THE MINISTER OF POST AND TELECOMMUNICATIONS

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

At the proposal of the Director of the Cadre and Civil Servant Organization Department and the Editor-in-Chief of the Vietnam Post and Telecommunications Newspaper,

DECISION:

Article 1. The Vietnam Post and Telecommunications Newspaper (hereinafter referred to as the Newspaper) is a unit under the Ministry of Posts and Telecommunications (hereinafter referred to as the Ministry), performing the function of the Ministry's press organ, serving as a social forum for the development of postal services, telecommunications, and information technology.

Article 2The Vietnam Post and Telecommunications Newspaper (hereinafter referred to as the Newspaper) has the following tasks and powers:

1. Organizing the establishment, submitting to the Minister for approval, and implementing the objectives, purposes, content orientation, target audience, distribution scope, and other activities of the Newspaper in accordance with the law.

2. Studying and establishing plans and organizing their implementation after approval: planning, operational plans of the Newspaper.

3. Organizing the dissemination and promotion of the Party's guidelines, the State's policies and laws on postal services, telecommunications, and information technology.

4. Organizing the regular issuance of the Newspaper's publications according to the license of the Ministry of Culture, Sports and Tourism, technical guidance manuals, and other publications approved by the Ministry.

5. Organizing economic and social information, advanced scientific and technological achievements domestically and internationally.

6. Organizing training and professional development for reporters, editors, and contributors of the Newspaper.

7. Managing the organization, cadres, civil servants, assets, files, and documents of the Newspaper in accordance with the law and the division of authority of the Minister.

8. Organizing other activities in accordance with the Law on Press and other regulations of the law on press and publication.

9. Performing other tasks assigned by the Minister.

Article 3. The Vietnam Post and Telecommunications Newspaper is headed by the Editor-in-Chief, with Deputy Editors-in-Chief, Editorial Office Secretaries, the Editorial Board, and functional departments and specialized organizations.

The Editor-in-Chief is responsible before the Minister and the law for the results of performing the functions, tasks, and powers stipulated in Article 1 and Article 2 of this Decision.

Deputy Editors-in-Chief assist the Editor-in-Chief and are responsible to the Editor-in-Chief for the assigned tasks.

The Editorial Office Secretary assists the Editor-in-Chief in coordinating and supervising the professional activities of the Newspaper's specialized organizations.

The Editorial Board is an advisory body consisting of some journalists, managers, and scientists both within and outside the industry, established and regulated by the Editor-in-Chief, advising the Editor-in-Chief on issues related to orientation, planning, and development plans for the Newspaper.

Article 4The organizational structure of the Newspaper includes:

Specialized organizations:

Editorial Board.

Reporting Team.

Representative Office in Ho Chi Minh City.

Representative Office in Da Nang City.

Functional Departments:

Organization and Administrative Department.

Finance and Accounting Department.

Business and Distribution Department.

The staffing of cadres and civil servants of the Newspaper is established by the Editor-in-Chief and submitted to the Minister for decision.

The functions, tasks, powers, and working relationships between Departments, Teams, and Representative Offices are defined by the Editor-in-Chief.

Article 5The Vietnam Post and Telecommunications Newspaper is a self-financing public service unit; it operates in accordance with the Law on Press; it is directly and comprehensively managed by the Ministry of Posts and Telecommunications and is subject to state management over press by the Ministry of Culture, Sports and Tourism; it has legal personality, its own seal and account in accordance with the law; its main office is located in Hanoi.

Article 6This Decision takes effect 15 days from the date of publication in the Official Gazette. This Decision replaces Decision No. 64/2003/QĐ-BBCVT dated March 28, 2003 of the Minister of Posts and Telecommunications.

, Clause 1, Clause 2 Article 7a of this Regulation.The Heads of the Office, Directors of the Cadre and Civil Servant Organization Department, the Editor-in-Chief of the Vietnam Post and Telecommunications Newspaper, and the Heads of units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision./.
