DECISION OF THE PRIME MINISTER
Regarding the approval of the key trade promotion program for 2005
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Trade in Circular No. 0666/TM-XTTM dated February 7, 2005;
DECISION:
Article 1. Approve in principle the Program and the units responsible for implementing the projects of the key trade promotion program for 2005 and some projects from the 2004 Program to be carried out in 2005, as detailed in Appendices No. 01 and No. 03 attached to Circular No. 0666/TM-XTTM dated February 7, 2005 of the Ministry of Trade.
Article 2. Delegate the Minister of Trade, based on the key trade promotion program for 2005 approved in Article 1 of this Decision, to approve specific projects of the Program and notify the units responsible for implementation; adjust and supplement the time, location, and content of the projects within the Program during its implementation without increasing the budget estimate; consider and decide on allowing the continuation of long-term projects that have been approved in the years 2003-2004 (as per Decision No. 57/2003/QĐ-TTg dated April 17, 2003, Decision No. 253/2003/QĐ-TTg dated November 25, 2003, and Decision No. 47/2004/QĐ-TTg dated March 29, 2004 of the Prime Minister), and report to the Prime Minister the results of implementing these long-term projects in the second quarter of 2005.
Article 3. Based on the specific projects under the key trade promotion program for the years 2003-2005 approved according to Article 2 of this Decision, the Minister of Finance shall examine, approve, and settle the direct support funds for the units responsible for implementation in accordance with current regulations on expenditure for trade promotion subsidies to boost exports from the Export Support Fund.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of State Capital Corporation Management Boards, General Directors of state-owned corporations, and related organizations are responsible for implementing this Decision./.
