THE MINISTER OF HEALTH

Pursuant to Decision No. 1613/BYT-QD dated 15/05/2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decree No. 43/2000/NĐ-CP dated December 22, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law; 30/8/2000 of the Government detailing and guiding the implementation of certain Articles of the Education Law;

Pursuant to Circular Joint No. 30/2003/TT-BGD&ĐT-BYT dated July 1, 2003 of the Ministry of Education and Training and the Ministry of Health guiding the conversion between various diplomas and levels of postgraduate education in the field of healthcare;

Article 1. Now hereby promulgates the diplomas for completion of postgraduate specialization training at level I, diplomas for completion of postgraduate specialization training at level II, and diplomas for completion of hospital residency training in the field of healthcare.

1. The diploma for completion of postgraduate specialization training at level I shall be issued to individuals who have completed the postgraduate specialization training program at level I in accordance with the regulations on postgraduate specialization training at level I.

2. The diploma for completion of postgraduate specialization training at level II shall be issued to individuals who have completed the postgraduate specialization training program at level II in accordance with the regulations on postgraduate specialization training at level II.

3. The diploma for completion of hospital residency training shall be issued to individuals who have completed the hospital residency training program in accordance with the regulations on hospital residency training.

Article 2. The diploma for completion of postgraduate specialization training at level I measures 19 cm x 27 cm and consists of two sides:

- Front side: dark blue color, laminated, letters printed in gold color.

- Back side: white background, bronze drum pattern in light blue color, letters printed in black color.

Specific contents according to Model No. 1 attached to this decision.

Article 3. The diploma for completion of postgraduate specialization training at level II measures 19 cm x 27 cm and consists of two sides:

- Front side: deep red color (scarlet red), laminated, letters printed in gold color.

- Back side: white background, bronze drum pattern in light blue color, letters printed in black color.

Specific contents according to Model No. 2 attached to this decision.

Article 4. The diploma for completion of hospital residency training measures 19 cm x 27 cm and consists of two sides:

- Front side: bright red color, laminated, letters printed in gold color.

- Back side: white background, bronze drum pattern in light blue color, letters printed in black color.

Specific contents according to Model No. 3 attached to this decision.

Article 5. The diplomas for completion of postgraduate specialization training at level I, the diplomas for completion of postgraduate specialization training at level II, and the diplomas for completion of hospital residency training shall be issued uniformly nationwide by the Ministry of Health, replacing previously issued diplomas/certificates related to postgraduate specialization training in the field of healthcare.

Article 6. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 7. The Heads of the Office, Inspectorate, Department of Science and Training, Department of Organization and Cadres, Legal Department, Rectors of Medical Universities, Directors of Provincial Health Departments under central cities, and Heads of relevant units are responsible for implementing this Decision.
