THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Press Law dated December 28, 1989 and the Law Amending and Supplementing Certain Provisions of the Press Law dated June 12, 1999;
Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Cadre and Civil Servant Department,
DECISION:
1. The Agricultural and Rural Development Magazine (hereinafter referred to as the Magazine) is a public service press unit under the Ministry of Agriculture and Rural Development, serving the state management of the Ministry.
2. The Agricultural and Rural Development Magazine (hereinafter referred to as the Magazine) is a propaganda organ for science and technology, with the function of promoting the Party's guidelines, state policies and laws, and scientific and technological achievements in the field of agriculture and rural development according to the provisions of the Press Law and the Ministry of Agriculture and Rural Development.
3. The Magazine has its own seal, opens a separate account at the State Treasury and bank, operates under the mechanism of a public service unit with income as prescribed by the State.
The main office of the Magazine is located in Hanoi City.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Editing, publishing, and distributing publications: Agricultural and Rural Development Magazine (in Vietnamese and English) introducing strategies, scientific and technological achievements, theoretical and practical issues in agricultural management reform; special issues and supplements aimed at exchanging information, initiatives, experiences, and exemplary models in agriculture and rural development according to the provisions of the Press Law.
2. Participating in the promotion and dissemination of the Party's guidelines, state policies, and directions, and the directives of the Ministry of Agriculture and Rural Development.
3. Building and utilizing a network of contributors nationwide to fulfill tasks as prescribed by law and the Ministry of Agriculture and Rural Development.
4. The Agricultural and Rural Development Magazine is entitled to:
a) Attend domestic and international conferences and seminars; organize specialized and professional conferences and roundtables to serve the Magazine's propaganda and publication work.
b) Request agencies and units within the sector to provide information and materials about their activities to fulfill the Magazine's tasks.
5. Joint ventures, collaborations, signing and implementing contracts with agencies, units, and localities according to assigned functions and tasks and as prescribed by law.
6. Managing organization, staffing, implementing salary systems and incentive policies, rewards, and disciplinary measures for staff and workers under the Magazine's jurisdiction according to the Ministry's classification and State regulations.
7. Managing finance, assets, and other resources allocated according to legal provisions.
8. Fulfilling other tasks assigned by the Minister.
Article 3. Organizational Structure
1. Leadership:
The Agricultural and Rural Development Magazine has a Chief Editor and Deputy Chief Editors appointed by the Minister of Agriculture and Rural Development according to regulations.
The Chief Editor is responsible before the Minister and the law for the Magazine's operations.
Deputy Chief Editors assist the Chief Editor in overseeing and directing certain aspects of work as assigned by the Chief Editor, being responsible before the Chief Editor and the law for the tasks delegated.
2. Organizational Structure:
a) Editorial Board and General Department;
b) Editorial Department;
c) Secretariat and Reader Department;
d) Southern Office of the Magazine, located at 135 Pasteur Street, District 3, Ho Chi Minh City.
3. The Magazine has an Editorial Council, which advises the Chief Editor on operational direction and improving the quality of the Magazine. The Council operates according to regulations approved by the Minister.
4. Staff members of the Magazine are responsible before the Chief Editor and the law for performing assigned tasks; they have obligations and rights as prescribed by law.
The Chief Editor of the Magazine stipulates the functions, staffing, appoints personnel for departments and units, promulgates organizational implementation regulations of the Charter of Organization and Operation of the Magazine according to the Ministry's classification; drafts the Charter of Organization and Operation of the Magazine for approval by the Ministry.
Article 4. Effective date
This Decision takes effect fifteen days after its publication in the Official Gazette, replacing Decision No. 121/2003/QĐ-BNN dated November 10, 2003 of the Minister of Agriculture and Rural Development on the functions, tasks, authorities, and organizational structure of the Agricultural and Rural Development Magazine; Decision No. 23/2005/QĐ-BTS dated July 26, 2005 of the Minister of Fisheries on the functions, tasks, and organizational structure of the Fisheries Magazine, and abolishing previous conflicting regulations.
Article 5. Responsibilities for Implementation
The Head of the Ministry's Office, Heads of the Cadre and Civil Servant Department, Heads of agencies and units under the Ministry related to this matter, and the Chief Editor of the Agricultural and Rural Development Magazine are responsible for implementing this Decision./.
