Article 1. Attached herewith are the Regulations on the Content and Format of the Exam to Promote Rank for Lecturers to Senior Lecturer in Universities and Colleges.
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 3. The Ministers, Heads of Ministries equivalent to Ministries, agencies under the Government, Chairmen of Provincial People's Committees directly under the Central Government, Directors of the National University of Hanoi, and the National University of Ho Chi Minh City shall be responsible for directing universities and colleges under their jurisdiction to implement this Decision.
Article 4. The Permanent Secretaries, Department Heads of the Department of Organization and Cadre Affairs, and Heads of units directly under the Ministry of Education and Training shall be responsible for enforcing this Decision.

REGULATIONS
CONTENT AND FORMAT OF THE EXAM TO PROMOTE RANK FOR LECTURERS TO SENIOR LECTURER IN UNIVERSITIES AND COLLEGES
(Issued together with Decision No. 44/1999/QĐ-BGD & ĐT dated December 29, 1999 of the Minister of Education and Training)
Chapter 1
GENERAL PROVISIONS
Article 1. These regulations apply to exams to promote rank for lecturers (code 15111) to senior lecturer (code 15110) in universities and colleges.
Article 2. The competent authority organizing the exam to promote rank for lecturers to senior lecturer includes: Ministries, agencies equivalent to Ministries, agencies under the Government (hereinafter referred to collectively as Ministries) having universities and colleges; the National University of Hanoi and the National University of Ho Chi Minh City (hereinafter referred to collectively as the National University).
Article 3. The Ministry of Education and Training shall be responsible for organizing the exam to promote rank for lecturers to senior lecturer for candidates from universities and colleges under provinces directly under the Central Government (hereinafter referred to collectively as provinces).
Article 4. If the authorities mentioned in Article 2 have not yet the conditions to organize the exam or if the number of candidates is small, they shall register with the Ministry of Education and Training to organize a joint exam.
Article 5. The organization of the exam and the selection of candidates to participate in the exam shall be carried out according to the Examination Regulation for Promotion of Rank for Civil Servants issued together with Decision No. 150/1999/QĐ-TCCP dated February 12, 1999 of the Minister - Head of the Government Organizational and Cadre Board on the issuance of the Examination Regulation for Promotion of Rank for Civil Servants.
Chapter 2
ELIGIBILITY AND APPLICATION REQUIREMENTS
Article 6. Conditions for taking the final examination
The person nominated to take the exam (hereinafter referred to as the candidate) must meet the following conditions:
1. Be a lecturer (rank code 15111), currently teaching at universities and colleges, meeting the qualification standards of the lecturer rank as stipulated in Decision No. 538/TCCP-BCTL dated December 18, 1995 of the Minister - Head of the Government Organizational and Cadre Board.
2. Have good moral character and organizational discipline awareness; possess teaching and scientific research capabilities.
3. Possess all required academic degrees and certificates for the senior lecturer rank.
4. Have been the principal or participant in a scientific research project at the university or field level that has been accepted and effectively applied.
5. Have been the principal or participant in developing educational training objectives, curricula, writing textbooks, and materials for teaching purposes.
6. Be approved by the Preliminary Selection Committee based on allocated quotas.
Obligations of cooperatives The individual application file (of the candidate) includes:
1. Application form for the exam to promote rank for lecturers to senior lecturer (Form No. 1);
2. Scientific curriculum vitae confirmed by the university or college directly managing and using civil servants (Form No. 2);
3. School's assessment of the candidate's moral character, teaching ability, and scientific research capability over the last three continuous years up to the time of the exam (Form No. 3);
4. Copies of academic degrees and certificates for training and upgrading to the senior lecturer rank confirmed by the issuing authority or a state notary office;
5. Evaluation report of the scientific research project confirmed by the acceptance committee or recognized invention or patent certificate;
6. Two envelopes with stamps and pre-addressed for correspondence.
The candidate's application file should be placed in one folder measuring 23cm x 32cm and sent to the Preliminary Selection Committee.
Candidates who pass the preliminary selection will be listed by the Preliminary Selection Committee (Form No. 4) and sent along with the candidate's application file to the Exam Committee of the competent authority organizing the exam.
Candidates from universities under ministries without the conditions to organize the exam and candidates from universities under provinces who have passed the preliminary selection will be compiled by the personnel department of the ministry or province and sent to the Exam Committee of the Ministry of Education and Training to organize the exam.
Chapter 3
CONTENT AND FORMAT OF THE EXAM
Article 8. Exam format: Consists of three mandatory sections:
- Written examination;
- Oral examination section;
- Foreign language examination section (if the candidate is a foreign language lecturer, then the second foreign language will be tested).
Article 9. Content of the written examination section:
1. The Party and State's viewpoints, policies, and guidelines on education and training in general and higher education in particular;
2. Resolution of the Second Plenary Session of the Central Committee of the Communist Party of Vietnam, Eighth Congress, on education and training;
3. The role and position of higher education during the period of accelerating industrialization and modernization of the country;
4. The development goals of education and training of the institution and the specialized field of training (pertaining to the candidate);
5. The Education Law and guiding documents implementing the Education Law:
- Contents of the Education Law;
- Contents on higher education and postgraduate education in the Education Law;
- Contents on state management and state management agencies in the Education Law.
6. The Civil Servant Law and guiding documents implementing it; Anti-Corruption Law; Law on Thrift and Combating Wastefulness;
7. Rules on implementing democracy in the operation of the agency (issued together with Decree No. 71/1998/ND-CP dated September 8, 1998 of the Government and guiding documents).
Article 10Content of the oral examination section:
1. Handling situations arising during the teaching process; guiding practical work, graduation projects, thesis papers; communication and management of students;
2. Issues related to teaching regulations, study regulations, examination regulations in universities and colleges;
3. Objectives and content of the training program for the major;
4. Issues concerning the national education system under the Education Law (with emphasis on higher education and postgraduate education);
5. Ordinance on civil servants; Ordinance on anti-corruption; Ordinance on thrift and anti-waste; Regulations on implementing democracy in the activities of agencies;
6. Professional standards for the rank of full-time lecturer (issued together with Decision No. 538/TCCP-BCTL dated December 18, 1995 of the Government Organizational and Cadre Affairs Board);
Article 11. Content of the foreign language examination:
Examination at level C in one of the following languages: English, Russian, French, German, and Chinese, according to the candidate's registration;

IMPLEMENTATION
Article 12. Annually, ministries, provinces with universities and colleges, and the National University shall develop proposals for upgrading the rank of lecturers to the rank of full-time lecturer in accordance with Point 3, Section 5 of Circular No. 04/1999/TT-TCCP dated March 30, 1999 of the Government Organizational and Cadre Affairs Board guiding the implementation of Decree No. 95/1998/NĐ-CP of the Government on recruitment, utilization, and management of civil servants; submit the proposals to the Government Organizational and Cadre Affairs Board for unified opinions and examination quotas, while coordinating with the Government Organizational and Cadre Affairs Board and the Ministry of Education and Training to organize the examinations;
Article 13. During the implementation of the examination for upgrading the rank of lecturer to the rank of full-time lecturer, if there are difficulties or obstacles, the competent agencies organizing the examination and the agencies or units sending candidates to participate in the examination shall send written documents or contact directly with the Ministry of Education and Training (Department of Organization and Cadre Affairs) to resolve them;
Article 14. Any agency, unit, or individual violating the examination for upgrading ranks as stipulated herein and other relevant current regulations will be subject to administrative disciplinary action or criminal liability depending on the degree and nature of the violation.
