Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

At the proposal of the Director of the Cadre and Civil Servant Affairs Department and the Director of the Post, Telecommunications, and Information Technology Inspectorate Region II;

Article 1The Post, Telecommunications, and Information Technology Inspectorate Region I is an agency under the Ministry of Posts and Telecommunications responsible for performing state management functions over postal services, telecommunications, information technology, electronics, Internet, broadcasting, radio frequency, and national information infrastructure (hereinafter referred to collectively as postal services, telecommunications, and information technology) within the scope of 28 provinces and cities including Bac Giang, Bac Kan, Bac Ninh, Cao Bang, Ha Giang, Ha Tay, Ha Nam, Ha Tinh, Hanoi, Hai Duong, Hai Phong, Hoa Binh, Hung Yen, Lai Chau, Lang Son, Lao Cai, Nam Dinh, Ninh Binh, Nghe An, Phu Tho, Quang Ninh, Son La, Thanh Hoa, Thai Binh, Thai Nguyen, Tuyen Quang, Vinh Phuc, and Yen Bai.

Article 2: The Post, Telecommunications, and Information Technology Inspectorate Region I has the following tasks and powers:

1. It acts as the representative body of the Ministry of Posts and Telecommunications to enforce state management over postal services, telecommunications, and information technology in the provinces and cities under its jurisdiction, and coordinates with provincial people's committees and relevant agencies and units to guide and organize the implementation of legal regulations on postal services, telecommunications, and information technology in centrally governed cities within its jurisdiction.

2. Participate in drafting, revising, supplementing, and abolishing legal regulations on postal services, telecommunications, and information technology.

3. Participate in reviewing postal services, telecommunications, and information technology components in economic and social development plans of centrally governed cities and territories within its jurisdiction.

4. Participate in guiding and organizing the implementation of strategies, planning, long-term, five-year, and annual plans on postal services, telecommunications, and information technology in centrally governed cities within its jurisdiction.

5. Organize inspections and checks on compliance with laws and handle administrative violations related to postal services, telecommunications, and information technology by organizations and individuals in centrally governed cities within its jurisdiction.

6. Receive and resolve complaints and reports related to postal services, telecommunications, and information technology activities of organizations and individuals in centrally governed cities within its jurisdiction according to the provisions of the law.

7. Participate in resolving disputes between enterprises, and receive and resolve disputes between enterprises and users in the provision and use of postal services, telecommunications, and information technology services in centrally governed cities within its jurisdiction according to the provisions of the law.

8. Coordinate with departments and units under the Ministry to organize the dissemination, education, and popularization of laws on postal services, telecommunications, and information technology in centrally governed cities within its jurisdiction.

9. Participate in directing information work serving national defense, security, diplomacy; flood prevention and other natural disasters; rescue and emergency information in centrally governed cities within its jurisdiction.

10. Organize inspections and supervision of the implementation of network safety and information security work in postal services, telecommunications, and information technology activities in centrally governed cities within its jurisdiction.

11. Propose or decide upon delegation from the Minister to issue, temporarily suspend, suspend, or revoke licenses, certificates, and certifications related to postal services, telecommunications, and information technology according to the provisions of the law and the classification of the Minister; study proposals, organize the construction, and propose to the Minister contents related to administrative reform in licensing management operations;

12. Collect, manage, and utilize fees and charges related to postal services, telecommunications, and information technology within its jurisdiction according to the provisions of the law and the classification of the Minister.

13. Manage organization, cadres, civil servants, staff, assets, files, and documents of the Inspectorate according to the provisions of the law and the classification of the Minister.

14. Performing other tasks assigned by the Minister.

Article 3The Post, Telecommunications, and Information Technology Inspectorate Region I is headed by the Inspector General, assisted by Deputy Inspector Generals and supporting staff.

The Inspector General of the Post, Telecommunications, and Information Technology Inspectorate Region I is responsible to the Minister of Posts and Telecommunications for the results of implementing the functions, tasks, and powers stipulated in Article 1 and Article 2 of this Decision.

Deputy Directors assist the Director and are responsible to the Director for the tasks delegated to them.

Article 4The organizational structure of the Post, Telecommunications, and Information Technology Inspectorate Region I includes:

1. Postal Services Division

2. Telecommunications Division

3. Information Technology Division

4. Organization and Administrative Division

5. Finance and Accounting Department

6. Inspectorate of the Post, Telecommunications, and Information Technology Inspectorate Region I (referred to as Inspectorate I)

The staffing of the Post, Telecommunications, and Information Technology Inspectorate Region I shall be established by the Inspector General and submitted to the Minister of Posts and Telecommunications for decision.

Functions, tasks, powers, organizational structures, and working relationships among subordinate units of the Post, Telecommunications, and Information Technology Inspectorate Region I shall be defined by the Inspector General according to the classification of the Minister.

Article 5The Post, Telecommunications, and Information Technology Inspectorate Region I has legal personality, its own seal and account, and its headquarters is located in Hanoi City.

Article 6This Decision takes effect from the date of signature. All previous regulations that conflict with this Decision are abolished.

, Clause 1, Clause 2 Article 7a of this Regulation.The Head of the Office, the Director of the Cadre and Civil Servant Affairs Department, the Inspector General of the Post, Telecommunications, and Information Technology Inspectorate Region I, and the Heads of departments and units under the Ministry are responsible for implementing this Decision./.
