Article 1. Supplementing Section 5 "Inspection of technical safety and environmental protection for passenger cars with a usage period of 15 years or more and cargo trucks with a usage period of 20 years or more" into Industry Standard 22 TCN 224-01 "Technical Safety and Environmental Protection Standards for Motorized Road Vehicles" promulgated together with Decision No. 4134/2001/QĐ-BGTVT dated December 5, 2001 of the Minister of Transport as follows:
5. Inspection of technical safety and environmental protection for passenger cars with a usage period of 15 years or more and cargo trucks with a usage period of 20 years or more:
- All passenger cars (including passenger vehicles with more than nine seats including the driver's seat) with a usage period of 15 years or more from the year of manufacture, and all types of cargo trucks (including general cargo trucks and specialized cargo trucks) with a usage period of 20 years or more from the year of manufacture must undergo mid-term inspections at the Inspection Station managing the Inspection Record Book three months after the previous inspection. The mid-term inspection must comply with all items specified in the standard.
- If the results of the mid-term inspection meet the standards, the vehicle will be issued a new Certificate and Environmental Protection Inspection Label valid for three months;
- If the results of the regular and mid-term inspections do not meet the standards, the vehicle may be repaired and re-inspected. If the vehicle still does not meet the standards after the second inspection, it will not be allowed to continue operating on the road.
Article 2. Pending regulations by the Ministry of Finance, there will be no inspection fees for mid-term inspections.
Article 3. This Decision takes effect from January 1, 2003.
Article 4. The Permanent Deputy Minister, Directors of the Science and Technology Department, Legal Affairs and Transport Department, Directors of the Vietnam Highway Administration, Vietnam Vehicle Inspection Agency, Directors of Provincial Departments of Transport and Public Works, Heads of related units are responsible for implementing this Decision.
