinate in training and capacity building on basic medical knowledge for those working in social work.

6. Organize a team of volunteers for social work at the hospital.

7. Organize charitable and social work activities of the hospital in the community (if applicable).

Article 3. Forms of organization to implement social work tasks in hospitals hinterior committeethereof hospital

Based on the scale of hospital beds, human resources conditions, financial resources, and the scope of professional activities, the hospital director decides to establish or report to the competent authority to decide to establish one of the following forms of organization to implement social work tasks in hospitals:

1. Social Work Department under the hospital;

2. Social Work Team under the Outpatient Department or Nursing Department or Planning and General Affairs Department of the hospital.

Article 4. Organizational structure of the Social Work Department

1. The Social Work Department is a unit under the hospital, having a Head, Deputy Heads, and staff members.

2. The Social Work Department has a Patient Support Team (directly managed by the Head or Deputy Head), located in the Outpatient Department of the hospital. In addition to the Patient Support Team, the Social Work Department also has other necessary functional units.

3. The personnel of the Social Work Department includes professionals in social work; communication, healthcare, or other social science fields trained and provided with knowledge about social work.

Article 5. Coordination relationships in implementing social work tasks in hospitalsexport, relationship mancoordination in implementing social work at the hospital

1. The Social Work Department and Social Work Teams are responsible for coordinating with departments, units within the hospital to fulfill assigned tasks.

2. Each department of the hospital assigns a healthcare worker to participate as a social work collaborator in the hospital.

3. Other departments, units have the responsibility to introduce patients to the Social Work Department or request the Social Work Department to send staff to assist and advise patients, while providing timely and complete information about the patient's health for the Social Work Department to support and advise the patient.

Article 6. Infrastructure and equipment

1. The Social Work Department and Social Work Teams are arranged with offices at convenient locations for easy contact with patients in the hospital and equipped with necessary facilities to perform their duties.

2. The Patient Support Team must be located at the center of the Outpatient Department, in a position easily recognized and accessible by the public.

Article 7. Effective Date

This Circular takes effect from January 1, 2016.

1. The Department of Medical Examination and Treatment:

a) Directing, guiding, and inspecting social work activities in hospitals nationwide;

b) Organizing summaries and drawing lessons from social work activities in hospitals to promptly amend and supplement regulations as appropriate.

2. Provincial Department of Health:

Directing, guiding, and inspecting social work activities in hospitals under their management authority.

3. Hospitals:

a) The hospital director is responsible for organizing the implementation of this Circular;

b) Issuing annual plans for social work activities of the hospital and organizing their implementation.

4. Relevant agencies, organizations, and individuals have the responsibility to implement this Circular.

During the implementation process, if there are difficulties or obstacles, individuals and organizations are requested to reflect these issues to the Ministry of Health (Department of Medical Examination and Treatment) for consideration and resolution./.
