Pursuant to Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Decree No. 55/2001/NĐ-CP dated August 23, 2001 of the Government on management, provision, and use of Internet services;
Pursuant to Decision No. 71/2004/QĐ-BCA(A11) dated January 29, 2004 of the Minister of Public Security promulgating the "Regulations on Ensuring Safety and Security in Management, Provision, and Use of Internet Services";
Pursuant to Decision No. 168/2004/QĐ-TTg dated September 22, 2004 of the Prime Minister on the List of Top Secret and Highest Secret Levels in the Health Sector;
Pursuant to Decision No. 981/2004/QĐ-BCA(A11) dated September 28, 2004 of the Minister of Public Security on the List of State Secrets at the Confidential Level in the Health Sector;

Article 1. This Decision promulgates the "Regulations on the Organization and Operations of the Ministry of Health's Electronic News Website" attached hereto.
Article 2. This Decision takes effect from the date of signature and issuance.
Article 3. The Director of the Office, Leaders of Departments, Bureaus, Inspectors General of the Ministry of Health, and related units and individuals, and members of the Editorial Board of the Ministry of Health's Electronic News Website shall be responsible for implementing this Decision.

REGULATIONS
ORGANIZATION AND OPERATIONS OF THE MINISTRY OF HEALTH'S ELECTRONIC NEWS WEBSITE
(Issued together with Decision No. 4334/QĐ-BYT dated December 3, 2004)
Chapter 1
GENERAL PROVISIONS
Article 1. Criteria and Objectives of Operation
1. The Ministry of Health's Electronic News Website on the Internet (Ministry of Health Website) is an electronic information agency of the Ministry of Health with the function of providing official information to the domestic population and foreigners about the Party's policies, state laws, and health care activities on the Internet.
2. The Ministry of Health Website serves as the central point for connecting the provision of information through the Internet by the Ministry of Health, aiming to facilitate the implementation of health information public service activities and establish online relationships between the Ministry of Health and the people.
Article 2. Responsibilities for Providing Information
1. Departments, Bureaus, Inspectors General, and the Office of the Ministry of Health (referred to as units) have the responsibility to provide information and documents related to their professional activities (at least one news item per week from each unit) to ensure regular updates, innovations, and diversity of information.
2. Unit leaders are responsible for the content of the information provided by their units for publication on the website.
Article 3. Format of Provided Information
1. Paper version (signed and with clear contact addresses)
2. Digitized article version: Unicode font, Vietkey 2000; Arial font style; font size 10.
3. Digitized image version: file name.jpg or file name.gif (no larger than 150 x 150 pixels)
Article 4. Information Security and Network Safety and Security
Principles for information security and network safety and security shall be implemented in accordance with the provisions of the law.
Article 2. This Decision takes effect from the date of signature and issuance.
Chapter 2:
ORGANIZATIONAL STRUCTURE AND TASKS OF THE EDITING BOARD
Article 5. Organizational Structure
1. The Editing Board of the Ministry of Health's website is directly under the guidance of the Party Cadre Committee and the Minister of Health. The Editing Board includes:
a) Editor-in-Chief.
b) Deputy Editor-in-Chief.
c) Members of the Editing Board.
d) Secretariat.
2. Editor-in-Chief.
a) The Editor-in-Chief is fully responsible to the Minister for the Ministry of Health's website.
b) The Editor-in-Chief may delegate authority to the Acting Deputy Editor-in-Chief to handle daily tasks.
3. Deputy Editor-in-Chief.
a) The Acting Deputy Editor-in-Chief is responsible for coordinating professional activities and directly managing the Secretariat.
b) The Deputy Editor-in-Chief assists the Editor-in-Chief and is accountable to the Editor-in-Chief for assigned tasks.
4. Members of the Editing Board. Members of the Editing Board are accountable to the Editor-in-Chief for providing information to the website.
5. Secretariat.
a) The Secretariat is a permanent support unit, directly managed by the Acting Deputy Editor-in-Chief, assisting the Editing Board in professional activities and serving as the coordination point for technical departments maintaining operations and ensuring system security.
b) The Secretariat is responsible for editing general information and urgent information assigned by the Editing Board leadership.
c) The Head of the Secretariat is accountable to the Acting Deputy Editor-in-Chief for all Secretariat activities and the technical aspects (including spelling errors) of the information posted online.
Chapter 3
PROCEDURES FOR PROVIDING, EDITING, REVIEWING AND REMOVING INFORMATION
Article 6. Providing Information.
1. Persons Implementing:
a) Leaders and Specialists of units within the Ministry of Health
b) Medical staff in the health sector
c) Collaborators, reporters, translators
2. Requirements: Provide information in accordance with the criteria and operational objectives of the Ministry of Health's website.
Article 7. Procedures for Editing, Reviewing and Removing Information.
1. Staff and specialists of units receiving, processing and providing articles submit them for initial review by unit leaders.
2. Unit leaders conduct the first review and sign off on the content of the information provided for posting on the website.
3. The Editing Board leadership conducts the second review, deciding to post or remove information as necessary.
Chapter 4:
FINANCE
Article 8. Financial Sources.
1. The Department of Planning and Finance of the Ministry of Health will allocate annual administrative management funds in its plan for maintaining and developing the Ministry of Health's website.
2. Other legitimate income sources from exploiting services offered by the website.
Article 9. Management and Use of Financial Resources:
1. The Office of the Ministry manages financial resources and spends according to the relevant laws on finance and accounting.
2. The Office of the Ministry is permitted to use the Office's seal and account for transactions.
